You can see the standard of supervision given Thai childlren playing in the water near the ocean side inlet at the southern end of Nai Harn most Sundays, most, not all, but sadly most are totally unsupervised.

Nope, I know guys who've worked offshore on ships for years that can't swim.
You can do your HUET and basic offshore seas survival (in Europe, UK or Australia) and be non-swimmer, they even have designated bump caps for non swimmers at the courses,

She may well be in a position on the ship where she's classed as a passenger and not marine crew, it's very common.
