    I suppose there are people other than yourself who don't care but the majority of the people do that is why the majority of the people voted against Yingluck and the clan she serves.

  4. Without taking political sides, since these protests are entirely a Thai internal matter, the Emergency Decree bears some reviewing as to the gov’t authority under the present laws of the land. One might disagree with them, as apparently the Civil Court did this past week, but they are still the law, unless the courts wish to bend them to their own means.

    If the rule of law is not followed and obeyed in any country, then there is nothing left but lawlessness. The Civil Court in their decision essentially took the teeth out of this Emergency Decree law, which should only be the right of the Parliament to cancel or modify it and not the legal ability of the courts. The court’s job is to enforce existing laws, and provide interpretation as required in case of ambiguity. However, the following except seems to be pretty clearly written. I have only copies those sections which seem to be in contention with news reports and the full law can be reviewed in the link at the bottom.

    Emergency Decree on Public Administration in Emergency Situation, B.E. 2548 (2005)

    BHUMIBOL ADULYADEJ, REX;

    Given on the 16th Day of July B.E. 2548

    Being the 60th Year of the Present Reign.

    His Majesty King Bhumibol Adulyadej is graciously pleased to proclaim that:

    Section 5. In the event of the occurrence of an emergency situation and the Prime Minister considers that it is appropriate to use the force of administrative officials or police officers, civil officials or military officers to jointly provide assistance, prevent, remedy, suppress, withhold the emergency situation, rehabilitation or provide assistance to the people, the Prime Minister upon the approval of the Council of Ministers is empowered to declare an emergency situation applicable to the whole Kingdom or in some area or locality as necessary for the situation. (There is more to this Section)

    Section 9. In the case of necessity in order to remedy and promptly resolve an emergency situation or to prevent the worsening of such situation, the Prime Minister shall have the power to issue the following Regulations:

    (1) to prohibit any person from departing from a dwelling place during the prescribed period, except with the permission of a competent official or being an exempted person;

    (2) to prohibit the assembly or gathering of persons at any place or the commission of any act which may cause unrest;

    (3) to prohibit the press release, distribution or dissemination of letters, publications or any means of communication containing texts which may instigate fear amongst the people or is intended to distort information which misleads understanding of the emergency situation to the extent of affecting the security of state or public order or good moral of the people both in the area or locality where an emergency situation has been declared or the entire Kingdom;

    (4) to prohibit the use of routes or vehicles or prescribe conditions on the use of routes or vehicle;

    (5) to prohibit the use of buildings or enter into or stay in any place;

    (6) to evacuate people out of a designated area for the safety of such people or to prohibit any person from entering a designated area.

    Regulations under paragraph one may prescribe a time condition for the compliance of Regulations or conditions for the exercise of functions by the competent official, or authorize a competent official to designate an area and additional details, so as not to perform any act which causes unreasonable hardship to the people.

    Section 11. In the case where an emergency situation involves terrorism, use of force, harm to life, body or property, or there are reasonable grounds to believe that there exists a severe act which affects the security of state, the safety of life or property of the state (bold for emphasis) or person, and there is a necessity to resolve the problem in an efficient and timely manner, the Prime Minister, upon the approval of the Council of Ministers, shall have the power to declare that such emergency situation is a serious situation, and the provisions of section 5 and section 6 paragraph two shall apply mutatis mutandis.

    (3) to issue a Notification that a competent official shall have the power to seize or attach arms, goods, consumer products, chemical products or any other materials in the case where there are reasonable grounds to suspect that such objects have been used or will be used to commit or support an act which causes an emergency situation;

    (7) to issue a Notification that a competent official shall have the power to issue an order to prohibit any person from leaving the Kingdom where there are reasonable grounds to believe that the departure from the Kingdom will affect the security of the state or the safety of the country;

    (8) to issue a Notification that a competent official shall have the power to instruct an alien to leave the Kingdom in the case where there are reasonable grounds to believe that such person is a supporter in causing the emergency situation, provided that the law on immigration shall apply mutatis mutandis;

    Section 16. A Regulation, Notification, order or an act under this Emergency Decree shall not be subject to the law on administrative procedures and the law on the establishment of Administrative Court and Administrative Court Procedure.

    Section 18. Any person who violates a Regulation, Notification or order issued under section 9, section 10, section 11, or section 13 shall be liable to imprisonment for a term not exceeding two years or to a fine not more than forty- thousand baht, or to both.

    Section 19. The Prime Minister shall have charge and control of the execution of this Emergency Decree.

    Excellent post even if it was picked out of context.

    When ever an emergency comes up they should do that. In the mean time they should listen to the people and use some honesty and step down and not abuse the law. That is all the people are asking of them.

    so far they have said they are not going top listen to two courts might as well make it a triple and ignore this court. Unless of course Thaksin says to listen to them.

    Fat Chance of that happening.

    Funny you mention Sudan. It is a democratic country too. They had elections in 2010 of which Al-Bashir received 68% of the vote. Huge majority right? Gives him a mandate to run the country right? Al-Bashir is wanted by the International Criminal Court for war crimes and crimes against humanity, namely in the Darfur region. Despite the warrant, he freely travels to sympathetic countries to flaunt his relative immunity among friends. 2.7 million people are believed to have been displaced since 2003 as a result of his military campaign against the Darfur rebels. So even though he was democratically elected, but abused all the principles of democracy post ballot box that is OK right? Or maybe Sudan needs some reform.

    Sounds like Bangkok and Mogadishu DO have a lot in common. The regimes of both countries certainly do.

    Actually if they believe so much in that idea they should go to Sudan where 68% of the people wanted there leader. Here it was a doubtful 48% of the people. I say doubtful because I believe a lot of them wanted Thaksin and they knew she was just a mouth piece.

    It got ridiculous the moment they elected Yingluck and has continued on that route.

    On the positive side she has shown us the need for a change in the way government operates. In fact has made it blatantly obvious when she said she didn't care what the supreme court said or to what the World court said in relationship to the Cambodia incident.

    I think most of them are so concerned with them selves that they don't have the time to see love for them from others. I have nothing against hookers and many of them turn out to be good wife's. But the places they have to work are not exactly full of possibly good wife's and not the place I would go to find one.

    You take your chance and many have hit gold. But it would seem far more regret the decision made in those places.. Also I personally think Love is commitment. If a Thai lady sees that in you she is apt to take it as love.

    When I go to the Bathroom, she's already put the toothpaste on my brush.

    If she hasn't and I start to do it she elbows me out of the way puts my shoes on and off for me. worries more about me than I do. Being naturally clumsy she walks down the street with me pointing out all the trips of which their are many.

    As far as money goes she is completely depended on me. I give her far more than she ever made. Still she watches the bahts. she was 49 when we got together and I quickly discovered the money was just a natural thing for them to be after as it is security to them. Some thing many of them have never received. It took me two years to convince her I was not going to leave her and I was always going to take case of her. So she stopped asking for a house.

    After 7 years we are still together living in a very happy relationship. If she would only stop pointing out the trips in the sidewalk. Gets annoying at times.m but like I said she takes better care of me than I do. She knows rthat if I die she will still be taken care of I am actually worth more to her dead than alive. She how ever does every thing in her power to see to it I don''t die.

  10. Pay for the kid's uni, don't pay for the kid's uni. It's just as much about your relationship with the kid as it is about his earning capacity afterward. Let him continue his education and he may find his place in the world looks nothing like he expected. Toss him out into the workforce without the education and what are his prospects here in LOS?

    Graduating from a university mostly shows that one has the ability (and at least a minimal amount of discipline) required to learn higher level stuff.

    I've got a degree in engineering and most of what I do on a day to day basis, I learned while tearing down my own toys, then bicycles and then cars over the years. Still, much better mechanics than me are barely scraping by.

    The rest of what I do has been learned on the job since university. I only use a tiny percentage of what I actually learned (and have since retained) in university.

    Having the degree proved that I was capable of being taught and doing the work. Within the first year of "real life", my mentors in the company showed me why much the stuff I learned in the university doesn't work in real life.

    Some of the dumbest people I know are collage graduates. I mentioned that one day to a friend who is a consular and he told me that you don't go to collage to learn. You go to collage to learn how to learn. Made a lot of sense to me. Took a couple of classes in my 40's. Noticed how as soon as the tests were over the kids for the most part forgot the answers.

    I loved the classes as being with all the youthful energy was invigorating. I did learn how to learn. Part of it is knowing when you are wrong and changing it.

  12. No, UK State pension is not enough for you to live on in Thailand.

    Well you could survive on a very basic level until you have Medical or other financial probs.

    Now with the High exchange rate of B53 it would give you say B20,000 a month.

    In the years I have been coming to Thailand I have seen B22 and Over B100 to £.

    And with prospect of next UK Gov being Labour I would not have long term faith in a High £.

    The Thais may not think beyond next week, but at least they get nearly free medical care. The OP wouldn't if he lived in Thailand. Big consideration for someone over age 65. It's not possible for someone age 65 to obtain a new health insurance policy here -- actually I think it's impossible for a foreigners over age 60 to buy into a new health insurance policy.

    Not so. I inquired at age 70 and was told that it was possible up to age 71 by two different companies. One was French and the other I believe English. It was around $1,650 U S a year and had a $2.000 deductible. With some pretty stringent conditions to get on it in the first place.

    The rice farmers were not in financial straits before the protesters and democrats forced Yingluck into caretaker status, limiting them governments ability to fund the program, and then the PAD/PDRC staff and pro PAD/PDRC boycotters are sabotaging the lending of funds.. then they use it to blame the govt.

    BTW the rice subsidy is less than 8% of the national budget so spare me the she's bankrupting us bit.

    She was the one who foolishly dissolved parliament and put it into caretaker status. As if that was going to solve the problem and send the protestors home. She got the GSB to lend the government some funds to pay off the farmers. However, the people didn't trust their money in a bank that would put their savings at risk lending money to a government that can't seem to cover their debts and obligations. So came the bank run up to a tune of 100 billion baht and counting. You going to blame the PAD/PRDC of that too?

    Oh it's ONLY 8% of the national budget. A failed scam that ONLY cost 8% of the budget. Talk about spin doctoring.

    She resigned because she could see her grip slipping away and knew that if she called elections real soon she could maintain it. She did not count on the opposition not agreeing to her plan. It back fired for her and now she is just digging the whole deeper and deeper every time she speaks.

    Every time she speaks it just proves that Su8theps plan is the best. His plan does not say he will be the leader. In fact he doesn't say any names that would have to be decided. It would take time but for a Thai and an expat who love Thailand the result would be worth it.

  14. Mr. Chada Thaiseth, a former MP of Chart Thai Pattana Party, said he has personally consulted with Prime Minister Yingluck Shinawatra yesterday about the farmers′ distress, and he has been assured by Ms. Yingluck that the rice payment would arrive by next week.

    If he had a meeting with her yesterday how come it took until 11.20 this morning for the news to break that they were calling off their protest?

    It took them that long to understand it.

    Yingluck said it so it must be so.

    Yes I was wondering where they got the money for the trip down and the food. I guess they had lot's of rice. Seems like a long way to come to talk to the Prime Minister and if not that go to the airport and protest. They get here the Prime Minister has no time for them and they change their mind about protesting so they just turn around and drive home.

    Say what you may but to me it speaks loud and clear that the education system here is not very good if they are a representative of it. I wonder how many of them had received the low cost loans from Thaksin to buy new scooters and cell phones pay of loan sharks with and still owe it..

  16. I am with the OP. You don't foot the bill for some one who has no idea of what he wants to do. I paid for two years of college for my wife's son to be an electronics engineer. He was 29 when he decided that. Also a year for her daughter to become a nurses aid she was 31 when she made that decision.

    At 17 you don't lay out that kind of money in the hope they will figure some thing out. University in Thailand is not that kind of education. You just go in pay some money and get a degree and then figure out what you want to do. A friend of mine is taking Business I asked him why he is not in school all the time. His reply was why should I the other kids don't attend much either and besides I already know all that stuff. He has two years of college in the states.

    Would you care to give us a list of all the wrongs done to the farmers by the Democrats and the army. All so include why they were worse than forcing some into bankruptcy starvation no money to replant suicide. You know the situation we have here in the here and now.

Anyone with even a slender grasp of Thai history knows how the Dems and and their military allies have treated annoying farmers over the past 50 years or so. It wasn't that long ago that bombs were an acceptable means of control for the rural masses.

    And looking past the short-term relatively-minor problem of the existing defaults, the farmers should be worrying also about the long-term damage done to their industry, lost export-markets and slowly-decaying rice whose eventual sale/dumping will inevitably cause further damage to the reputation of the rice they produce, all this down to Thaksin and his sister's PTP-government.

    The Shin-elite may wriggle and twist, and try to blame current & future problems on Suthep's short-term anti-government protests, but the truth is that Thai rice-farmers are in for several years of pain, and its all down to the Big Boss, thinking he could use public money to rig world-markets in their produce.     Open and transparent government? Honesty? Morality? Good leadership? Trust of the people?

  21. Organising trips to the North and North East? So instead of solving the problems in the other parts of the country, she is going to her strongholds. This will only create further division... those who feel cheated will now feel ignored, and those who love her will do so all the more.

    A selfish act by people desperate to hang on to power, no matter what the cost.

    Well it will at least show her how strong a grip she has on them. If she see's how week it is with the former supporters in Bangkok trying to get money out of her she may reconsider her position.

    On the other hand will she be allowed to reconsider it and if is she smart enough to see it needs different thinking and actions. Interesting that she can not work out of Chalerm's office as the heasd of the movement to keeep peace and disband the protestors.

    Doe's any one think she has finally figured out what the rest of the nation has known for a long time. He is a waste of time. A major user of ear medicine.

    Correct me if I am wrong but the majority of 52% did not want the Shinawatra clan in power.

    Take a look at the mess they have made of it and it is easy to understand.

    Some how I feel that the farmers were in the 48% that wanted them and now deeply regret it.

    On the one hand I deeply regret what has happened to them.

    On the other hand it would seem that they are not willing to join the grass roots protestors against corruption. It is only themselves they are thinking of. Give me money and I will go home you are welcome to do what you want to the rest of the nation attitude.

    It is this type thinking that will leave the nation divided in the future. They are setting themselves above the general population of Thailand.sad.png
