I'm in the exact same situation as the OP, except my bank is SCB. About 2 months ago, maybe more, I stopped receiving SMS OTPs from them. I live near South America. It was working fine up until then. I asked a pal in BKK to send me an SMS & it worked. I also have a local number. I can send an SMS in both directions from my phones while overseas. I've asked to use email notification but they don't provide that. They also won't let me make international transfers, as I retired after working 15 years in Thailand and they claim I need a work permit to be allowed to make international transfers.
