Just to let you know what we from the 'Colonies - i.e. Canada' have ...
Color blind test is look into a viewfinder - think submarine periscope, in this is a paper with various colored dots of various sizes. Hidden in these dots is a number.
You must tell the DOT what that number is. No number - no license.
Can I apply for a Canadian license? The number is obviously 423.17

Fair enough cumgranosalum but then why do many countries with much stricter laws not require that particular test? I've had 5-6 different licenses over the years and do not recall ever being checked for color blindness.

I fail to see how being colorblind would be a problem? I mean once you have learned that red is on top of a traffic light and learned the road signs, what is the issue?

Are you saying that the person who has insurance is deemed at fault, not the intoxicated third party, who caused the crash.

This a little off topic but maybe some can explain this. A driver is involved in a crash with a motorcyclist, who is drunk, unlicensed, no helmet and has no registration or insurance. The cyclist crashed in to the car not the other way round.
Police attend, no charges and car driver not at fault. Unfortunately cyclist dies and as driver has 1st class insurance a lawyer acts on their behalf. Meeting with police lawyer for negotiating a payment to dead man's family. Nothing from 1st meeting now want a second meeting. What is with this if driver not at fault and has 1st class insurance but the family want money from insurer and driver. How does this work if driver not at fault, how can family seek payment given all the circumstances?

If I remember correctly they flash until a pedestrian hits the button, but I might be wrong.
No. If they're working they are green for traffic until a pedestrian presses the button. Then there's a 8 second count- down before they turn red and the pedestrian gets the green light. When they are flashing amber it's "proceed with caution" for everyone.

I'm dumbfounded that one of those pedestrian crossing traffic lights still works!
Or turned on! Many just have a continuously flashing amber light.

Not having encountered the lights on beach road,
I am unable to say whether there is, or is not, an amber warning light.
Not only there is a amber warning (~3 seconds)
but there is mainly a countdown board for each color.
There is no excuse to say you were surprised by the change to red light.
When in Pattaya and not walking I do stop but not before having checked my rearview to make sure there is not a bloody big bus bearing down on me at 100 Miles an hour.
I have never seen police doing anything on that road to stop the speeding or the running of lights.

I hate those pedestrian crossings; they are outright lethal for people coming from places with traffic rules and expecting to cross when they have the green light.....

Well I quit 25 years ago, and while smoking is clearly not healthy, claiming it kills one in two smokers is a flat out lie.

Only in Thailand can police be caught drunk in bars while armed, and still get to keep their jobs. I am not referring to this case, but generally.

Of course the caning is brutal and I don't condone it. However, that Singaporean laws are draconian is well known and it comes down to the usual adage: don't do the crime if you can't do the time.
I haven't been to Europe for many years but the last time I went I was shocked at the graffiti everywhere, I am sure there are many property owners that wished there were laws like that over there.

Blaming the entire findings of the report on "out-of-control" Black people? Blaming the entire issue of police violence and disparities in the justice system in America on...too many Black people?
Too many black criminals.
If blacks break traffic laws more frequently than whites, maybe that's the reason they're being stopped more often.
Added to that the aggression and violence often shown by black men and the 'chip on the shoulder' gangsta attitude, it's understandable that they'll tend to be charged more than whites. But lefties ignore black behaviour and just pull out the race card as a defense.
Instead of trying to find institutionalised racism in everything, it's probably best for some blacks to take a good hard look at themselves and their behaviour.
If you had read the report, you'd know that it wasn't about "Black criminals". It was generally about people with parking tickets and their grass too long, "manner of walking" violations and people who were provably doing nothing wrong at all.
But of course, you haven't read the report because your agenda is already set in your mind. I do thank you for wording it the way you did though - it helps when posters show their true colors in the same post in which they trying to deny it.
I'll ask you the same question that you and those like you keep avoiding - is this discrepancy in "black behavior" or this "too many black criminals" claim that you point to a result of the fact that black people are inherently worse than white people? Or is it due to widespread problems in the system?
I've already made my position on the underlying causes of the problem very clear. Your constant blaming of Black people and suggestion that the emails weren't even racist appears to make your position clear too. You just haven't admitted it in so many words.
So why don't you want to directly answer the question?
I always have a feeling that the number of racists on TV is considerably higher than the average in the countries they come from.

These kids are complete cock trumpets but it caused an absolute shit storm in Vietnam. Rewards were offered for these kids to be found and given a good beating but I do not know if that ever happened.
This comment is stupid, a lot of Vietnamese love their pets and quite a few wannabe dog thieves got lynched around Ha Noi recently. No need to always generalize to that os of course the modus operandi of many on TV.
