However, you could register / EMS your post in the sending country, which means the parcel is signed for and tracked
Its a judgement call what cost you apply, depending on the goods and purchasing cost
I would also say your bike frame would attract tax, check out the Thai customs site, look up bikes frames and you see the HS codes and applicable duty
A bike frame is a bike frame, must people would not know the cost, so where you put 100USD or 1000USD, how can you tell

Where receiving goods or sending goods, generally speaking its cheaper by POST
Goods are categorized using the international HS system, which is how customs tax is applied
You may pay taxes on goods, which is customs duty, freight cost and VAT
When shipping here you could undervalue the goods, but keep it sensible, I think the level that attracts taxes is about BAHT 1500
When you ship by POS, if you have to pay any charges, you pay at the POST OFFICE, its simple
DO NOT USE COURIERS SUCH AS DHL/FEDEX
So idiot supplier shipped some goods to me, I stated CHINA POST, they shipped by FEDEX, extra cost of GBP 80 in customs clearance costs and warehouse storage charges

or is BUILDING 3 at IMM Airport not effected by the refurb?

As from 6th December 2016, you now need to go to IMM PROM for immigration requirements
Check the IMM website, there is a notice in English

When shipping to Thailand, always use POST, its generally cheaper and if you have to pay duties then you pay at the post office when you collect the parcel
When goods are sent by couriers such as DHL / FEDEX you end up by allsorts of costs, not only duties, the related costs are fees for the courier, actual customs clearance charge and warehousing costs ( which are high) etc.

I would suggest you go to IMM AIRPORT building 3 to report yourself
Then explain the issue to them, you should have the name of the Condo management guy
If you are renting the Condo, they are responsible and should pay the 1600B fine
If you are the owner, then you as the 'HOUSEMASTER' should do the reporting each time you arrive from an overseas trip
The TM30 2 page form needs to be completed and filed

You should make the transfer via SWIFT
I would suggest you change Baht in Euro in Thailand
The bank will give you the rate BEFORE you actually transfer the money
So you'll pay for the SWIFT transfer approx. 500 ish BAHT and the receiving bank will charge a fee
By changing the money before you transfer YOU know the deal
Make sure you spell out to the Bank to transfer in EURO from Thailand

I went today to update my TM30
There is an office on the 2nd floor at IMM PROM, inside that office are various desks, each doing an IMM service
Go to the first desk, our totally waiting time was 20 minutes, arriving at 1000hrs
There was a very small queue, about 4 people
As we were updating our TM30, all the IMM officer wanted was our passport with TMSO pinned inside ( NO NEW TM30 FORM REQUIRED), the lady updated our details, re-entered info on the old TM30 receipt and that's it
