  1. That is a damning indictment.

    The problem is their confused and unstructured reporting, especially when the police are dependent on the assistance of the population.

    I hope the police have taken the trouble and found out the exact size of the bomber?
    What shoes he was wearing, is indeed visible.
    Where sold these shoes?
    Where these shoes have been sold?
    Same for the T-Shirts, in both cases, Erawan Shrine and Sathorn pier.
    The CCTV track's torn at one point.
    Where could the bomber undisturbed change his clothes?
    Perhaps the dress is still in a trash can on a restaurant toilet?
    Maybe there are some CCTVs in restaurants?
    Were the whole image data from the borders are evaluated?

    Were the telephone connection data evaluated?
    Just
    the subject at the Sathorn pier has indeed phoned diligently.
    Were real experts, also from abroad, requested?

    Police work has to do mainly with diligence and systematic work.
    Luck usually have only the industrious.





  2. The biggest problem is the current method of allocation without concomitant controls.

    example:

    The local mayor submits a request for funds to build a road, repair a school or whatever.
    The application is then forwarded to the state (djangwat) administration, then to the authority in Bangkok.
    The money is then approved and provided.
    The money is then passed through the local administration filter.
    From 20 million then, only 16 million actually come to the mayor in the village.
    The mayor then instructed his brother in law (who has coincidentally a construction business) to build the road.
    Are installed then maybe 10-12 million.
    The road is then, rather than 20 cm thick, of only 8 cm concrete.
    Then beautiful images from the new road were sent as evidence to Bangkok.
    The road is scrap.
    After 2 years follow the repair request.

    It is a system error that there are no reasonable return checks.
    The cheat and steal is made for the persons in charge really easy here.

    Alone the number of paperless expenditure, - there is no project feedback -,
    is in excess of 71,386 !!!!
    This is a pure self-service shop.

    Administratively a disaster. For the taxpayer, it would be cheaper to burn the money without following costs.

  3. These digital master time systems are quite expensive. I developed a cost estimate for a 100 clock system. All prices are US Dollars.

    1) Master Clock with wireless and network interfaces - $1,000

    2) 100 Slave clocks, digital, 4 inch letters, $300 per unit - $30,000

    3) 10 2.4 ghz plug-in repeaters for reliable wireless coverage, $150 per unit - $1,500

    4) Miscellaneous cables and fittings - $500

    Subtotal, Equipment - $33,000

    5) Installation, 10 days, 2 man crew at $1,000 per day - $10,000

    Subtotal, Labor - $10,000

    6) Thai language system documentation (see note 1) - $385,000

    Total Cost - $428,000 (THB 15,000,000)

    USD385K for Thai documentation? Are you serious?

    Unfortunately, the Thai news reports on corruption rarely describe the specific corrupt acts. That means, one is never sure what law was broken.

    So I have posted a "tongue in cheek" example. In my ridiculous example, the corruption is a thinly disguised contract kickback, in which an item that is invoiced on the contract contains a payment, typically to a subcontractor (the "translator" !!) , who then splits the payment with the corrupt official.

    There are many types of corruption related to contracting:

    1) Payment of bribes to secure a favorable position or an actual award of contract

    2) Contract kickbacks, in which contract revenue is channeled back to a corrupt official

    3) Conflict of interest, the most egregious being an official having a financial interest in a contractor that does business with the official's agency

    I would guess that all of these schemes are endemic in Thailand.

    Not forgetting to mention the award of contracts to companies were family members or friends are the owners.

    I guess that 75% of all locally awarded public projects (roads, buildings, infrastructure, purchases of plant, machinery, vehicles, consumables, and repairs) are awarded by this family & friends trail.

  4. Apparently, there are laws here which, allowing the stealing of state funds and tax payers money.
    If government officials or civil servants found guilty and convicted of the crime,
    why these criminals sit not in jail?
    Why the state retains these criminals in their offices?
    The cheating, stealing and lying is downright rewarded here.
    And the stolen money they are allowed to keep still.

    A state which is led and managed by hundreds/ thousands of criminals, is a failed state.

    Is this statement a trick or is this just stupid to announce that publicly?

    Anyway, before
    thailand buys 3 submarines for 38 Billion Baht, they should prefer to invest the money into a functioning camera and traffic monitoring system.
    The benefits in terms of security for the population would be much much bigger.

    A telephone which can receive calls, can be used as a detonator on the bomb.

    The triggering call can then be made from any telephone in Nakon Nowhere.

  8. Hopefully they also check the phone lines.
    All telephone companies keep in their accounting systems the data connections.
    The time of the explosion is precisely known.
    The masts/area is also known which have received and sent the signal.
    When the bomb was detonated by telephone, it is easy to read the numbers out of the data.
    If they can identify the phone numbers,
    Sim from reception phone and Sim from transmitter phone,
    they could track all connections have been made with the phones.

    In some countries, the links are stored up to 6 months.
    Farther on, they could find out the activation data of the Sims.
    Likewise, when the Sims may have been charged.

    They could also find out when and where the Sims were purchased.
    The enterprise resource planning systems, e.g. 7/11 bear in this data.
    They may also able to locate the store where the Sims were purchased.

    Then they could check the CCTVs from the store.
    Then they might have better pictures.

    The technology is there, hopefully.
    Hopefully they also check these options.

  9. They know exactly the time, when the bomb goes up. if they blow it up per telefon call. They could find out the sending and reciving numbers. May be can find coneting numbers. When and where the simcards where first activeted. Maybe sold shortly before in a 7/11. Then they could check there the cctvs.

    Needs some work, but is a chance to find the monsters.

  10. Why do they not try to get professional accident experts from other countries?
    Many large insurance companies have accident experts which have analyzed and reconstructed 1000s of accidents.
    I hope they can get some good independent experts.


    Small fender bulge resulting in death.
    Driver unhurt, passenger death.
    Years ago similar accident of the wife resulting in death.
    Securities worth 300 million shortly before traded to two women.
    The suspicious driver knows the two women.
    The suspicious driver is the financial advisor of the dead.
    The signature on the transfer Statement is misspelled.
    The responsible investigator is a school friend of the driver.

    Conflicting reports about:
    - Wounds of the victim
    - Was the victim still alive after the accident?
    - Had the victim been fastened - seat belt on? Yes/No
    - What was the actual impact velocity?
    - Why are the Air bags did not work out?

    The investigations so far are really slow and incomprehensible.

    The whole could be a script for a TV thriller.

    Simply Perspective?
    What they think about reform and varying the idea of progress, for the public good?
    Such a screening process should go on for several days and be made publicly.
    The chief of police should always be a trustworthy person.

  12. Why do not they make a law that prohibits that police can take any cash.

    The police will be completed only authorized to write paper tickets, payment can only be made by bank transfer or in the next 7/11.

    And on their uniforms all pockets are physically sewn shut.

    Then a law that at any bribe attempt ends with a double punishment.

    Opening an anonymous website where all attempts of extortion and bribery operations can be posted. (Like they do it in india)

    Establishment of an independent, internal police audit (revision) that reviews the activities of the police.
    The results must be then presented to Parliament on a quarterly basis.

    Establishment of another group, which works and reports under the tax authorities and checks policemen on unusual wealth back.

    Dislocation of the top 200 policemen to inactive posts.

    Increase in income for the policemen on duty.

    And what is the solution?

    Could it be that 5% of the population, own 95% of the national wealth here?

    Could it be that 30% of all taxpayers' money and state projects flows in dark bags?

    Could it be that many wealthy people here do not pay taxes?

    Could it be that many rich people hiding their money offshore and prefer then to invest in foreign countries?

    There is a problem of a materialistic orientation, but it is especially a problem of distribution.

    If the wealth would be more evenly distributed and would not so much disappear into dark holes, more people could afford and pay for materialist things.

    That's a problem for every nation on earth. Not just Thailand.

    This extreme distribution ratio is not as given in many other countries.

    There are some very interesting studies of the OECD on the measurement of the distribution of the national wealth by the Gini – coefficient. Last chart I saw from the credit swiss was Thailand 82,6 % (100% = one owns all; and 0% = all have the same share of national wealth)

    It is now in leading economics Publications undisputed, that a more equal distribution of national wealth leads to higher growth.

    Then you need only to add the corruption money, the export of black money in foreign countries and the tax-free black economy.

    This explains the social, political and economic situation in Thailand for the most part.
