Well, with such professionals in the Thai security detail it's a wonder the President doesn't just hop a flight on Thai Airways and roll in wearing flipflops.
They must be very skilled if they can fulfill their "insane" list of requirements and still have time to tell every detail to local journalists.

I hate to admit it, but I had the exact same problem when I first came to Thailand.
So easy to get. Chills out the stress of relocating to the city... totally lost track of how often I was taking it.
Decided to detox one day, not even knowing what physical dependence really meant. The withdrawals are horrible. At first I didn't even realize what it was that was causing me to be sick... and a little crazy.
After 3 days of cold-turkey madness I read up and realized there needs to be a gradual drawdown of your dosage.
For me, I had to guess at what my base level was because I hadn't at all been counting when I was using it. Was it twice a week? Or 4 times a week? So I chose what I thought was about an average weekly dose and started from there.
Whatever you decide was your base level, plan to reduce your daily dose by .25mg every 2 weeks.
It takes a long time- but it's SO much better than trying to cut out too quickly.
If you do it very slowly you should notice minimal effects.
It worked for me exactly as planned.
I'll never touch that stuff again.

This system is quite a bit different from the system in the States, though.
It's a subsidy, yes. But, as far as I can tell, the motivation and the mechanism for profit guarantee aren't much alike.

I was going to point out the obvious fact that the people that are already inside Thailand are not the ones that would be dissuaded from visiting... but then I remembered this is the government and logic doesn't enter into it.

I happen to be visiting Antwerp, Belgium for the first time today. Happy to see they already have this system fully integrated here.
The crime level is quite low and it's common knowledge that none of the parts on the bikes are compatible with any other kind of bicycle. Good luck with that one, Bangkok.
