They were somehow stealing credit card info to access money from their accounts.  That's how I see it but I may be wrong ....

I see it as they are going through old hotel guest files to get the passport and credit card information. Using the hotel as a base because it is empty and that is where the files are.

Using the hotel EDC doesn't make sense, because it would be attached to the hotel bank account. They would need to bring a machine that would deposit to an account they can access.

Clap one hand if you are shocked and surprised by this.

Your numbers are skewed. There is a big difference between Foreign husbands living abroad and sending money vs. 27,000 foreigners who live in E-san.
