The concept they use is simple, "I saw nothing, therefore there is nothing to worry about". Otherwise called the ostrich syndrome.

Perfect example of what can be learned from foreigners.
Surprised they didn't claim this to be due to Thailand research

If you go to live in another country you have to respect their laws. If you don't feel you can then don't go to live there

They will never learn. Seems like an incident occurs and 5 minutes later it if forgotten

Look in therror mirror and compare what you see with what you were before

ATM up to international standards,Thai workers have no standards
That is not true. What is true is that the standards they use are way out of date with the rest of the world

fine if you are in a regular job with a pay slip.
how do you tax the vendors in the market, the stall keepers in the night markets and people who do occasional jobs.
You register them. For that a reasonable estimate of potential earning would be required

Hey gandalf12 don't you know they use fish and chips here not pin and chip
If they do they need to start improving the quality of the chips especially

Just adopt a PAYE (Pay As You Earn)
-
The machines are of international standard I would agree but the software and verification systems are not
-
PIN & CHIP would go a long way to making it more secure but they need stronger than that. Wouldnt be a bad start though. I know they have started the chipped cards but like many things they start too late
-
People like it so stop pulling it down

There is malware out that targets these machines. It was described in a technical magazine email in February this year. What is being looked is Near Field Communications (NFC). An ATM machine was hacked back in 2006 at the Black Hat convention back in 2006

I would beat the crap out of him. He would would never forget it either

40 million x the visa fees, tax, not to mention the burden on the airport/country infrastructure. Such boasting of tourist numbers is to put it mildly is unbelievable. Boosting numbers, offers up no comfort. Consider this, the population of Thailand is 67 million.
Just wait until next year were they will predict 1 billion tourists (or some other ridiculously inflated number)

Could always consider the Samsung Tab A (2016). Baht 6990 has a mini SIM slot and SD slot. I bought one recently a day it has great battery life even with WiFi on all the time

You're quite right of course - the stray dogs didn't pay for the roads built by humans.
And now that us humans have done that, those irritating animals that sometimes hurt us should be eradicated.
More merciful to put them down than to let them go around the way many are.

Yes those civilized countries have exterminated a number of species from the face of this earth.
Streets were not built by tax payers, because hardly anyone pays tax.
Why should they not be there? because someone incapable looking after a child? Do you think dog approached the child? or Child stepped or touched sleeping dog?
Moment has a broad definition. moment is all it takes for a car to hit a child
The roads are definitely not built by the dogs. Your view on this is that dogs and people should be treated the same. Disagree with you. These stray dogs should be put down, it would be merciful for many of them. Those that have owners should be taken to a pound and the owners given 7 days to collect them. If they do then impose a fine if they don't it it's doggy heaven for the dog,
Either you consider the people important or you don't and right now a person seems to have less consideration than a stray dog.

I bet the Thais who correspond with the Americans on this issue use pirated software on their government computers. I know where I work that those who deal with the computers use pirated versions even though they have licenses for all the computers. The problem is the tech people don't have the time do deal with the reinstall process of all the updates when computers go down. Reinstalls take days especailly on older computers. So they choose to just use the pirated version as it has all the updates already in it and it installs in an hour or two. Another negative about Thailand is no one wants to pay for the real antivirus so even if they did use the licensed copy of windows they may have problems with free or pirated antivirus programs.
There's a lot of money to be made by tech companies that address the issues users face in the real world of the third world. Some of the reasons people are using pirated stuff isn't about cost. It's about convenience and labor issues. I think the big tech people need to get people on the ground actually visiting government and private institutions in places like Thailand. They need to set up a convenient way to get these folks up and running and responsible without all the confusion and time that exists now.
There are of course the many other people pirating software and goods in Thailand and Asia. The situation is changing slowly as Asia's purchasing power and demands for quality rise. It could change faster with some programs to give the consumers a better reason to use the real stuff.
It doesn't have to take as you put it days to reinstall the OS just needs someone with good policies (computer type) and lock the machines down.

Did they have a line up so the owner could identify his bull or is that just a load of bull?

3bb just re ran the wire from my house to the main street for the 3rd time and re wired my house. Took them one day to get there. I use AIS from my phone as a backup. Good service they know me by name.
Sounds like you have a lot of contact with them for them to know your name which isn't a bad thing. Question, I assume you must contact them a lot for them to know your name, ifor that is true is it because of problems?

The future intention worldwide is to go to NFC (Near Field Communications). That will be safe at first but won't last once the hackers decide how to break it.
