Yes, that would be the thai explanation. However, it's all about their lack of reflexes (if you have done the DL test in Thailand and noticed the results of Thai people on the "reflex test", you'd know) and not keeping appropriate distance to the vehicle in front. Nothing about electric, apart from the signal from the brain to the muscular system/limbs.
