I am surprised that the EV people dont have a "reminder" service. Should be a rather simple matter to flag " no exits this year attend Imm and pay the fee" But maybe EV are just too busy counting the money. -

Yes currently you must "self isolate for 72hrs on arrival" Also make sure you make an "Australia Travel Declaration" can do on line within 7 days before travel. Without this you may be delayed on arrival. Applies to Aus citizens and permanent residents. -
I notice you avoided including women in your comment, I guess you have seen the "very brave man" jokes.

Retirees returning to Thailand are required to have a covid cover insurance from the day you re-enter up to the date of renewal of your retirement extension. 30 days is not an option unless your return date is within the extension renewal date. For many they may need 3 months, 6 month or even up to one year insurance coverage. Please read the rule carefully

But that would scare away the tourists they are now pleading to come. -
The real problem is that most insurance companies have an age limit many at 74, above which the will not sell an insurance policy, Those few that do have premiums in the many thousands of dollars (cira $14,000) some offer to lower the premium if recipients will accept large deductibles say (B300,000). If the person could not pay the hospital bill before most likely they cant now. But my guess is the % of old retirees in the unpaid bills group is very small. Mostly they dont ride motorbikes.

I have asked the direct questions of MSIG insurance and have been told, "their covid only insurance (US$100,000 cover) definitely meets the Thai Pass requirement" . However the period of cover ( does it need to be till end of visa, end of "O" extension) was left unclear, they offer 3 months or one year. The recommend one year if 3 months is insufficient time.

Also glad to hear that your daughter is OK. Just a correction though about those unfortunate enough to have been sitting close to someone that tested positive after arriving. My under standing is that insurance will NOT cover their costs because they are not sick. The insurance is health insurance, unless they have separate travel insurance that has a clause that covers them.
