That's incorrect. You can extend each 90 day entry one time for an additional 60 days to visit Thai spouse/family. This means with 3 border runs and 3 x 60 day extensions you can stay for almost 17 months, before requiring a new ME Non Imm O visa. In most cases you can border hop the same day.

On the contrary. Years ago it was quick and easy with little bureaucracy. I translated my passport into Thai using Google Translate and that along with my passport was sufficient. I verbally gave them the name of my parents, which they translated. There were no requirements for 'certification' or 'legalisation' procedures then. Nowadays, you need to have copies of documents 'certified' by your Embassy (appointment only), then have those translated into Thai, before taking them to the MFA for legalisation (appointment only). For many, this involves a journey to Bangkok, and one/two nights stay depending on availability of appointments.

There are no current laws limiting visa exempt entries by air, as there is with land border crossings. Any new regulation as such would have been headlines in the Tabloids and would have to be posted in the Royal Gazette before coming into effect.

They require all the details on your passport certifying, translating, and legalising, not just your name. Certain Amphoes also request a birth certificate be certified, translated and legalised for your parents names that are also entered in the house book. Best to check full requirements at your local Amphoe first.

I got mine in 2014, but the procedure has changed a lot since, requiring Embassy certified copies, translations, then legalised by the MFA, to be acceptable to the Amphoe.

Could you post the official Immigration regulation that states the limit of entries by air then? That is a commercial website, not an official Immigration website. It's often found to be incorrect and/or out of date with information. Dec 31st 2016. If that were true, you can obtain 30-day extensions for each 30 day VE entry, which would mean you can stay all year on VE entries. There is no written official regulations on the limit of VE entries by air, it's at the discretion of Immigration. As far as I'm aware, the official guidelines for entering VE haven't changed since 2014, except for the limited land border crossing by VE restricted to 2 per calendar year. Correct. Slightly off-topic, but the Thai definition of 'lifetime permanent residency' is IMO somewhat misleading, as if you leave the Country, you still require a re-entry permit to keep your 'permanent residency' status valid. Submit annual reports to Immigration and renew every 10 years.

The 90-day report is only required if having permission of stay beyond 90 consecutive days. It's a requirement for those with an annual permit of stay (not a visa) based on Thai spouse, retirement etc. Tourists having to visit an Immigration office for 30/60 day extensions are effectively confirming their address on each visit, therefore a separate 90-day report is not required.
