No, the primary reason for poor English skills is an aversion to anything foreign. There is a political and cultural fear that English language skills would wash away Thainess. When the government creates an atmosphere of English language immersion this will be eliminated. But, this is Thailand, and that will never happen.

Used to teach at a school not too far from the refinery. I grew up in LA, not very far from refineries. They are inherently dangerous and even with the best safety procedures, accidents can happen. Lucky there were no serious injuries.

This is a start, but just the tip of the iceberg. Rewriting the vague regs to eliminate the opportunity for corruption should be the top priority. I don't have a problem with the import tariffs on cars, because they have been successful in fostering auto factory building and employment in Thailand. The expats moved here voluntarily, and need to abandon their desire for imported luxury vehicles

Having worked for many years as an employment law attorney in Hawaii, this is good news. Although there were few Thais in Hawaii working the plantations when I lived there, any difference in the way the farms were treating Thai workers as opposed to other ethnic groups, violated Hawaii's and the federal government's employment discrimination laws.
It's particularly good that this was prosecuted by the EEOC, which doesn't usually get involved in these types of heated litigation battles. As a result, the Thais won't have to pay attorneys fees. The Court can make a separate award for fees against the defendant farms to pay to the federal government.
The defendants are major corporate farms and large landowners. These were not small-time farm operators. I don't feel sorry for them in the least.

The criminal investigation should focus on the failure of the administration to present an accounting and come forward with both the losses and damages to the rice stocks as well as the overall financial losses. Without that transparency no one was in a position to make changes to the scheme to mitigate losses or cancel the program in its entirety.

Obama's entering lame duck territory and his "doctrine" falls on deaf ears. There is little he can accomplish or do to save his legacy in the short time remaining. Although he can chalk up some successes during his tenure, he did not live up to expectations. Big promises, mediocre performance.

Shows however what a pathetic bunch humans have become when something like is such a huge thing in their lives.
Those that think Facebook has no economic value are truly lost. The primary social networking tool of the Internet is now an integral part of the economy.

But not for the moronic posts that appear by the second on there, I really dont want to know when you just had a sh*t or were buying guava or yet another selfie, 90% mindless crap 10% useful.
I agree most of the content on facebook is for entertainment (or nuisance) value only. I am an HR manager of a large company. Facebook posts have short shelf-life and that is why even a brief outage can interfere with my work. I use it as a recruitment tool and it has been quite useful, allowing me to locate dozens of hires, who I may never encountered, had it not been for the social networking tool. I am sure others, who are job seekers, feel the same way. In fact, I came into my current position through initially contacting a facebook poster. Facebook has real value and to demean that, or dilute it, because of it's purely social aspect, is folly.

Facts are facts.
Facebook was blocked temporarily in Thailand. It could easily be accessed using a proxy. It probably was a warning shot aimed at facebook, which was asked to remove some offending accounts. It proves ICT has the ability to block facebook from being accessed through Thailand-based ISP's and that action will be taken against people who are posting content deemed to be in violation of the various orders which have been issued.

While facebook is a major distraction in the workplace, it is also a necessary tool for my job. I use it to recruit workers, particularly expats here in Bangkok. So, as you are expressing your joy as to its unavailability, just remember that some expats and some thais are probably losing the opportunity to obtain beneficial employment due to the outage.

Unless you have access to all the reconstructive evidence, no one can pass judgment on the culpability of the truck driver. The law naturally gives a presumption that the motorized vehicle has a better opportunity to avoid the collision. Condolescences to the families and friends of the bicyclists. The roads in Thailand are dangerous, but, for bicyclists, the roads in many other countries are as well. With the popularity of bicycling in Thailand, there needs to be more investment in bicycle protected pathways to improve safety and enjoyment, especially for touring.
