Personally I don't like haggling at all, so i prefer places with fixed prices. But rest assured if they agree to a price they still make money on it. Nobody would sell at a loss.
This is true but it might be disappointingly low and force them to work longer. When people haggle here it should be with humour and haggling is never an excuse to be rude to a vendor.

I have been embarrassed watching how some farangs treat vendors....Talking insultingly back/down to them while offering a ridiculously low low amount of money.....
An @s*hö!e is an @s*hø!e no matter what country borders they cross....Even worse when they consider themselves above everybody else....
Why even associate with this person?
My thoughts too.

I can't haggle all the time for everything, Its tiring, sometimes I feel it's demeaning and having seen the poverty I don't like hassling them all the time. They make little money, work really hard and struggle to make ends meet. There is no safety net here. He sounds a bit of a bully and I wouldn't go shopping with him I would shame him by giving the trader some money to make up the difference. If you live in the area, after he has gone people will remember you and him together. He is sh**ing on your doorstep in that case.

You got a point.....but you did not mention the low prices.
If I were rich enough I am sure I could have all that in another country .
Anyway, if it was up to me , I would choose to retire in a warm country in Southern Europe, like Portugal or Spain. Because it's not too hot during the summer's and the winter's is not too bad. Food is excellent , the beaches, the hospitality of the locals (in some areas) , and a short flight back to Scandinavia if I need to sort things out.
But again , in the end it's your budget that decides.
You can't buy rockets festivals
https://youtu.be/9NCnaHANt60
and things like the Phi ta Khon,
https://youtu.be/o9hiv_FrEpY
and the nine gods festival or the
https://youtu.be/8E07bWuE4lk
https://youtu.be/JqPs77j3qDI
Naga Dragon balls etc
https://youtu.be/kzdTql6fBxs
although Spain is good for festivals. Yes if you had enough money you could buy a jungle, and mountains and litter them with palaces and monuments and build your own go go bar, and hire thousand of actors to create your own WS. If budget were the determination why are so many rich people unhappy or trapped into negative and destructive patterns of behaviour. Eventually succumbing to Ennui? Regarding Europe both Greece and the Balkans have potential. I suspected an unlimited budget might not be the solution to function as the grease of happiness but that we need fiction and challenge when seeking happiness. It's the grit that makes the pearl. There is no progress without friction. Good health, good friends and maybe a family, I don't mean kids, your own family back home . May be part of it. Do I wish I had more money? Yes but as I'm 65 im not optimistic about getting a windfall.

"Frequent means to go to a place often , and going to the same place everyday is regarded as going there often , frequently
No. You are confusing the noun 'Frequency' which BTW has multiple meanings with the concept of Adverbs of frequency which includes a chain of Adverbs ranging from Always to never with sometime being in the middle of the chain then 'often' followed by 'frequently '. But in its verb form it significance pertains to going to a place but not for work purposes as in being formally employed staff. It's idiomatic not literal English and does not reflect quantity of visit i.e. (frequency) . It the quality visiting a place. Of being in a particular place. On your first visit to a bar if somebody called you and asked about your whereabouts and activities you response could be' Im currently frequenting X bar. The worker would say I'm currently working at X bar. Big difference.

If you think service staff don't go with customer, you are mistaken.
Any girl in a gogo will go with anyone if the price is right, except ( maybe ) coyotes. It's just a job to them, and they ain't looking for lurve.
Whenever somebody calls the sex workers 'prostitutes ' they are being pejorative, judgmental and are ill informed hypocrites who marry and pay dowry and pay their wives money to run the house. They are also trying to equate the dreary western model of the worst types of exploitation of women with Thai model which is more akin to empowerment and liberation and sexual freedom. It is this freedom which is the threat to Christian Puritanism and other sections of our culture including certain individuals who are exteralanising their own moral weakness by judging others.

Back before Thaksin when the scene was great, the gogos put on shows, and the places were hoppin with expats. It was the best entertainment that I ever experienced. The present scene is just a pale shadow of what it used to be.
Sadly, I find little to keep me sitting these days, and I get bored pretty fast. Nana has some good looking ladies, but that's it. The shows, if there are any, are not a patch on what used to be.
Absolutely.

This seems to be the crux of your problem. Without a housing association (juristic person, committee, whatever) you have little hope of creating internal rules.
Once you have the rules your next problem will be imposing them, and that depends largely on whoever is doing the management.
In the meantime if this is a real nuisance that is affecting more people than just you, you could approach the public health department at your local town hall.
Of course this being Thailand there is always the chance that the new tenants will go bonkers and attack you with machetes if you complain.
I do agree that pointless noise is the scourge of Thailand, and seems to be absolutely everywhere.
It tends to be a rural problem but even even in Lisboa our neighbours had cockrels in the 80s and in India in the 70s was full of Radio noise generated by the contraception campaign. I use ear plugs

Poor Chinese scavenging in the rubble, not spending anything like the traditional ol' yobos & mongers, those engines of true prosperity. It's so disgusting that City Hall forces corporations to tell outrageous lies like the following, cookin' the books to fool all them stupid auditors and analysts:
Improved performance of existing projects e.g. at CentralWorld, CentralPlaza Lardprao, CentralPlaza Pattaya Beach, etc., supported by spending from foreign tourists mainly from China and Korea during their summer travel season. . . . On a q-o-q basis, revenues from hotel operation increased by 6% thanks mainly to higher occupancy and room rate at Hilton Pattaya Beach Hotel with occupancy high at 92% in the third quarter, enhancing RevPar up 4% q-o-q as a result of an increasing number of Chinese and Korean tourist visits during their travel season in July-August. . . . continuing growth in hotel business with higher occupancy in this quarter on the back of increasing number of foreign tourists visiting Hilton Pattaya Beach Hotel. . . . However, the food court at CentralFestival Pattaya Beach experienced revenue growth, driven by higher traffic from tourist visits in the third quarter.
--Central Pattana PCL, Performance Overview: Overall economic condition in 3Q15
And since all TVF economic experts absolutely KNOW that Chinese tourists only spend money in Chinese venues like Central and the Hilton (and now Tesco Lotus and Foodland, as I saw quite a few in there recently), we have the completely bizarre situation whereby Thai banks kindly provide up to 166 billion baht to Chinese tourists, and therefore to China, for no possible reason other than for Immigration to collect visa fees over one holiday!
The nation’s seven commercial banks have prepared up to 166 billion baht for spending during the holiday, up by 9.7 billion last year. Bangkok Bank has reserved 35 billion baht for the period, Siam Commercial Bank has prepared 33 billion, Krungsri Bank has set aside 28.6 billion, Krungthai Bank has readied 20 billion and Kasikorn Bank has made sure to have 40 billion baht on hand.
--Banks confident Chinese New Year spending to be lively
Oddly, as TVF economists sneer at TAT's figures of rising numbers of tourists (and are still in denial about the construction of Suvarnabhumi Airport), the banks and the Mastercard Asia Pacific Destinations Index seem to agree more that the Chinese numbers are in fact rising, perhaps 16% annually according to the brokerage CLSA. Yes, dear CRASH! forecasters, CLSA took into account your knee-jerk about any economic slowdown:
But rising individualism and financial independence are seeing more and more young Chinese choose to defy custom, while at the same time tourism and outbound travel are surging. . . . Growing numbers are also seizing the opportunity for tourism, despite slowing growth in the world's second-largest economy. . . . Chinese travellers are by far the biggest spenders in the world, splashing $165 billion in countries they visited last year, according to the United Nations World Tourism Organisation.
-- New Year, New Travel: More Chinese Choose Tourism Over Tradition
Gotta love TVF economics.
The Chinese tourists are spreading their wings and traveling independently and can be seen all over the place-even the ones on coaches.

I've lived in Mexico for the last 2 years. That CA-Mex stuff pictured does not look like real Mexican food. As an example, I have never yet had tacos in Mexico that came with diced tomatoes. Sadly, I haven't found any good Thai restaurants where I live.
Is diced tomatoes salsa?

If you get an urge for more nightlife, you can hop on the ferry to Koh Samui for a few nights.
Rent a fairly nice house for 5k a month.
Lots of exploring to do in the area, rent a scooter for 3k a month and get out there..

What Thais want is like what everybody typically wants. Opportunity to make money, have a nice house and nice things. That is not what Pattaya is. It's a tourist place. I seriously doubt that Thais want hundreds of thousand westerners in their town polluting it with trash. Setting up brothels and loads of Western fast food joints. They can just visit it for a few days and leave.
Pattaya Is comfortable for western travelers because of all the western comforts and what they see as pretty and clean beaches. I get it. However when I see posters that live here go on and on about all of the the things that drove them away I find that many live in Pattaya and my point is Pattaya is not Thailand. It's the furthest thing from it. Its loaded with filth, scamming, severe double pricing, gangs, drunks, rip offs, prostitution. etc. If thats all I saw I would leave too.
Pattaya is a major weekend destination for Bangkokians and an important destination for many Thais. It's a fun house. The first time I went to Pattaya in 1990 I was taken their by Thais.
