There is no law forbidding to sell to China, or forbidding brokers to resell to China (which is what happened). On top of it, it's a global market so China did not get any favour. They paid the global market price and would have bought from another supplier at the same price anyway. BTW, what means "A lot"? Which % of oil exports went to China in 2022?
