    We already received data from SB and we are preparing File for RG, and she smile and said Ror naa kaa.

    I said thank you for your help she not mentioned anything When it will publish.

    I think they don't know when the announcements are going in the RG until just before it happens because they get batched up and have to wait for the minister's signature to approve publication.

    I guess they get promoted the same way they get the jobs in the first place - the patronage system.

    A similar phenomenon can be observed in farang countries too when earlier waves of immigrants resent the more recent arrivals and try to keep them out.  My next door neighbour didn't like a farang moving in next to him and kept picking childish fights about the trees between our houses which I personally couldn't care less about and didn't even notice when he cut my trees. He eventually passed a message from his maid to my maid that I should go back to my country, if I couldn't abide by Thai culture. I passed a message back that by same route that, in that case, he should go back to China.  Having said that, the neighbours on all the sides are also all Thai Chinese and they couldn't be nicer.

     

    The notion that ethnic Chinese have special rights over obtaining PR or citizenship is curious.  In fact, historically speaking, the opposite is true.  The quota for PR by nationality was expressly designed in the 1950s to keep out Chinese immigrants and restrict their access to citizenship, since PR was the only gateway to citizenship for those born overseas.  The Chinese are the only nationality that has been consistently inconvenienced by the quota and that remains true to this day, particularly considering Taiwan and Hong Kong also come under the Chinese quota.

    That is a good idea too.  I had a nasty experience at the Phyathai district office in Bkk when I went to get married which should be a happy affair.  I was a PR then and insisted that PRs didn't need that affirmation of right to marry from an embassy.  The head of registrations was called and he said all foreigners needed the paper.  Then he looked at my alien book and declared it to be a fake on the grounds that alien books and IDs with the prefix 8 could only be issued to Chinese foreigners not white guys.  The conversation turned nasty when he accused me of carrying forged government documents (as if anyone could actually find the antique paper and glue to forge an alien book and ensure it fell to bits on time).  So we gave up and drove down the road to the Sathorn district office where they were all smiles. 

     

    It never ceases to amaze me that Thailand can have government officers in positions of responsibility who are as stupid and ignorant as that and yet they survive and get promoted. Although it is understandable that many Thais don't know much about PR, a head of registrations in an inner city Bangkok district office is one person that you would think would know all about it.

    It used to be the NIA that were sent to applicants' home. They are under the PM's Office, as are all police.  At one time police were under the MoI which made the interior minister too powerful for many people's liking and the MoI lost out in a power struggle.  But it is still very powerful, controlling all the provincial governors and district offices among other things.

    I am not sure which department police intelligence is.  Sounds like a bit of a contradiction in terms.  But definitely SB can't forward files to the MoI unless clearances have come back from all the departments that need to submit them, such as the narcotics people. Some of the case officers do a good job of hassling these departments until they return the forms.  One of them once said that, if they didn't push to get the forms back, some applications would end right there and then.  Maybe things have improved since then but I can imagine these forms can often stay at the bottom of in-trays for some time, unless someone chases for them.

    Yes, there is a law that covers dual citizenship - The Thai Nationality Act 1965.  The relevant section is Section 14. 

     

    Section 14. A person of Thai nationality, who was born of an alien father or mother and has acquired the nationality of the father or mother according to the law on nationality of the father or mother, or a person who acquired Thai nationality under Section 12 paragraph two or Section 12 bis (2) and (3) is required, if he desires to retain his other nationality, to make a declaration of his intention to renounce his Thai nationality within one year after his attaining the age of 20 years, according to such forms and in the manner as prescribed in the Ministerial Regulations. If, after consideration of the said intention, the Minister is of opinion that there is reasonable ground to believe that such person may acquire the nationality of his father, mother, or a foreign nationality, he shall grant permission, except in cases where Thailand is engaged in armed conflict or is in state of war, he may order the dispensation of any renunciation of Thai nationality.

     

    This section was amended in 1993.  It is written in a convoluted way because the original intention was to force look krung children to show evidence they had renounced their other nationality between the ages of 20 and 21, if they wished to retain Thai nationality. Otherwise the Interior Ministry could automatically revoke their Thai nationality.  In fact the original version did become law in 1993 but was amended again three weeks later to its present form as above, which gives the right but not the obligation to renounce Thai nationality and deleted the requirement to choose either one or other nationality.  The odd thing is that the minister can refuse an application to renounce Thai nationality, if Thailand is at war with the country of the look krung's other citizenship.

     

    Why did this total volte face in favour of look krungs occur only three weeks after the first amendment was published in 1993?  It is widely believed that the original version was considered a serious inconvenience to a very important person who had look krung children and which obliged the government  to immediately reconsider its plan to automatically revoke Thai citizenship from look krung children. It seems like it is too late for them to go back on this now.

    According to BP the infection rates were 55% in the Bangkok Remand prison and 23% in the Central Women's Correctional Institution.

    I believe Oxford's condition to Astra Zeneca was no profit for the first year.  They expected to make profit after the first year, if more vaccines and/or boosters required and expected a large benefit from free advertising.  Unfortunately the reputational benefits for Astra Zeneca, which had limited experience in production of vaccines, has been mixed so far.  The same conditions should apply to licensees such as Siam Biosciences.

  10. Signs so far are not good. A complicated registration system with an initially poor reponse.  Lack of infrastructure to deliver the planned 300,000 shots a day. Possible shortage of AZ, if SB has similar problems to other licenses in ramping out production.  They will be glad with a poor response, if they can't fix the other two potential issues.  Hoping for a failure of demand is not going to be a good place to be.

    That makes sense. Anyway the first step would be to contact whoever did the tax returns and ask them, if they have records of the filings which should make it easier to get notarised receipts from the RD.

    Obviously your tax office has your returns there.  I believe you can get them, if you take along your passport and tax ID card or number which is on your payslips.  If you don't have copies try that.  Maybe call ahead to make sure you go to the right office.

     

    Otherwise you should have copies of the tax returns (PNG 90 or 91 - PNG 91 is the tax return for taxpayers who are employees and only claim the most basic allowances).  If it was a paper tax return you would have had to sign it.  if your company or an accountant filed it for you, they should have copies.  If you filed online or someone filed online for you, the system invites you to print a copy but I think online filing is maybe only available for Thais.

    You just take the summary page of your PNG 90 or PNG 91 tax return where it says how much tax was paid and take it to the Revenue Department.  They will stamp and sign it for you.  That's what I did for citizenship anyway.

     

    Even though company tax returns are not required, there can be issues with long lists of company shareholders, if you work for a public company listed in the stock market.  When I applied for citizenship which also requires a company shareholder list, my company complained that the list of shareholders was hundreds of pages including people with only 100 shares each.  Special branch settled for a list of the largest 50 shareholders.
