For healthcare, I would rate Khon Kaen as first with Udon second.
The smoke in CM can be very unhealthy for extended periods of time, with Isaan now having bad smoke in some areas depending on proximity to Laos, geography and wind patterns.
It is up to each person to determine their own tolerance level.

I agree, as I now live 1.5 hours outside Udon city.
Last year the smoke here was bad but not as bad as when I returned from Chiang Mai in early March.
Next year I will travel outside the country during the smoke season.

Absolutely incorrect.
There are many university educated ladies there that speak some English, and work as teachers, for the government, banks and similar.
Where you socialize will largely determine those that you meet. ????

Having lived in Chiang Mai for 2+ years I would agree, but the long smoke season is not fun and distracts from making it ideal.

Given the conditions decribed in the OP and having traveled to all the locations you named, IMO Udon Thani and Nong Khai would be your best options.
Udon city has most of the required major services, shopping, and a good airport, though few distinctive features.
Nong Khai city, sitting on Western bank of the Mekong river is a nice though laid-back small city.
A quiet country life is very possible here if you are prepared and open-minded but not ideal for those who have other priorities.We have similar backgrounds, and it works for me as a home base with the option of frequent travel as desired.

Your use of ‘Common Property’ would also appear to be incorrect when referring to Thai law.
The correct term according to numerous Thai law websites is
‘Marital or Communal Property’

If the house was built after you were married, it is generally considered community property.
The owner of the house is usually determined by the name on the permit to build and address documentation.
Given the OP I would assume it is in your wife’s name.
If the wife agrees, you can file an usufruct with the land department giving you control of the land for your lifetime and the usufruct can be transferred to a third party.
She can dissolve the usufruct if you get divorced but Thai courts are more sympathetic to the foreign husband than in the past.
You can also have your wife register a will that gives you the house and land.
You can legally inherit it and have one year to sell or register in the name of a Thai person or company.
Research these areas online and I would recommend getting a lawyer to assist you in filings.
If you have children, they can also inherit the property. In the end, you will need to decide the value of the house versus the energy required to keep it.Go slowly and get professional assistance ????

It is my understanding all Thai banks charge the ATM fee.
Some foreign institutions, such as Charles Schwab will reimburse you for any ATM fees.
I have also read you can do a counter-withdrawal inside the bank but have no direct experience with that.

The placement of fire extinguishers in protective cabinets, (typically Red in commercial spaces) or being fitted with clamps is common and often required by fire codes. This is especially true for boats, vehicles and similar.
Both a cabinet and clamp are shown in the attached picture.
Training the normal occupants or users is essential with any safety equipment and the OP’s desired usage in a residential space or similar would be acceptable with the above mentioned training if not in conflict with any Safety or Fire code.
Additionally fire suppression vehicles will have most hand-held extinguishers fitted with clamps to prevent shifting while the vehicle is moving….

As the Poo Yai Baan issued you an address I am assuming you have legal access via a roadway or easement, the power lines should be able to follow this same path.
Whether the adjacent land is being used or not is immaterial as you will need legal access to the house and property.
Maybe some important information is getting lost in translation or ??
I would try again with the PEA and suggest a friendly home visit ????????????

Not the easiest route when traveling the first time, with many motorbikes, Etans, tractors and poorly marked turns.Also the route from Nong Bua city to Ubol Rattana is not the clearest path…
I have taken both of the above and they are doable but also at the end of a long journey …..

Having done this trip about 20 times each way, I can confirm as a A-B route, the Phitsanulok-Khon Kaen route is the most direct with better roads.
From Chiang Mai, stay on Hwy 11 all the way to P-Lok and avoid any Google suggested alternative routes. Also watch for traffic cameras, they have added some and moved others.If entering Khon Kaen city during the daytime, taking the Northern ring road is usually best. KK city can be quite congested in the daytime.
