Former MP Mongkolkit Suksintharanon of the Thai Civilised party was declared guilty of severe ethical misconduct by the National Anti-Corruption Commission (NACC). The ruling was issued due to Mongkolkit's decision to take a group of students to see a Thai film titled “4Kings”, two years ago. Mongkolkit, now a member of the Democrat Party, was shocked by the ruling. He said the NACC had not informed him about the accusation nor invited him to defend himself. Mongkolkit claimed that he brought the students to see the movie at 5.40 pm, after the Lower House had shut at 4.30pm. He added he had asked for leave from 2 pm to get ready for his meeting with the students. Mongkolkit is determined to determine whether the NACC followed the correct procedure during the investigation into his actions. He also pledged to take his case to the Administrative Court to seek a fair ruling. In light of the guilty verdict, the NACC plans to present the case to the Supreme Court's Criminal Division for Political Office Holders. Their goal is to seek a political ban on Mongkolkit. Thailand is considering various strategies to mitigate the impact of global crude oil price fluctuations, beyond merely subsidising domestic oil prices through the dwindling Oil Fuel Fund. One proposed solution is the development of a strategic petroleum reserve (SPR) to enhance national oil security and safeguard against potential supply disruptions caused by geopolitical conflicts. Energy Minister Pirapan Salirathavibhaga suggested the creation of an SPR to ensure a steady oil supply during unforeseen delivery interruptions from major suppliers. His plan aims to complement the new oil strategy set for implementation from 2024 to 2037. However, this proposal has met with resistance from energy experts within the business community. Pirapan advocates for increasing Thailand’s oil reserves, both in crude and refined forms, to cover 90 days of usage, up from the current 50 days. The United States, China, and Japan, which consume substantial amounts of crude oil, already maintain large strategic reserves to buffer against supply crises. According to the oil plan, 53% of Thailand’s crude oil imports last year came from the Middle East, 11% from the US, 10% from Malaysia and Indonesia, and 26% from other regions. Increase reserves Pirapan’s proposal would see the total oil reserves increase by 10 billion litres beyond current levels. The plan includes utilising commercial oil stocks held by companies for 25 days and crude being transported by vessels for an additional 25 days, ensuring a 50-day supply. The SPR would add another 40 days’ worth of reserves. Concerns about global oil supply disruptions have heightened due to escalating geopolitical tensions. The conflict between Israel and Hamas in October last year triggered fears of global crude oil price volatility, given that the Middle East accounts for 33% of the global oil supply. The permanent secretary of the Energy Ministry, Prasert Sinsukprasert, reiterated the importance of energy conservation, noting that the national crude oil reserve stood at 3.91 billion litres with an additional 1.63 billion litres en route to the country. In February 2022, similar supply concerns arose following Russia’s invasion of Ukraine, which saw global oil prices skyrocket above US$100 (3,593 baht) per barrel. At that time, Thailand’s national crude oil reserve was 3.2 billion litres, with another 1.46 billion litres being transported. The country had enough fuel reserves for over two months, with 27 days’ worth of crude oil. High global crude oil and liquefied natural gas (LNG) prices posed significant challenges, necessitating substantial government expenditure from the Oil Fuel Fund to subsidise domestic oil prices. The International Energy Agency had previously recommended in 2013 that Thailand consider developing an SPR, but the proposal was shelved due to a crude oil surplus in 2014. The new oil plan, set to be enforced this year, prompted Pirapan to instruct the Department of Energy Business to conduct a study on the SPR proposal. However, industry executives have highlighted financial constraints as a primary obstacle. Budget limitations An oil refinery company representative noted that both the government and oil companies face budget limitations, making it difficult to invest in oil storage facilities and purchase significant quantities of oil. The government’s fiscal 2025 budget is already allocated towards other projects, including a 10,000-baht digital wallet scheme. Yodphot Wongrukmit, former senior executive vice-president of energy conglomerate Bangchak Corporation Plc, expressed doubts about the necessity of an SPR. He argued that non-Opec oil-producing countries could supply crude oil to the market, mitigating the risk of oil scarcity. To enhance national energy security, the government can promote the use of biofuels, reducing dependence on oil imports. Ethanol, derived from sugar cane, can be mixed with gasoline to produce gasohol, while palm oil-derived methyl ester can be blended with diesel to produce biodiesel. These alternative fuels can be sourced domestically, reducing the impact of global crude oil supply disruptions. A representative from the sugar cane crushing industry emphasised the potential of biofuels as a long-term solution to high oil prices. The Deputy Prime Minister and Minister of the Interior, Anutin Charnvirakul, declared his opposition to Prime Minister (PM) Srettha Thavisin‘s policy to reclassify cannabis as a Narcotics Category 5 drug. The Office of the Narcotics Control Board (ONCB) agreed last week to reclassify cannabis, which has been permitted for health-related purposes for over two years. This new policy is expected to be implemented next year. However, many cannabis supporters, including members of the Bhumjaithai Party, opposed the reclassification plan. Two cannabis activists even began a hunger strike in protest last week. Accordingly, further meetings on the reclassification will be held for relevant authorities to vote and voice their opinions on the matter. In a recent parliamentary meeting, Anutin and members of the Bhumjaithai Party under his leadership voted to approve the draft budget bill, including the digital wallet scheme proposed by the Pheu Thai Party. Journalists asked Anutin whether he expected the same support for his cannabis policy. Anutin explained that the coalition government parties should support each other but the cannabis case is a matter for the ministry level, not the government as a whole. As the Interior Minister, he would also participate in the meeting and vote on the reclassification plan. PM Srettha and the Pheu Thai Party campaigned on a policy to reclassify cannabis as a narcotic during the election, and this was one of their major policies, just as cannabis legalisation was a major policy for the Bhumjaithai Party. Deputy PM opposition Anutin emphasised that he would definitely vote against the reclassification, as he believed relevant authorities should consider more information before making a decision. He pointed out that he revealed his direction to the PM. When asked about PM Srettha’s reaction, Anutin responded that the PM listened to him and urged him to speak about his reasons for opposing the reclassification and other relevant information during the meeting. However, the meeting has not yet been scheduled. News reporters also asked Anutin whether he would discuss the issue with the current Public Health Minister, Somsak Thepsuthin, before the meeting. Anutin said he would not, as they had different opinions and discussion could lead to conflict. Anutin stated that coalition government parties can have different opinions but should not conflict with each other. A Thai man was caught by police for stealing a cat outside a bank in the Wichit district of Phuket. The owner of the cat shared CCTV footage on social media of the theft which happened on Monday, July 15. The man identified as Nattaphon, 32, was captured in the video stealing her white cat named Konmek (which means cloud). The recording showed him putting the cat in a storage space under his motorcycle seat then leaving the area. The video drew a lot of attention from Thai internet users, especially those who love cats. Some thought that Nattaphon may have mistaken Konmek for a stray cat since he is a cat lover himself. However, many disagreed, suggesting that if Nattaphon truly loved cats, he wouldn't have put it in a place where it couldn't breathe. They expressed suspicions about Nattaphon stealing the cat to eat it. Following a complaint against Nattaphon at the Wichit Police Station by the cat's owner, Nattaphon was arrested on Tuesday, July 16, during the evening. He stated that he was drawn to Konmek because of its white fur and blue eyes. He insisted that the cat ran away and disappeared when he opened the motorcycle storage at home. The training was also attended by Surin Yimyai and Jirawat Proudchai, City Council members. Decha Rueang-on, the leader of the Chon Buri Provincial Disaster Prevention and Mitigation Office, and Chatchawan Phinsiri, head of the Disaster Prevention and Mitigation Office for Pattaya City and Chon Buri Province, were also present. Leaders of associated government agencies also participated. The training course is a part of the city administrators' plan to ready the city for possible natural or man-made disasters that could threaten the safety and property of Pattaya's residents and tourists. The course lasted five days, from July 15 to 19, and was carried out by the Land Disaster Prevention Department, a department under the Pattaya City Permanent Secretary’s Office. The main objective of the training is to give volunteers expert instruction so they can prevent and control dangers. The session is structured by the Ministry of Interior in regards to Civil Defence Volunteer Units, ensuring that volunteers are both capable of protecting themselves and the residents of the city during emergencies. A Chinese man accused his Chinese girlfriend of being a decoy after three thieves broke into his home in Chon Buri and stole 3 million baht from him last night. The Chinese victim, 43 year old Qian Peng Yi, called Nongprue Police Station officers to his home in Soi Lablae, Bang Lamung district, Chon Buri, after the theft of 3 million baht and other valuables at approximately 9pm, yesterday, July 17. Police reported that the incident occurred at a luxury two-storey home built on a 60 to 80-square-metre plot of land. Qian was waiting for the police outside his home, visibly shaken and frightened by the incident. He had wounds on his ankles and wrists where the thieves had tied him with cable ties. Objects were scattered across both floors, indicating the thieves’ search for valuables. Qian told police that he had been living in Thailand for almost two years and ran a business in the country. On the night of the incident, he heard his dog barking loudly and went downstairs to investigate. To his shock, he encountered three thieves in his home. One thief carried a gun while another carried a knife. The man with the gun forced Qian to lead him to his bedroom, while the other two thieves caught a Chinese woman, Peizhi Tu, who emerged from the bathroom and took her to the bedroom as well. Qian did not clarify the relationship between him and Peizhi. Channel 7 believes she is his girlfriend, while Channel 3 reported that Peishi was his cousin. Woman co-conspirator The thieves ordered Qian and Peizhi to lie face down on the bed and tied their arms and legs with cable ties. They then demanded 10 million baht in exchange for their freedom, urging Qian to transfer the money in cryptocurrency. The thieves used Qian’s mobile phone to contact his Malaysian friend, pretending to be him. They asked the friend to transfer cryptocurrency to Qian’s account but the friend was suspicious as he knew Qian did not use cryptocurrency. However, the thieves managed to transfer 3 million baht from Qian’s bank account to their own and stole other belongings, including a laptop, a smartphone, and two computers. The security camera system was damaged, so no footage was captured. Qian seized an opportunity to escape while the thieves were occupied with his valuables and hid outside the house. While hiding, he saw the thieves leaving the scene with Peizhi. Confused, Qian began to suspect Peizhi of being involved in the theft. He stated that Peizhi had only been living with him for five to six months before the incident. The Chon Buri Immigration Bureau tried to find Peizhi but discovered that she had left Thailand via Suvarnabhumi International Airport at 1.30pm, yesterday July 17. Officers are now working to identify the three thieves and any others involved in the crime.
