The head of the Marine Police Division, Major General Pruetthipong Nutchanart, has been moved to the Central Investigation Bureau’s (CIB) operation center. This move follows an ongoing investigation into the disappearance of three seized boats carrying around 330,000 liters of diesel. These vessels had been berthed at Sattahip pier before vanishing on June 11th. The CIB Commissioner, Lieutenant General Jirabhop Bhuridej, ordered this temporary reassignment. Four other officials from the Sattahip Marine Police, including the superintendent, had already been relocated two days after the disappearance of the boats, named JP, Sea Hot and Dao Rung. The boats were loaded with 80,000, 150,000 and 100,000 liters of smuggled diesel respectively. Colonel Pornsak Laoruchiralai, from the Crime Suppression Division, has been temporarily designated to lead the Marine Police Division until the investigation concludes. The Marine Police launched a large-scale search for the missing vessels initially headed for Cambodia, but they surprisingly diverted to Malaysian waters. With the assistance of Malaysian officials, the boats were later found in Malaysia’s Exclusive Economic Zone and were towed back to Songkhla province's Marine Police pier. Sources from the Marine Police revealed that the diesel on the three recaptured boats had already been sold off prior to their recovery. The Energy Minister of Thailand, Pirapan Salirathavibhaga, has proposed an initiative to enhance the country's oil reserve security by increasing the strategic petroleum reserve (SPR). However, this plan is facing resistance from industry execs due to financing barriers. Pirapan wishes to increase the oil reserves of the country from a coverage of 50 days to 90 days of both crude and refined oil. The objective is to make sure the country has enough oil supply in case of interruptions from major providers. Most of the oil Thailand imported last year came from the Middle East. The new SPR plan, if given the go-ahead, would necessitate the total oil reserves to be augmented by 10 billion liters more than the current amounts, according to an anonymous representative from an oil refinery firm. But, the rep also highlighted the significant financial challenges this plan could pose. The fiscal 2025 budget, which starts on October 1, has already been majorly allocated to other projects, including a 10,000-baht digital money giveaway. This leaves restricted funds for boosting the SPR, according to the source, who also noted the complications with trying to source financing from operators in the oil industry. Many oil refineries have recently put a lot of money into improving their diesel quality to comply with Euro 5 environmental emission rules, effectively from January. A representative from the sugar cane crushing sector suggested that the government should focus on replacing fossil fuel-derived oil with ethanol. This can be done by blending sugar cane derivative (a raw material for ethanol) with gasoline to generate different gasohol mixtures. Public opinions are currently being sought on the oil plan through a hearing that will go on until July 12. The oil plan is expected to run from 2024 to 2037. Meanwhile, Pirapan has directed the Department of Energy Business to further look into the SPR plan. Though the International Energy Agency recommended Thailand increase its SPR in 2013, the idea was set aside after a crude oil surplus in 2014 due to a boom in shale oil production in the US. Thailand's creative sector needs a major reform to encourage both domestic and international growth, according to the country's soft power development subcommittee. The government recognizes this industry as key to boosting the economy and enhancing Thailand's global standing. A "5F" initiative, involving Thai food, films and videos, fashion and fabric design, martial arts, and traditional festivals has been pushed in recent years. This was aimed at improving cultural exports, strengthening the economy and creating jobs in the creative industry. However, these goals have been harder to reach than expected. Chalermchatri Yukol, chairman of the national soft power development subcommittee for TV and film, said the weak Asian and Thai economies have significantly affected Thai media content creation and exports. This has pressured TV companies, some of which have had to reduce operations or stop altogether. In May, over 100 employees lost their jobs when Voice TV Co Ltd stopped broadcasting. However, despite these challenges, the Thai film industry remains strong because of its growing global presence before the economic slowdown, Chalermchatri highlighted. He noted that distribution rights for Thai TV series have lower prices compared to other countries, also impacting revenue. Chalermchatri explained that Thai TV series broadcast rights are normally sold for around US$5,000-25,000 per episode; a fraction of what South Korean series earn. Phetthai Vongkumlao, a Thai film producer, director, and comedian, said state censorship is a hindrance to the industry even though the country has a lot of talent and experienced production houses. He believes more freedom of expression would lead to more diverse content reaching more people. The Culture Ministry revised rules under the Film and Video Act of 2008 intending to move censoring control from the government to the producers. This is supposed to minimize government control and push for self-regulation particularly in the film and gaming industries. Chalermchatri emphasized the need for more research and development, and innovation in the Thai film and TV industry. He encouraged stakeholders to understand market demand, spending power, and regulations in each country to grow in overseas markets. He also singled out China, India, South Korea, and Japan as leaders in cultural exports with Taiwan, Russia, Australia, and Indonesia being Thailand's main competitors. The government has previously started a soft power TV scheme that uses state-owned channels to air more content related to Thailand's soft power. More details about the scheme will be released on July 11. For Thailand to capture a global audience, Chalermchatri advised the government to support the private sector in promoting Thailand's soft and creative economy and show locally made films at international festivals. He also suggested creating professional negotiators to aid the global sale of Thai films and encourage worldwide participation in top-tier film or TV festivals. Chalermchatri expressed that for creative industries to boost Thailand's global status, a comprehensive approach between the education system, business sector, government, and individual creators is required. A Thai man was shot dead by two gunmen at a public park in Loei province, captured live on his own social media account. The incident occurred on the evening of July 7 and alerted Mueang Loei Police Station. Upon reaching the Kut Pong Public Park in Loei city center, the police found only a puddle of blood, the 38-year-old victim, Ronnachai "Ood" Sadanae had already been taken to a hospital. Regrettably, despite medical efforts, Ood succumbed to his gunshot injuries. According to a friend of the victim, Ood had invited him and another friend to his home for a gathering around 10 pm. Later around 11 pm, Ood asked them to accompany him to the park. He vaguely mentioned a threat to his life, which his friends took lightly thinking it was a joke. The friend, identified as 22-year-old Ta, found this act surprising as Ood who was suffering from gout had been confined at home for a month. Ood was livestreaming at the park and blatantly invited anyone who wished to harm him to meet him there. Two men approached him, likely interpreted as patrolling police officers by Ta. Things took a horrific turn when Ood dared them to kill him. The men pulled out guns, shot Ood, and fled the scene in a pickup truck. Ta, who only knew Ood for about five months, believes Ood was aware of the danger he was in. He noted Ood's insistence to visit the park despite the rain as a possible foreknowledge of his impending threat. Ood's younger brother, Up admitted his brother had a fiery temperament but was a kind person to his friends. It was also revealed that Ood had previously served prison time for undisclosed offences. The police investigation into the motive for Ood's murder and the identity of his assailants is currently ongoing. A Thai man went missing four days ago while trekking in Phu Soi Dao National Park in the northern province of Uttaradit. A search mission continues for 27 year old Thanwarit Mateema, who disappeared while walking up to the camping area on Phu Soi Dao Mountain. Thanwarit was the last person to register to stay at the national park office’s camping ground at 12.30pm on July 4. However, by 5.30pm, Thanwarit had not arrived at the camping area. Rangers conducted a search for him along the 6.5-kilometre trekking route until 11 pm but found no trace of him. The ranger team contacted Thanwarit’s older brother on July 5 and discovered that Thanwarit had a mental health condition requiring regular medication. Rangers resumed their search for Thanwarit at 8.30am on July 5 and located his backpack near the stream of Phu Soi Dao Waterfall. The backpack contained a laptop and other belongings that appeared to belong to Thanwarit. About 20 metres from the backpack, officers found black trainers believed to be Thanwarit’s. The rangers separated into five groups to search for the man. Unfortunately, no further traces were discovered. A local whom Thanwarit hired to carry his belongings to the camping ground told officers that he last saw Thanwarit at 3pm on the day he disappeared. A helicopter search operation began on July 7. The ranger team increased safety measures that day due to the steep terrain and rain. The search continued into the morning of July 8, but there has been no further development. The search for Thanwarit remains hopeful after the recent successful rescue of another missing Thai woman who disappeared for nearly a month in May. The 32 year old Nantiwa “Noon” Saejiw lost contact with her family after travelling to Switzerland with her American boyfriend on a Swedish passport. Fortunately, the Thai Embassy in Bern later confirmed in May that Noon and her boyfriend were safe. They reportedly left Switzerland during the search but Swiss police later successfully located them. There has been no report on the details of where officers found them and the reason for the lack of communication with their family. A gunshot-like sound is heard, followed by the man throwing a black bag in frustration before walking away. Social media posts from the Facebook page Social Hunter 2022 highlight the community’s desperate pleas for help, as the man continues to wreak havoc. A resident, identified only as Ya (a pseudonym), reported that the man’s erratic behaviour had escalated over the past week. “He likes to smash bottles and throw things at houses. This morning, he came to our house with a knife while the family was at work, leaving only two older women at home. They had to live in constant fear.” The man resides near Saphan Ruam 2 and frequently returns with a knife, making threats and causing disturbances, added Ya. “He was making noise all night long. It was not until 8am that authorities took him away. But even when he’s apprehended, no one knows where to take him because the hospitals won’t accept him. The community has been left in a state of distress, questioning what steps can be taken if hospitals refuse to admit individuals like this man. Who will take responsibility if hospitals won’t? The burden falls on the residents. When we went to the police station, there were no answers, just a promise to handle it. But we woke up to find him still around, Ya lamented. Efforts to resolve the situation have so far proven ineffective. Despite notifying the authorities five days ago, the man continues to roam the neighbourhood, perpetuating a cycle of fear and anxiety among the residents, reported Khaosod. A repeat offender found himself back behind bars just five minutes after he had been released from prison for theft in Chon Buri. The suspect stole money from numerous donation boxes. Initially from Udon Thani province, 21 year old Saharat Sananthai was apprehended by Banglamung police as he exited Min Buri Central Prison in Bangkok yesterday, July 8. Saharat had finished serving time for a previous theft conviction. Police allege he committed a series of thefts since May, masquerading as an official from a well-known charity foundation to access donation boxes at various locations in Chon Buri. Using fake documents, he reportedly deceived staff at hospitals, shopping malls, hotels, and airports to open the boxes and steal money. One notable incident involved Saharat stealing over 40,000 baht from a donation box at a local hospital. Overall, police estimate he stole approximately 100,000 baht from various locations. Prior to his recent arrest, Saharat had spent two months in prison in Bangkok on a separate theft charge. Banglamung police secured an arrest warrant from the Pattaya Provincial Court and waited for his release. Upon his short stint of newfound freedom, he was immediately arrested and taken to the Banglamung Police Station to face new charges. Police describe Saharat as a repeat offender with a history of theft dating back to the age of 15. He has been in and out of juvenile detention and prison, consistently for theft-related crimes. Saharat explained his return to crime was due to his inability to find employment following the death of his parents. He now faces charges of theft and document forgery, reported Pattaya News. Investigators from Sutthisan Police Station yesterday apprehended two men accused of a home robbery to steal soft drinks and lemons, which they then sold at low prices, claiming they were clearance items. The superintendent of Sutthisan Police Station, Police Colonel Porntep Chaloemkiat, directed an investigative team for the arrest of 27 year old Pawarut, and Thotsapon, also 27 years old. Police seized evidence including 22 packs of 330ml soft drinks, ten bottles, one sack of lemons, and four methamphetamine pills. Pawarut was apprehended at his residence, while Thotsapon was caught in a parking lot in the Bang Kapi area of Bangkok. Earlier in the morning, a victim had reported a home robbery at their residence in Ratchadaphisek. The thieves had broken in to steal 40 packs of soft drinks, a sack of lemons, and a box of tissue paper. The police investigation led them to identify Pawarut and Thotsapon, who were residing in Bang Kapi. Surveillance was conducted before moving in to arrest them. During interrogation, Pawarut confessed that he and Thotsapon had stolen the items and hired a delivery company’s vehicle to transport the stolen goods. They then used a pickup truck to peddle the stolen items to various shops, claiming they were clearance stock sold at reduced prices. They admitted to having done this two or three times before being caught by the police. Initially, the police charged both individuals with theft and drug use. Thotsapon also faced an additional charge of methamphetamine possession. They were handed over to the investigators at Sutthisan Police Station for further legal proceedings. The investigation revealed that the suspects had a pattern of committing these thefts and selling the goods quickly to avoid detection. The capture of Pawarut and Thotsapon was a result of meticulous police work and the cooperation of the community in providing timely information, reported KhaoSod. An ill-mannered eight year old schoolboy allegedly bullied his female teacher into quitting her position at a school in the southern province of Nakhon Si Thammarat. The Nakhon Si Thammarat Journalists V.3 Facebook page shared a video of the teacher, identified only as Gift, yesterday, July 4, with a caption that read… “The video shows a student physically assaulting his teacher. The teacher sought justice as this student put pressure on her, destroyed a chair in the classroom, threw multiple objects at her, insulted her with vulgarities, and ignored her orders.” In the video, the unruly schoolboy in a yellow shirt, later identified as Phet, is seen pushing a plastic chair at the teacher, raising his middle fingers at her, trying to grab her mobile phone, pulling her shirt, and throwing a broomstick and papers at her. The teacher’s friend, Berm, told Channel 8 that his friend, Gift, had already resigned from her position despite not having a new job to go to. Gift had been teaching at the school for a year but the issue began six months ago. The impudent child, Phet, bullied Gift in multiple ways both mentally and physically. The little rascal once sneaked a condom into Gift’s bag. Gift told Berm everything, but he could not contact her now after she resigned from the school. Phet and his family refused to be held accountable, telling Channel 8 that the boy had already apologised to the teacher. The family added they did not know why the videos were shared on social media when the issue was supposedly settled. Phet claimed that he behaved as shown in the video because the teacher was rude both to him and to other classmates. Phet said the teacher used vulgarities while teaching and insulted students’ parents. Channel 3 reported that a Facebook user, claiming to be Gift, commented under the video shared by the news Facebook page and asked the page to delete the video. Each news agency was also unable to contact Gift, so no story from her side was reported. Police questioned a Thai woman and her male friend after she was suspected of killing her former mother-in-law with a poisoned soft drink in the Isaan province of Udon Thani. The 54 year old woman, Sarinee, died on July 1 after drinking a green mixed fruit soft drink left outside her home in Udon Thani. Her husband and son found her lying with foam around her mouth at about 11.30pm on the day of the incident. Sarinee’s son, 37 year old Supachai, also drank the soft drink. Supachai felt unwell and vomited but he survived because he had only taken a sip of the beverage. Supachai told officers from the Nong Wua So Police Station that he suspected his ex-wife, 34 year old Monruedee, was responsible for the murder. Supachai disclosed that he and his ex-wife had argued many times because she did not work or help around the house. She would often disappear for days without informing him of her whereabouts. According to Supachai, his ex-wife and mother also argued frequently because his ex-wife was unemployed and did not contribute to the household. However, they would later forgive each other, and his ex-wife always maintained that she was not angry towards his mother. Supachai revealed that Sarinee and Monruedee had argued two weeks before the incident. Sarinee criticised Monruedee for being useless and almost kicked her in the face. Sarinee warned Monruedee not to repeat her behaviour or she would be attacked. Monruedee left the house after the argument and did not return. Channel 3 reported that police tested the remaining soft drink for toxic substances and found it contaminated with weedkiller. Further investigation showed that the drink was distributed from the Non Wai sub-district, Nong Wua So district, Udon Thani, which is near Monruedee’s house. However, as of now, there is no evidence confirming that she was the murderer. Monruedee and her male friend, Phitsanu, were summoned to the police station today, July 5, for questioning. Residents in the Krasang district of Buriram reported sightings of a perverted Thai man riding a motorcycle and engaging in indecent acts in front of their homes, primarily targeting elderly individuals. The unsettling incidents have left the community in fear. Upon investigation in Ban Saeng Nern village, residents were found discussing the recent occurrences. Many are urging police to apprehend the perpetrator, fearing potential harm if the situation escalates. A resident of the village, 64 year old Arree Saensila provided CCTV footage to local reporters. The footage revealed a man, approximately 30 to 40 years old, wearing shorts and exposing himself while attempting to masturbate. Arree recounted the incident, which took place on July 2, around 11.27am. While resting in a hammock in front of her house, she noticed the man, who was wearing a purple long-sleeved shirt, brown shorts, and a cloth hat covering his face, repeatedly circling her house on a red and black Honda motorcycle without visible license plates. The Buriram masturbating bandit eventually stopped in front of Aree’s residence, claiming that he was waiting for a friend when asked about his motives. However, Arree noticed him exposing himself and engaging in indecent behaviour while staring at her. Alarmed, Arree tried to remain calm and contemplated calling for help from her sister, who lived across the street. Before she could act, the man quickly fled the scene on his motorcycle. Arree expressed her fear, especially since she was alone during the incident. She expressed worries that the man might return to potentially target her once again. She shared the incident with her daughter, who downloaded the CCTV footage as evidence. The footage was also given to the village head for further action. The village head of Ban Saeng Nern, Suthep Kaewram, confirmed that similar indecent acts have occurred in several villages within the subdistrict. The perpetrator appears to specifically target elderly women who are home alone. These acts have been committed brazenly in broad daylight. The village head has coordinated with community leaders to raise awareness among residents in all villages within the area. Villagers are urged to report any suspicious individuals matching the described appearance. Local police have been notified and are reviewing CCTV footage to identify and apprehend the perpetrator, reported KhaoSod. Tourists flocked to Wang Nam Khiao’s first durian café in Nakhon Ratchasima, eager to sample 38 varieties of the fruit amidst cool, rainy weather. The Ploenchit Durian Garden, located in Ban Khlong Sai Village within Wang Nam Khiao district, saw a bustling atmosphere throughout the day. Visitors drove to the renowned garden, situated in the heart of the village, which is also known for being the best spot in Thailand to view wild gaurs. The main attraction was the newly opened durian café, designed to resemble a barn but with a modern twist that harmonises with the natural surroundings. Inside, patrons could purchase fresh durian, durian sticky rice, durian ice cream, and even durian-based beverages. Encircling the café is a durian orchard spanning 12 rai (19200 square metres), featuring 38 different varieties. Tourists had the opportunity to explore the orchard and taste the fruit directly from the trees. Fresh durian was available for purchase at prices ranging from 180 to 200 baht per kilogramme. The orchard’s owner, 63 year old Sathit Tritarak warmly welcomed visitors and introduced them to the various durian species cultivated there. The orchard boasts over 300 durian trees spread across its 12 rai. The community of Ban Khlong Sai also featured a marketplace at the village’s central square, offering seasonal fruits such as santol, stink beans, dragon fruit, and avocados. These products, crafted by local artisans, provided tourists with the chance to purchase fresh produce to enjoy or take home to their families, reported KhaoSod. Thai sugar maker pulls out of the Cambodian market competition File photo for reference only Thailand's third largest sugar supplier, Khon Kaen Sugar Industry Plc (KSL), has pulled out from its business in Cambodia due to unfavorable conditions. This is a significant blow to its expansion plans in the region. KSL President Chalush Chinthammit stated that continuous low global sugar prices, a weak Cambodian market, and low use of the Generalised System of Preferences (GSP) trade scheme led to this decision.
