Singapore and Thailand’s foreign ministers affirmed that enhanced civil service collaboration will deepen bilateral ties and contribute to regional development. Speaking at the 14th Civil Service Exchange Programme (CSEP), co-hosted by the Thai and Singaporean foreign affairs ministries, officials highlighted the importance of sharing knowledge and best practices among civil service officers from both nations. The ministers emphasised that such joint efforts would not only fortify their relationship but also bolster regional growth and the stability of the Association of Southeast Asian Nations (ASEAN). Singapore’s Foreign Affairs Minister Vivian Balakrishnan noted that the global landscape has become more fragmented. He referenced various geopolitical tensions, including the Russia-Ukraine war, the genocide in Gaza, escalating tensions in the Pacific and the South China Sea, and the emerging superpower rivalry between the United States and China, both vital partners to Singapore and Thailand. In addition to these geopolitical challenges, Balakrishnan mentioned that the world is experiencing domestic and political resistance to free trade and more liberal economic models. Despite these issues, Southeast Asia has seen significant economic advancements over the last six decades, with both nations’ GDP growth rates reflecting maturing economies. Balakrishnan argued that the old economic strategies and forms of cooperation are inadequate in addressing current global disruptions. He proposed that Thailand and Singapore collaborate to navigate global conflicts and support free trade, aiming to chart a unified course for ASEAN. “We need Singapore and Thailand to also make common cause in this new world that is emerging.” Thailand’s Foreign Affairs Minister, Maris Sangiampongsa highlighted that Singapore is a crucial trading partner and the second-largest investment partner for Thailand. Factory closures in Thailand have surged this year, with local electronics, steel, and plastics manufacturers bearing the brunt as demand declines and cheap imports inundate the domestic market, according to the Industry Ministry. The closures were evaluated based on the investment value of the affected factories. Electronic parts and printed circuit board factories topped the list with an investment value of 2.29 billion baht (US$62 million), said Industry Minister Pimphattra Wichaikul. Second on the list were steel and iron factories, with investments amounting to 1.45 billion baht (US$39 million), followed by plastic manufacturing facilities valued at 930 million baht (US$25 million). From January to May, 488 factories across various industrial sectors ceased operations, Pimphattra noted, citing data from the Department of Industrial Work. These closures represent a combined investment value of 14 billion baht (US$380 million). During this five-month period, 12,551 workers were laid off as companies struggled to remain competitive against foreign rivals offering lower-priced products. Some local manufacturers attempted to mitigate the issue by relocating production to neighbouring countries to leverage free-trade agreements, she added. The EAF Long Product Steel Producers Association previously indicated that several local steel manufacturers face potential closure this year due to competitive pressures from Chinese imports. The influx of Chinese steel has significantly impacted Thailand’s steel industry, reducing capacity utilisation to a mere 28% between January and February, the association reported. The Office of Industrial Economics revised its forecast for Thailand’s Manufacturing Production Index, predicting it will either remain flat or increase by 1% year-on-year in 2024. This is a downgrade from earlier growth projections of 2-3%, reported Bangkok Post. Despite the downturn in several sectors, the Industry Ministry highlighted that some entrepreneurs, particularly in the food, animal feed, and fertiliser industries, are forging ahead with new investments. Between January and May, these sectors saw the establishment of 848 new factories, with a total investment value of 149.8 billion baht (US$4 billion), said Pimphattra. “Local manufacturers cannot compete with rivals who sell products at lower prices. Some decided to solve the problem by relocating their production facilities to neighbouring countries to take advantage of free-trade agreements.” The outlook for Thailand’s manufacturing sector remains mixed, with some industries facing significant challenges while others continue to invest and expand. Among the winners in group 7 (non-governmental employees) was Lae Dilokwitthayarat, an economics lecturer at Chulalongkorn University. Notable winners in group 17 (NGOs) included Prapart Pintobtaen, director of the Chulalongkorn University Social Research Institute, and human rights activist Angkhana Neelaphaijit. Hasana Lekheem, the Chief of the Phuket branch of the National Statistics Office, said they wanted to show attendees how to use digital technology creatively and intelligently but also how to manage its risks. The attendees included local village chiefs, community leaders, committee members, and volunteers. In total, 218 participants from 96 villages and 58 communities across three districts attended. They received training in five key areas of digital usage: managing personal data, dealing with online threats, digital literacy, and how to communicate effectively through digital means. Adul stressed the huge impact of digital technology on everyday life. While it has many advantages, it also has disadvantages. He emphasized Phuket's commitment to use digital technology to bring about economic stability and social well being. He said, "Phuket is keen on improving its agricultural sector by endorsing safe, high-quality farm produce while supporting skilled farmers to produce goods tied to tourism. This is part of our strategy to bolster community-based tourism and the local economy, thus promoting sustainable development through local know-how and internet business." Adul also said that the goal was to make Phuket a hub for tourism, education, and innovation by promoting sustainable development through digital progress. This aligns with the national goals for a digital economy. The attendees recognized as digital volunteers by the Ministry of Digital Economy and Society, are expected to play a vital role in their communities, mainly to decrease hysteria from false news and reduce cybercrime. A couple from Thailand sadly drowned while fishing in a large reservoir in Nakhon Ratchasima. The wife was having trouble swimming, and her husband tried to save her, but sadly both perished. Locals notified the police from the Chaloem Phra Kiat station in Nakhon Ratchasima. The tragedy happened at the Bueng Pho Pruea Waeng reservoir, located in the Nong Ngu Lueam area. Rescue teams, including one from Hook 31 Korat, were immediately sent to help. On reaching the location, the rescue teams saw that the reservoir, which covers about 800 rai, is pivotal. It provides raw water for tap water processing meant for 10 villages in Nong Ngu Lueam. Additionally, locals use it for rice farming and fishing. Neighborhood residents who reported the accident had seen the couple fishing at the reservoir, something they often did for their household needs. They saw the wife having trouble swimming and her husband rushing to help her. Water depth varies in the reservoir, and as the husband tried to bring his wife back to shore with her on his back, they both tumbled into a deeper section and eventually disappeared under the water. Witnesses called for help from family members and other villagers without delay. However, given the reservoir's extensive size and unpredictable depth, no one took the chance to enter the water. They decided to contact the police and rescue teams instead. Professional units, including Hook 31 Korat's underwater rescue team, were called into action. The rescue operation started at 11.10am, and the teams used motorboats to reach the spot where the accident happened. An approximate location was pointed out by locals who were present during the incident, but initial attempts to find the couple were not successful due to the reservoir's vast size and confusion about the precise location. The search went on for nearly two hours until they found the bodies at 1.20pm. They identified the victims as 53-year-old Prakas and his wife, Manee. Their 20-year-old child, along with relatives and neighbors, waited anxiously on the reservoir's bank and were filled with sorrow. The police verified the identities of the victims, and alongside the rescue team, arranged for the victims' bodies to be taken to Chaloem Phra Kiat Hospital. Autopsies to determine what caused their deaths were carried out. The bodies were then turned over to the family for religious ceremonies. A fire broke out in a single-story house in Chai Nat yesterday. In response, firefighters rapidly arrived on the scene with ten fire trucks. It took them over an hour to put out the fire. The reports of the incident were first received by Police Lieutenant Colonel Sompong Nilsonti, Deputy Inspector of Mueang Chai Nat Police Station. Fire trucks from Chai Nat Municipality and the surrounding areas were immediately deployed to handle the spreading flames. The house that was burnt down belonged to Wanchai Phetphuang, a 56-year-old man. Unfortunately, the piles of waste material around his house acted as fuel for the fire, causing his entire house to be consumed by the flames within an hour. Despite the extensive damage to Wanchai's house, estimated to be more than 30,000 baht, the fire did not spread to the neighboring homes. The police are currently trying to figure out what sparked the fire. Wanchai lived on the property, which was previously a sand quarry office, with his wife and grandchild. The landowner had allowed them to stay there. A laborer by profession, Wanchai is originally from Den Yai, Hankha District, and has a tendency to hoard waste materials. Wanchai had left his house briefly to buy fruit for his hospitalized wife. During his 15-minute absence, he was called and informed about the fire. By the time Wanchai returned, the fire had ruined everything he owned. Although Wanchai had no idea how the fire started, he ruled out a gas cylinder explosion and an electrical short circuit as possible causes. He explained that he had used a gas cylinder earlier in the day for cooking but it was now empty, and he typically only leaves one light on when he's out, using a temporary electrical setup. Even though his son had ongoing problems at school, both academically and socially, he was determined to secure his education. While he was enrolled in a technical school close to home, his lack of regular attendance and inability to stay put led to his eventual withdrawal. His father reiterated his son's initiation into gaming and potential drug use after he stopped attending school. He would stay out late with friends and had severe coughing problems due to his smoking habits. While the father suspected a drug problem, he never found any evidence of it. The teenager's father believes his son's death could be linked to his lung complications and lack of rest, though the exact cause remains unknown. Despite these hardships, the team found a sense of camaraderie and satisfaction in their successful mission, even enjoying a meal together afterwards. The primary causes of these wildfires were often linked to foraging activities in the area. Some fires were accidentally started, while others were set deliberately. The challenging terrain required the firefighters to be highly skilled and well-prepared. Stock market experts are supporting a proposal by Thailand’s Ministry of Finance to create a new fund to increase investments in Thai shares. They expect this will lead to a rise in trade during the last quarter of this year. The Finance Minister, Pichai Chunhavajira, wants to set up the fund to improve the lackluster performance of the stock market. The planned fund is going to be similar to the past state-managed Vayupak Fund, which focused on Thai shares with solid fundamentals. The total combined value for two funds would be 500 billion baht ($13.6 billion), with 150 billion baht ($4 billion) marked for public investment. The Ministry plans to formalize the details by the end of third quarter of this year. On top of this, they also plan to revise the conditions for Thai environmental, social, and governance (ESG) funds. Veeravat Virochpoka, who is the research head at FSS International Investment Advisory Securities, said the proposed changes would involve increasing tax incentives from the current 100,000 baht ($2,700) to a maximum of 300,000 baht ($8,200). The holding period requirement could also be reduced from eight to five years. Veeravat further added that this Vayupak-style fund might stimulate demand in the stock market from the last quarter of this year onwards. He stated that an investment of 10 billion baht ($272 million) in the fund can potentially raise the Stock Exchange of Thailand (SET) index by 20 to 30 points. Asia Plus Securities (ASPS) noted that the revised Thai ESG fund could draw in 60 to 70 billion baht ($1.6 billion to 2 billion) of investments annually to the SET, primarily from institutional investors. ASPS’s researchers suggested that a revised Thai ESG fund would motivate institutional investors to allocate more resources toward their portfolios. They expect this to be noticeable during the mid-year window dressing, as reported by the Bangkok Post. A 1 to 2% increase in the SET is expected for every 10 billion baht in investment. The Thai government has approved the creation of a new committee that will facilitate the implementation of the Cloud First Policy. This policy is an ambitious initiative, revealed by a government insider, that seeks to digitize the entire country's administration using cloud technology. The Cloud First Policy's primary aim is to incorporate cloud infrastructure across all government sectors. This move is a major step towards Thailand's objective of becoming a regional hub for cloud services. The Digital Economy and Society Minister will be in charge of the committee responsible for implementing this policy. Permanent secretaries from key ministries including digital economy and society, interior, defense, finance, commerce, higher education, science, research and innovation will also be part of the team. Top officials from various notable agencies will also serve on the committee. These include leaders from the Digital Government Development Agency, the Digital Economy Promotion Agency, the Budget Bureau, the National Science and Technology Development Agency, the National Cyber Security Agency, the Office of the Personal Data Protection Commission, and the Thailand Board of Investment. The main responsibilities of the Cloud First Policy board will include supervising the execution of cloud usage policies, setting standards for cloud-based systems, and coordinating with relevant departments to handle cloud needs. In addition, the committee will prioritize the creation of reliable cloud ecosystems and oversee cloud-related procurement processes. These tasks will be carried out following the guidelines given by the Office of the National Digital Economy and Society Commission and in accordance with relevant laws.
