Thai cyber police dismantled a Chinese cross-border call centre scam gang based in Chiang Mai, involved in defrauding victims in China, arresting 13 suspects, including seven Chinese nationals and six from Myanmar. Today, June 28, officers from the Cyber Crime Investigation Bureau (CCIB) led by Worawat Watnakornbancha, along with senior officials, conducted a raid on a pool villa in Doi Saket district, Chiang Mai. The operation was based on a warrant issued by the Chiang Mai Provincial Court dated June 24. The raid resulted in the arrest of 13 people and the seizure of significant evidence, including 90 mobile phones with Chinese SIM cards, nine computers, and handwritten Chinese documents. Worawat explained that the investigation started when the Special Tools and Techniques Division of CCIB expanded their probe from the southern region of Thailand. They discovered the use of call centre equipment and identified a group of Chinese nationals operating as a call centre scam gang in Doi Saket. Surveillance revealed that the villa was exclusively occupied by Chinese nationals, equipped with high fences, and CCTV cameras, which remained brightly lit at night, indicating suspicious activities. The police gathered sufficient evidence and obtained a search warrant. Upon entering the villa, they found the suspects actively working inside. The seized items included one desktop computer, eight laptops, 94 mobile phones, and three sheets of Chinese language documents. Friendly fire A police officer involved in the investigation, Bancha Srisuk, detailed the modus operandi of the gang. The suspects operated in groups, targeting Chinese citizens by offering long-term savings insurance investments. Each member had three mobile phones and received lists of potential victims through the Telegram app. They contacted the listed individuals, posing as insurance agents, and claimed their policies were expiring, offering promotions for renewal at prices ranging from 800 to 2,000 yuan (approximately 4,000 to 10,000 baht). If a victim showed interest, the suspects would inform them that the payment would be automatically deducted from their accounts. For those not interested, they would be told that a representative would contact them for personal information to cancel the policy. The collected data would then be passed to another group within the gang, who would pose as website representatives and seek further details, including the victim’s name, phone number, and ID card number. This information would ultimately be used to siphon money from the victims’ accounts. The suspects face multiple charges, including participation in a transnational criminal organisation, impersonation, and computer-related fraud. They were taken into custody along with the seized evidence and handed over to the CCIB for further legal proceedings, reported KhaoSod. Thailand is preparing for a significant increase in tourists, with expectations of record visitor numbers from Malaysia, India, South Korea, and Russia in 2024. This is due to the strong support from the government and the country's positive global image. The Association of Thai Travel Agents (ATTA) predicts that arrivals from Malaysia will rise to 5 million this year, topping the previous record of 4.27 million in 2019. According to ATTA's President, Sisdivachr Cheewarattanaporn, the organization anticipates welcoming 2 million visitors each from India and South Korea. This is higher than their 2019 figures of 1.96 million and 1.88 million visitors respectively. Russian tourist numbers are also predicted to reach 1.8 million, surpassing the1.74 million that visited in 2023. However, Chinese tourists are expected to continue to be the largest group of visitors to Thailand. It's estimated that about 7 million will arrive this year. Cheewarattanaporn said he expects total foreign arrivals to exceed 35 million in 2024, which is close to the government's ambitious goal of 36.7 million. Whether the government target is met will depend on marketing campaigns in the later part of the year, including roadshow events targeting specific overseas markets. In the first six months of the year, Thailand welcomed 17 million foreign tourists, with 3.5 million of them being from China. To further increase tourist numbers, ATTA plans to collaborate with the Tourism Authority of Thailand (TAT) to organize roadshow events in major Chinese cities such as Zhengzhou, Changsha, and Xi’an in September. Additionally, Cheewarattanaporn expects a boost in tourism in Bangkok's Chinatown after its spotlight in a music video by K-pop star Lisa from BLACKPINK. Lisa, who has a massive global following, released a music video featuring the iconic neighborhood of Yaowarat in Bangkok. The video, titled "Rockstar," has already gained over 5 million views just three hours after its release on YouTube. The cyber police, led by Worawat Watnakornbancha, held a press conference yesterday at 10 am detailing the successful operation. The assets confiscated were valued at over 40 million baht. The police were investigating individuals involved in online gambling, including football betting. They had enough evidence to issue 13 arrest warrants for the first network, which included one manager, two financial officers, and ten employees. This network had more than 4,000 users and a monthly cash flow of over 80 million baht. Raids were conducted in six locations- three in Bangkok and three in Chiang Rai. From these places, items and assets worth over 20 million baht were seized. One manager and two financial officers were among the three arrested. The second network also provided enough evidence to issue 16 arrest warrants, leading to the arrest of two owners, two managers, two financial officers, and nine employees. This network had more than 8,000 members and a cash flow of over 10 million baht per month. Assets worth over 20 million baht were seized, and six people were arrested, including two managers, two financial officers, and two employees. An additional employee was taken into custody for further questioning. In total, ten people were arrested, including managers, financial officers, administrators, and mule account operators. They are accused of organizing online gambling without permission and plotting to launder money. Worawat emphasized that under Prime Minister Srettha Thavisin's policy and the instructions from the Royal Thai Police, the cyber police are focused on tackling all forms of technology-based crime. The Royal Thai Police has created a dedicated center to fight online gambling, especially during the European Championships. Police units across the country are working together, with significant arrests already made by the cyber police division. Worawat urged the public to enjoy football responsibly and not to gamble. Legal penalties apply to both gamblers and organizers. He pointed out that football gambling is not as serious as baccarat gambling, as the former is seasonal. Chaiyakorn Duangwong, a member of the famous 90s Thai rock band Fly, recently became a victim of online scam. A fraudster tricked him into sharing his one-time password (OTP), and then hacked his Facebook account before asking for money from his family and friends. The incident was reported at the Sai Noi Police Station in Nonthaburi by Chaiyakorn, his wife, Rakthapa Wiriyah, and advisor Atthiwat Sirikangwanwong. Chaiyakorn mentioned that his Facebook account, which he has used for over a decade for his entertainment bookings, was compromised after the scammer got his OTP code and intruded his account. The fraudster then messaged Chaiyakorn's contacts, including his daughter, wife, and friends. The scammer also misused Chaiyakorn’s name to falsely advertise selling iPhones. Upon discovering the hoax and being unable to access his Facebook account, Chaiyakorn reached out to Atthiwat for help who suggested reporting the issue to the police. Interestingly, it was his daughter who spotted the scam first due to the messages being sent from a different phone brand than Chaiyakorn’s. Recalling the incident, Chaiyakorn shared that he gave his mobile number to a Facebook friend who later asked for the OTP code. Unknowingly, Chaiyakorn shared the OTP code which led to the hacking of his account. A call from Prakachai Hithongkham, a prominent figure in the entertainment industry, alerted Chaiyakorn about the scammer requesting a loan of 6,100 baht using his name. This fraudulent activity also included the scammer offering loans with interest and directing victims to transfer money. Worried about the possible victims, Chaiyakorn reported the issue to the police. He urged everyone to be alert and stressed on the importance of not sharing OTP codes or personal information. He also advised on direct communication for validating money requests, as Facebook accounts are vulnerable to hacking and misuse. The Ministry of Transport in Thailand has stated that passengers using the Blue, Yellow and Pink electric train lines in Bangkok will be charged only up to a 20 baht fare by June 2025. This information was revealed by Transport Minister and Deputy Prime Minister Suriya Juangroongruangkit. Since October last year, this 20-baht maximum fare has already been applied to the Purple and Red Line trains. By June next year, this tariff will be extended to the Blue, Yellow (from Lat Phrao to Samrong), and Pink lines (from Khae Rai to Min Buri). The government, with the Mass Rapid Transit Authority of Thailand (MRTA), is discussing compensation plans to counter any possible losses for private train companies due to this change. An annual compensation of around 8 billion baht, funded by a new fund supported by the government budget, the Energy Conservation Promotion Fund, and MRTA revenues, could be provided. The Transport Ministry is also drafting a law for a joint-ticket system. This would let commuters use one ticket or card for the entire public transport system, as well as certain shops and services. As per Suriya, only train lines supervised by the MRTA are currently subject to the 20 baht fee cap. Other operators, like the Green Line managed by BTS Group Holdings, will be able to adopt this policy only once the joint-ticket law is in place, presumably by 2025. The 20-baht fare cap policy has increased the usage of the Red Line by 27.61%, equating to 6.21 million users, while the Purple Line use grew by 11.53%, reaching 14.29 million users in seven months. Even though it could cause a yearly revenue loss of around 300 million baht for these lines, the increased ridership shows a positive effect on public transport use in Bangkok. The Peace and Harmony Organisation along with the June 24 Democracy groups submitted their proposition jointly to Chaithawat Tulathon, leader of the Move Forward Party (MFP) and a member of the committee. Somyot Pruksakasemsuk, representing the two groups, vocalized worries that the committee might not fully understand the negative implications of enforcing such a law, which he described as indefensible. He believes the law contradicts democratic values and freedom of speech. Activist Kiattichai Tangpornphan pointed out that the lese majeste law, or Section 112, was a critical contributor to political discord, often misused to silence or discredit those with alternative views or ideologies. The number of lese majeste cases usually increases after crucial political events, such as military coups, indicating the law's misuse, he noted. “Once charged with a lese majeste offense, some suspects get bail while others do not, even though all suspects should have equal rights," said Kiattichai. Kiattichai highlighted that individuals charged often oppose the coup leaders rather than the monarchy. These individuals criticize coup leaders for using their allegiance to the monarchy to justify their authoritarian rule. He mentioned that the special House committee consists of members with varied viewpoints on whether to include lese majeste offenses in the amnesty bill. “They are still working to define the scope of the amnesty committee’s authority, to decide who should and who shouldn’t be given amnesty when the bill is passed," he said. Thailand's transport ministry has pledged to strengthen measures against overweight trucks and aims to eliminate corruption related to highway usage to enhance road safety. The transport minister ordered the Department of Highways (DoH) and Department of Rural Roads (DRR) to use newer technology to detect and punish those violating vehicle weight restrictions. Overweight trucks cause significant road damage and accidents. Therefore, Transport Minister Suriya Jungrungreangkit proposed the use of a 3D measurement system, in conjunction with existing weight-in-motion (WIM) technology and license plate recognition (LPR) cameras. The DoH set up WIM and LPR systems at 192 places and is currently expanding this into 16 more locations, with plans to cover an additional 752 areas. When all 960 locations are equipped with WIM and LPR technology, they will form a network for detecting overweight vehicles all over the nation. Efforts in reducing overweight trucks have yielded positive outcomes, with fewer drivers caught. From October 1, 2023, to June 19 this year, there were 2,107 cases recorded, which is a drop from 2,659 cases in the same period last year. Suriya emphasized the importance of eliminating corruption related to overweight trucks on highways. He said, "As long as I am the transport minister, there should be no highway bribery and the number of new overweight vehicle cases should decline." The DoH and DRR have identified ten provinces namely Ayutthaya, Nakhon Ratchasima, Khon Kaen, Chon Buri, Bangkok, Samut Prakan, Nakhon Sawan, Ubon Ratchathani, Saraburi, and Chachoengsao, where these rules are breached mainly. Apart from checking at highway weighing stations, the DoH and DRR increased random spot checks using mobile truck weighing equipment, aiming to catch culprits who might otherwise slip past fixed checkpoints. The minister's dedication to this issue shows a broader strategy to increase road safety and integrity. By using advanced technology and maintaining strict rules, the government aims to reduce the negative effects of overweight vehicles on Thailand's infrastructure and ensure safer travel for everyone. The Pride Nation Samui International Pride Festival will run in Koh Samui from June 24 to 29. The festival will include local and global artists, a lively Pride parade, and a music festival. The purpose of the event is to entice tourists worldwide to see the allure of Thailand's islands such as Koh Samui, and promote cultural exchange. Radklao revealed that the second occasion, the LOVE PRIDE ♡ PARADE 2024, is scheduled at the National Stadium in Bangkok on June 30 from 4pm to 6.30pm. The parade is expected to be Asia's longest, covering over six kilometers. The event is cooperatively run by over 100 public and private organizations. Starting from the National Stadium, the parade will move along Rama I Road, pass key districts, and finish at Benjasiri Park. This grand conclusion intends to present Thailand as a prominent location for Pride festivals under the Ignite Thailand vision. The Pride Month celebrations in June are dedicated to advocating equality. This year's final events on Koh Samui and in Bangkok are set to increase tourism significantly and prepare Thailand to host the Bangkok World Pride in 2030. Radklao emphasized the significance of these events, stating: "June is Pride Month, a period to applaud equality. The grand finale in 2024 will showcase two significant events in Koh Samui in Surat Thani Province and in Bangkok. The Bangkok event will be personally inaugurated by the prime minister. We encourage everyone to attend these grand festivities to prepare for hosting World Pride in 2030. "We anticipate Pride Month activities will generate at least 10 billion baht. Nakhon Ratchasima National Park officers apprehended a man deep within Khao Yai National Park for illicitly harvesting agarwood. The man, previously mauled by a bear, was caught with 5 kilogrammes of the valuable wood, worth approximately 80,000 baht, and tools used for extraction. Khao Yai National Park chief Chaiya Huaihongthong received a report from the conservation and wildfire control unit patrolling the deep forest area near Huai Nam Sap, Mueang district, Nakhon Nayok province. The man, identified as 50 year old Sakon, was found carrying equipment for cutting the wood, along with 5 kilogrammes of agarwood (a type of fragrant wood) valued at 80,000 baht. Among the seized items were a bow saw, a knife, an axe, two digging tools, and a headlamp. The suspect was detained and brought in for questioning, facing charges under the National Park Act of 2019 and the Forest Act of 1941. His actions violated several sections of both acts. Investigations revealed that Sakon had previously entered the park illegally late last year. During that incident, he ventured into the Khao Khiao area, known for being a habitat for sun bears, and was severely injured by a bear attack. At that time, no illegal items were found on him, and he was rescued and treated at Pak Chong Nana Hospital. Despite this near-fatal encounter, Sakon returned to the forest to harvest agarwood, leading to his recent arrest. Sakon admitted to the charges and was subsequently handed over to Nakhon Nayok Police Station officers for further legal proceedings. The recurring nature of his offences highlights a persistent issue within the park, where individuals continue to illegally exploit its natural resources, reported KhaoSod. Khao Yai National Park, Thailand’s first national park, is home to diverse flora and fauna and remains a target for illegal activities such as poaching and logging. Residents in Nakhon Ratchasima have achieved a significant milestone in their campaign to reclaim ancient castles after a local temple built a structure over a treasured historic site. Demolition notices issued by the Supreme Administrative Court. The dispute began when residents discovered that the monks at Wat Khok Prasat had constructed a Dharma practice hall over the ancient ruins of the Ban Lung Takhian Stone Castle. Villagers filed a complaint with the Fine Arts Department, which issued a demolition order on September 29 last year. The temple had built the structure without obtaining permission from the department’s director-general, leading to a legal battle. The Administrative Court initially issued a protective order to halt the demolition. However, the Supreme Administrative Court recently overturned this decision, allowing the demolition to proceed. The court concluded that the large structure could compromise the integrity of the ancient site, validating the Fine Arts Department’s directive. Recently, representatives of the Ban Lung Takhian community met with the Fine Arts Department’s legal team to discuss the implementation of the demolition order. The head monk of Wat Khok Prasat, Chaloei Arphatharo, had already sent a letter to the department, acknowledging the demolition order for the Dharma practice hall (building number 44) located in front of the stone castle. The temple agreed that the Fine Arts Department’s directive was lawful and expressed willingness to cooperate fully with the demolition. A tragic accident claimed the life of a 41 year old woman from Mueang District, Buriram, when she was struck by a delivery truck while transferring money at an ATM. The incident occurred at 10pm on Wednesday, June 26, on Phutthamonthon Sai 5 Road, in front of Seree Market, Sam Phran District, Nakhon Pathom. The delivery truck driver has been identified as 47 year old Krit. The body of the deceased woman, Thitirat, was brought to her hometown, Ban Khok Phet, for funeral rites today. Thitirat’s 68 year old mother Samphao recounted that her daughter had been working with her husband in Nakhon Pathom for over a decade. Thitirat called her mother two to three times a day and sent her between 1,000 to 2,000 baht every 15 days after payday. The most heartbreaking detail is that Thitirat died while trying to transfer money to her mother. Samphao is calling on the police to coordinate with the driver’s company to take responsibility or for any organisation to step in and provide assistance. Thitirat was the main breadwinner for her family. “I accept that it’s a difficult situation because the driver who caused the accident has passed away, but I hope that the company he worked for or any related agency will help us. My daughter was the pillar of our family.” Police will investigate the circumstances surrounding the accident, including the speed and condition of the delivery truck, to determine if there were any violations of traffic laws or safety standards, reported KhaoSod. A dramatic incident unfolded last night, June 27, when a white Toyota Commuter van caught fire on Suk Prayoon Road in Nong Tamlueng, Phan Thong District, Chon Buri. At approximately 11pm, local police from Phan Thong station, along with firefighters from Nong Tamlueng Municipality and Nong Kakha Subdistrict Administrative Organisation, received reports of the fire and promptly dispatched three fire trucks to the scene. Upon arrival, emergency responders found the van engulfed in flames. Firefighters worked swiftly, taking over 20 minutes to extinguish the blaze completely. Unfortunately, the fire had consumed the entire vehicle, leaving nothing but a charred metal frame. The van’s owner, 64 year old Sommat recounted the events leading up to the fire. He explained that while driving to run errands, he detected a burning smell and decided to pull over to the side of the road. He then called a mechanic to schedule an inspection and repair. Moments later, Sommat noticed flames emanating from the area where he had installed an additional lithium battery to power the vehicle’s air conditioning system. The fire intensified rapidly, making it impossible for him to extinguish it. The van owner emphasised that his van had not undergone any other modifications apart from the installation of the lithium battery for air conditioning purposes. He also mentioned that it was a personal vehicle used solely for his private activities. “I saw the flames starting from the lithium battery. It escalated so quickly that I couldn’t control it.” Police are carrying out a detailed investigation to determine the precise cause of the fire. Police have indicated that they will conduct further interviews with Sommat and involve forensic experts to thoroughly examine the remnants of the vehicle. This investigation aims to uncover any potential faults or issues with the lithium battery installation that might have led to the incident, reported KhaoSod.
