Thailand is facing moderate El Niño-Southern Oscillation (ENSO), which is expected to worsen in November and last until next January, according to Surasee Kidtimonton, secretary general of the National Water Resources Office. Although ENSO is currently weak, he said that it has already affected precipitation in Thailand, with total accumulated rainfall being about 14% less than normal. Total accumulated rainfall in the central region this year is 31% less than normal and the total amount of usable water until November is estimated at 24.3 billion cubic metres, about 11.4 billion cubic metres less than last year. BANGKOK (NNT) - At the recent High-Level Dialogue on Financing for Development during the 78th session of the United Nations General Assembly, attention was given to the role of global financial architecture in meeting Sustainable Development Goals (SDGs). Prime Minister and Finance Minister Srettha Thavisin called for reforms in international financial systems to facilitate more inclusive development funding. He underscored the importance of three core issues: the role of developing countries in international financial institutions, effective debt management, and risk mitigation concerning increased indebtedness. To generate actionable recommendations for development funding in Asia and the Pacific, the Thai government, in association with the Ministry of Foreign Affairs and UNESCAP, will host a seminar on October 2nd, 2023, titled "Sustainable Finance: Bridging the Gap in Asia and the Pacific." The event aims to improve regional development funding comprehensively. Thailand has also committed to financial sustainability by issuing Sustainability Bonds since 2020 and plans to introduce Sustainability-linked Bonds next year. An initiative known as ’Thailand Taxonomy’ is in development to align investment activities with global sustainability standards. Furthermore, the country supports the expansion of multi-sectoral development banks to bolster capital for various projects and address regional liquidity crises. The Prime Minister announced Thailand’s ambitious plans for environmental sustainability, including a roadmap to phase out coal usage by 2040 and a significant reduction in greenhouse gas emissions by 2025. These goals have been incorporated into the National Energy Plan, with a focus on transforming the transportation sector and ramping up domestic electric vehicle production. In an effort to mitigate climate-related vulnerabilities and improve the livelihoods of Thai farmers, Thailand is adopting sustainable agricultural practices. The nation has set a goal to expand green spaces, aiming to cover 55% of its total land area by 2037. The Prime Minister expressed gratitude for the support from the United Nations Secretary-General and reaffirmed Thailand’s resolve to reach these environmental and financial targets, closely aligning with the universal aim of net-zero greenhouse gas emissions by 2050. A Thai woman shared a video of a pervert masturbating and sexually harassing her on a public bus travelling from Bangkok to Nakhon Nayok province to denounce the deviant and warn others. The victim, 23 year old Boat, shared a video of being sexually harassed on the public bus on Facebook on Monday, September 18. In the video, the man sitting next to Boat is seen masturbating and touching his private parts. The degenerate used a bag to cover his penis from the bus driver and staff. Boat revealed in the caption that she did not scream for help or run away because she was afraid the depraved man was hiding a weapon in his bag and would hurt her. She was scared and shaking but tried her best to stop herself and record the pervert’s actions as evidence. Boat later told Channel 3 that the incident happened at around 10am on September 18. She took the Bangkok-Nakhon Nayok public bus and sat on a double seat, with the seat next to her empty. When the bus arrived at Ongkharak intersection in Nakhon Nayok, the suspect sat with her. A terrifying incident unfolded when a police officer from a special operations unit was brutally gunned down by a fellow officer at their operations base in Rangae district, Narathiwat, southern Thailand. The victim was on guard duty when his colleague unleashed a hail of bullets from an M16 rifle, instantly killing him. National Police Chief Police General Damrongsak Kittiprapas promptly ordered a comprehensive investigation into the event. Following the alert, a team of police officers, led by the local police chief, Police Colonel Apakorn Wirupak-arak, along with forensic experts, descended upon the base at Ban Lamu in Tambon Tanyong Limo. The preliminary investigation unveiled that 32 years old Police Sergeant Tacharin Kaewkong, after storming into the command building and opening fire at 32 years old Pol. Sgt. Wisit Kaewpi fled the scene, hiding the M16 rifle in a nearby rubber plantation. He later surfaced at a local tea shop. Residents of a house believe a distinctive two-tailed gecko they spotted clinging to a wall in Phayao province, Thailand is a lucky lottery omen. The homeowner, holding a belief in the superstition that geckos are harbingers of good luck, decided to take a chance with the lottery by using the house number. These particular geckos, remarkably plump and measuring approximately 10-12 centimetres in length, are an uncommon sight and have remained in the same spot since their discovery earlier today. The two-tailed gecko emerged from the walls of house number 51/1, located in the village of Honghin, Jun district, Phayao province. The peculiar creatures, each with two equally sized tails approximately 1 centimetre apart, have brown bodies and white tails. The homeowner reported that the gecko appears near the house wall every day without fleeing and seems quite comfortable, reported KhaoSod. The owner of the house, Wichuda, recounted that around 8pm, while she was watching television, she noticed the large, plump, and remarkably docile two-tailed gecko. They would cling to the wall of the house every day without fleeing, and they would scamper around the same area every day. Forging government documents, such as licence plates, can lead to a five-year prison sentence. The arrest was made today, under the command of Police Lieutenant Colonel Charoenkiat Pankaew, the Provincial Police Region, and several other officers of high rank. Narong Somsen, Deputy 4th Highway Police Substation, 6th Highway Police Station, along with police officers from the 4th Highway Police Substation, 6th Highway Police Station, set up a checkpoint at kilometre 352 on Highway 24, Thung Theing Sub-district, Det Udom District, Ubon Ratchathani Province, to arrest criminal offenders within their jurisdiction, reported KhaoSod. While at the checkpoint, a suspicious Chevrolet Colorado was spotted. The grey vehicle, heading from Kantharalak District, Sisaket Province to Det Udom District, Ubon Ratchathani Province, appeared to have been used for a long time, but it had a red plate attached. But most of the time it’s just reliably hot and tropical. The wettest time of the year is called the wet season, the green season, the rainy season or monsoon. It will rain during the wet season, sometime with torrential downpours. Other times it will just disrupt what you’re doing for a very short time. The locals will reach for their 20 baht 7-11 ponchos or an umbrella in their bag, and continue on with day. If it’s a heavier shower, they’ll duck under cover and wait for it to pass, checking in with their social media as the rain buckets down. Thailand, and Phuket’s, weather is driven by an annual monsoon cycle. It sweeps out of the Indian Ocean from the south west for half of the year. And for the other half, hotter, drier air get dragged down from the north east and the Asian continent. After nearly two years of delay, SPCG, a leading solar farm developer in Thailand, is set to start construction of solar farms within the Eastern Economic Corridor (EEC). SPCG anticipates generating a combined power capacity of 500 megawatts. The delay was due to the need to identify suitable areas for the project and awaiting the license approval from the new secretary-general of the EEC Office. SPCG has identified and procured 61 areas within the EEC, covering 3,000 rai of land at an approximate cost of 3 billion baht (US$82,988,000). The EEC, which includes parts of Chon Buri, Rayong and Chachoengsao provinces, is projected to become the nation’s high-tech industrial hub, housing 12 targeted S-curve industries. The solar farm initiative necessitates an initial investment of 12 billion baht for the first development phase, which will generate a capacity of 300MW. A subsequent 8 billion baht is planned to be invested for the second phase, adding a further 200MW capacity, reported Bangkok Post. Wandee Khunchornyakong, the CEO of SPCG, foresees an annual revenue of 1.5 billion baht once the first phase of solar farms becomes operational. The revenue is expected to surge to 2 billion baht annually post-completion of the second phase. In a separate development, SPCG has joined forces with Innopower Co, an energy developer operating under the state-run Electricity Generating Authority of Thailand, to review its 36 solar farms across Thailand. Former Thailand Prime Minister Thaksin Shinawatra is expected to be granted parole as early as the latter part of February next year, following a reduction of his original eight-year prison term to a single year. This update was provided by a high-ranking official from the Department of Corrections. The 74 year old former prime minister made his way back to Thailand last month, marking an end to 15 years of self-imposed exile. This period of exile followed his ousting from power back in 2006. While he was overseas, Thaksin was declared guilty, in his absence, on three counts relating to the abuse of power, conflict of interest, and malfeasance. Immediately upon his return to Thailand, Thaksin was admitted to a police hospital. He was suffering from high blood pressure and chest pains. He is presently receiving treatment in the same hospital. In a turn of events, His Majesty the King has seen it fit to reduce Thaksin’s original punishment from eight years to just one year. In a recent interview at the UN General Assembly in New York, Thailand’s new Prime Minister, Srettha Thavisin, indicated his willingness to involve the former Prime Minister, then fugitive, now inmate, Thaksin Shinawatra in the government once he is released from prison. The interview was with Bloomberg Television’s Haslinda Amin. “I believe he has value to add to the government and to the people of Thailand.” The new PM says he’s determined to revitalise Thailand’s economy, which has underperformed recently compared to its SE Asian neighbours following nearly a decade of military-dominated rule.
