The human rights body said that one police officer from Police Regional Office 4A was arrested after he "purportedly raped his three-year-old daughter." A police officer from Cabuyao also said he allegedly possessed illegal drugs. In another case, a non-commissioned police officer from Cavite turned himself over to the PNP in Silang, Cavite after a Tagaytay regional court issued a warrant of arrest against him based on a complaint filed by the victim’s guardian, according to the CHR. The index measures power based on its resources – such as economic and military capability, resilience, among others – and the influence it has over other states, non-state actors and international events. The United States retained its top spot with China trailing by a few score points, followed by Japan, India and Russia. While the Philippines maintained its rank from the 2021 edition of the index, its overall score declined by 0.4 points to 12.8 from 13.1 out of 100. This is far behind the US' score of 80.7, China's 72.5, and Japan's 37.2 score. A thief smashed a car window and stole 600 baht and some valuables from a Pattaya musician. The victim, Mr. Sakda Pengcham, notified the Pattaya Police of the incident at 1 AM today, February 7th. The 36-year-old musician said that his car parked in Soi Photisarn in Pattaya’s Naklua sub-district had been broken into, and his 600 baht cash and many important documents had been stolen. The car was parked near a restaurant where Mr. Sakda performed, but nobody saw the culprit. A brand new passport office for Thai people has been set up on the 4th floor of the Central Pattaya Shopping Center. Thai people in Pattaya can visit the office to get a passport to travel abroad from Monday to Friday between 9 AM to 5 PM, Mr. Ruj Thammongkol, director-general of the Department of Consular Affairs, said on Monday, February 6th. BANGKOK (NNT) - The Ministry of Digital Economy and Society expects an initial investment of more than 60 billion baht from the public and private sectors in developing 30 smart cities across the kingdom. Digital Economy and Society Minister Chaiwut Thanakamanusorn made the remarks after discussing preparations for developing Hua Hin into a Smart City with provincial officials and relevant agencies. The smart city transition is expected to improve the quality of life for local communities, as well as help the resort city handle increased numbers of domestic and foreign tourists. Smart Cities logos have so far been issued to 15 cities across 14 provinces in order to promote their capacities for attracting public and private investment. The success of these cities in developing into Smart Cities is projected to benefit some 16 million people. Prime Minister Gen Prayut Chan-o-cha said the cities receiving the logos have played a crucial role in advancing urban development and optimizing the use of resources. He added that these efforts help to improve people’s quality of life, while further noting that he expects work to be expanded so the smart cities ecosystem can reach other provinces and generate added value nationwide. According to the prime minister, connected development will bring about income and progress without leaving anyone behind. BANGKOK (NNT) - Authorities in Thailand are looking to expand the export of natural rubber gloves to China and India, following a ban on latex gloves in some U.S. states. The Ministry of Agriculture and Cooperatives (MOAC) has established a task force to address the ban on natural rubber gloves in some U.S. states, which would pose negative impacts against Thailand-based glove manufacturers. Rubber Authority of Thailand (RAOT) Governor Nakorn Tangavirapat said the State of Illinois has already banned the use of latex gloves among food service workers, effective 1 January this year, citing potential allergic reactions in some workers and customers. This regulation will also apply to workers in the healthcare sector from 1 January next year. The newly established task force by the MOAC will be working to promote the quality and safety of Thai-made natural rubber gloves, while promoting the export to alternative markets, particularly China and India where demands remain strong. Thailand exports around 738 million U.S. dollars worth of rubber gloves to the United States, in the form of general-purpose gloves and for medical use. Thai rubber gloves make up 23% of rubber gloves imported to the U.S., only after Malaysia. BANGKOK (NNT) - Deputy National Police Chief Pol Gen Surachate Hakparn has revealed that over 100 immigration police officers have been accused of issuing visas illegally to foreign visitors. According to Pol Gen Surachate, 110 officers have been charged with malfeasance in office and accepting bribes. The case is expected to be sent to the public prosecutors this week. The investigation, which is an extension of a previous probe into the conduct of a few immigration police officers, implicates immigration police officers and local administration officials. The officers were allegedly involved in issuing visas to businessman Chaiyanat Kornchayanant and other Chinese nationals who were connected to "grey" businesses in Thailand. Chaiyanat and several of his associates are currently in custody on multiple charges, including narcotics trafficking, money laundering and involvement in organized transnational crime. BANGKOK (NNT) - Members of Parliament have given their backing to a bill aimed at promoting media ethics and professional standards. The bill was proposed by the Cabinet in the first reading this week, and was deliberated by a joint sitting of MPs and senators. The bill calls for the establishment of a national council of media professionals for the self-regulation of media organizations in line with the law, international standards and professional ethics. If passed, it would allow employees of state-run media organizations to refuse to carry out instructions from superiors that violate media ethics without fear of punishment. Pheu Thai Party MP for Bangkok Jirayu Huangsap, however, expressed opposition against the bill, saying a number of legislative sections still needed to be revised, particularly those regarding penalties and the definition of the media. The Thai Broadcast Journalists Association (TBJA) also issued a statement opposing the bill, arguing that the cabinet tabled the bill to parliament urgently without hearing feedback from concerned parties, particularly members of the media. The association disagrees with the proposal to establish the council, saying it would restrict media freedom. Responding to Jirayu and the TBJA, Senator Kamnoon Sidhisamarn said the bill has been properly vetted by senior media members and the Council of State, which is the government’s legal advisory body. He also emphasized that the bill does not contain any content that would allow the government to control the media. Rescuers have successfully pulled a 19-month-old Myanmar girl from a 15-metre deep groundwater hole, where she had been trapped for over 17 hours. Cheers of joy erupted when the child, helped by rescuers, emerged from the hole, was put on a stretcher and rushed to Phop Phra District Hospital for assessment and treatment. Rescue team reached the girl at about 8am this morning (Tuesday), but they could not immediately pull her out because she appeared to have suffered leg injuries in the fall.
