Nguyen Van Giap, director of the Ba Ria-Vung Tau power company, said Thursday that two generators with a total capacity of 3,000 kW broke down late October and another one with a capacity of 800 kW suffered the same fate. The loss of three generators caused a 4 MW drop in power production on the island, affecting businesses and production. The extension pushes back the campaign’s initial deadline of September 30 this year to March 31 next year, allowing eligible community enterprises and local manufacturers more time to receive support. Deputy Government Spokesperson Rachada Dhnadirek revealed that no additional funding is being allocated to the campaign. She also reported that only 2.7 billion baht – or 75.76% – of the campaign’s 3.57 billion baht budget has been utilized as of September 10th. The campaign has been supporting 64,428 projects nationwide, equivalent to 94.26% of its overall target. This BCG campaign will now focus on ensuring concrete results through sustainable development, support and promotion. The campaign will also be involved in the development of a new platform to drive advanced scientific and technological developments for almost 7,500 local projects, with the goal of commercializing their products. Plans for a new industry leader in Thailand, with a market share of more than 50% of mobile subscribers, have been held up over competition concerns since they were announced in November of last year. According to Norway’s Telenor, the plan originally set a one-year deadline for carrying out a voluntary tender offer that would allow the US$8.6 billion merger to go ahead, but this condition was not met. The Norwegian group said it still believed in the benefits of a deal, and that it continued to actively support an amalgamation of DTAC and CP Group’s True. It also said, "Telenor and CP Group continue to target an equal ownership share of around 30% of the merged company." Telenor last month said it would seek clarifications from Thailand’s telecoms regulator over conditions imposed on the deal, including a price ceiling, price controls, cost structure verifications and other measures. When asked whether the deal was at risk, Telenor Chief Executive Sigve Brekke on October 26 told Reuters that his company was "engaging in a dialogue with the regulator to better understand the conditions and what they entail." Deputy Prime Minister Wissanu Krea-ngam recently chaired a meeting of the Narcotics Control Board. He said ahead of the meeting that he did not believe a review of the announcement by the Ministry of Health on regulating cannabis would be necessary. He also explained that the announcement was issued based on a law that had been in use for more than 20 years. The law prevents misuse of certain plants and Dr. Wissanu said it has been accurately applied in the case of cannabis. He added that cannabis is a regulated herb, noting that the health ministry announcement did not cover sales at schools because education ministry regulations already address this matter. Opposition chief whip Suthin Klangsaeng explained the Opposition’s reasoning for requesting that the court annul the health ministry announcement. He said re-introducing the narcotic label on cannabis will prevent its misuse during the interim period as Thailand awaits the master law for cannabis control. He also said it was unknown when this law would finally be approved by Parliament. Meanwhile, Bhumjaithai Party MPs expressed disapproval of the Opposition’s efforts to reclassify cannabis as a narcotic substance and said the move was politically motivated. Responding to an interpellation, raised by Supachai Jaisamut, a member of the Bhumjaithai Party, Anutin, who is also leader of the party, insisted that the Bill to decriminalise the plant and to treat cannabis as a controlled herb was not decided upon by the Public Health Ministry alone, but that it has been through the screening process using scientific evidence confirming its merits and demerits. He also said that the Bill does not belong to the Bhumjaithai Party, but was endorsed by the House Scrutiny Committee, which contains representation from government and opposition parties.
