Four people have died, two injured and more than 72,000 households affected by flooding in 30 provinces of Thailand since September 28th, according to the Department of Public Disaster Prevention and Mitigation. No details are available on how the four people died, but the department said that 13 provinces are still flooded. They are Phetchabun, Si Sa Ket, Ubon Ratchathani, Khon Kaen, Loei, Chaiyaphum, Maha Sarakham, Nakhon Ratchasima, Buri Ram, Lop Buri, Phichit, Nakhon Sawan and Prachin Buri. Photo by VnExpress/Tin Nguyen A construction worker in the southern Vinh Long Province died Wednesday after the scaffolding of a cultural center, on which he was standing, collapsed. The 18-year-old worker and other builders were working on the cultural, sport and broadcasting center for Binh Minh Town at around 10 a.m. As the scaffolding fell from seven meters above ground, hundreds of kilograms of construction materials fell on him. He was rushed to a hospital in Can Tho for treatment, but did not survive. In a report to the National Assembly (NA) on Tuesday, the government said the pilot period to apply the special mechanism for the southern metropolis should be extended until the end of next year instead of ending this year. In November 2017, Vietnam's economic hub HCMC was granted extra autonomous decision-making power to help it develop to its full potential as per Resolution 54 passed by the NA, the national legislative body. Employees of the HCMC forest protection department, along with practitioners at Phuoc Hai Pagoda, on Wednesday brought the turtles residing in a pond at the pagoda back on land. Each of them would be weighed and classified before being brought to the Cu Chi animal rescue center, before finally being released into the woods. The 62 turtles and tortoises belong to eight species, all rare and endangered, rangers said. The 11 elongated tortoises are classified as critically endangered according to the IUCN Red List. The man, identified as Mr. Praphot Sriwan, 30, was assisted by Mueang police and Chonburi rescue services after he sustained serious head injuries from a car accident on Wednesday, October 5th. His Toyota Vios sedan was found on a bypass road inbound to Bang Saen in the Ban Suan subdistrict of Mueang District, Chonburi. The windshield on the driver’s side was cracked, suggesting Mr. Praphot may have hit his head and lost consciousness. Additionally, to the rescue workers’ surprise, the victim was found mysteriously bottomless, with his pants on the car floor. Five men, including a former school director, are also being held in custody for allegedly buying sexual services through the 67-year-old alleged procurer. ATPD Commander Pol Maj-Gen Sarut Khwaengsopha said that the alleged procurer had about 30 girls, aged 13-15, under his supervision, some of whom are students attending the school where he used to teach. BANGKOK (NNT) - The Thai government has announced three special public holidays on 16-18 November this year in Bangkok, Nonthaburi, and Samut Prakan for the hosting of APEC Economic Leaders’ Week. These special holidays were approved yesterday at a Cabinet meeting, together with additional measures to address the high cost of living. These special public holidays are meant to reduce traffic congestion, facilitate commute, and ensure the safety of participating leaders, according to Government Spokesman Anucha Burapachaisri. State enterprises, private firms, and the Ministry of Labour can decide whether to adopt these special holidays, while the Bank of Thailand as well as other commercial banks will be open as usual. Government offices will need to consider whether closure during this period will affect public services. The Cabinet also approved additional measures to address the high cost of living, including 422.75 million baht funding for the Ministry of Commerce’s national sales campaign. Deputy Government Spokesperson Rachada Dhnadirek said this campaign will provide essential items to communities across the country at affordable prices through pop-up events. The Ministry of Commerce aims to source items such as pork, chicken meat, eggs, and farm products from associations, suppliers, and local farmers. It hopes to hold 274 events, with each one lasting at least 3 days. They said the gunman, identified as Pol Corporal Panya Kamlarb, shot himself dead in his home. The bodies of his wife and young son were found nearby. Panya, armed with a shotgun, a pistol and a knife, barged into the nursery located in the office of the Uthai Sawan Tambon Administration in Naklang district at around 12.50pm and opened fire, killing 23 people, most of them young children, according to Pol Maj Gen Paisal Luesomboon, deputy commander of Region 4 Police.
