Thai immigration sources said that the two journalists, Australian Anna Coren and Briton Daniel Hodge, are being deported because they held the wrong visas, tourist visas, to work in Thailand, adding that both had already been fined by the police in Na Klang district in the province. The sources said that the two reporters will not be blacklisted and they can return to work in Thailand, provided that they obtain the appropriate visas, which are the non-immigrant type, with which they can apply for work permits.   9. BANGKOK (NNT) - The international community has expressed its deep condolences to families who lost loved ones in yesterday’s (6 October) mass shooting in Nong Bua Lamphu. Foreign leaders also condemned the shooting which killed 38 people, most of whom were children. The international community expressed its support for Thailand as the country mourns the tragedy. Government leaders and foreign embassies have sent messages of condolences to Thailand in response to the mass shooting at a childcare facility in Nong Bua Lamphu. The messages acknowledged the tragedy will be difficult to bear for the families of the victims. Some condolence letters also recognized the incident as a “nightmare” for the Thai public. Foreign leaders and embassies also expressed solidarity with the people of Thailand. UN Secretary-General Antonio Guterres said he was profoundly saddened by the shooting. He expressed his condolences to the victims’ loved ones and the people of Thailand. A statement attributable to the spokesperson for the UN secretary-general said Mr. Guterres wishes a speedy recovery for those who were injured. The UN Children’s Fund, UNICEF, expressed its condolences to the families that lost loved ones and those who were injured. UNICEF said it “is saddened and shocked by the tragic shooting incident”, acknowledging that “dozens of people were reported killed, many of them young children”. The agency said, “UNICEF condemns all forms of violence against children. No child should be a target or witness of violence anywhere, anytime.” UNESCO, the UN Educational, Scientific and Cultural Organisation, issued its condolences to the families of the victims. The agency said in its tweet “Attacks on schools, students and educators, are attacks on rights to education”, adding that “No one should be a target.” The agency indicated that learning spaces should be safe places and students as well as educators should feel safe and protected when inside learning spaces. The Prime Minister on this occasion extended his deepest condolences and support for the victims’ families while pledging that the government will take the best care of them. Prime Minister’s Office deputy spokesperson Trisulee Trisaranakul revealed the criterion and consideration process for the protected person status has been established. The person requesting the status must not have Thai citizenship or permanent residence in Thailand. Alternatively, the person may be an individual who entered the kingdom and is unable or unwilling to return to his or her own state. A request might also be made by a stateless person who is unable or unwilling to return to the state where they have permanent residence. Reasons for not returning to the originating state include credible risks of being harmed upon return. The person requesting protected status must not belong to groups of individuals who are accommodated by specific Ministry of Interior protocols. The person must also not be a migrant worker from Myanmar, Laos, or Cambodia who is accommodated by specific mechanisms. To qualify for protection, there must be credible reasons to believe the person may be harmed upon returning to their original state. Said harms include physical attacks, threats to life or freedom, torture, enforced disappearance, or other severe human rights violations. The person must not have previously been deemed as not requiring international protection. In cases of stateless persons, the requestor must be unable or unwilling to return to the state wherein they have permanent residence. The person requesting protection also needs to have their history and police record checked. He or she must also possess a doctor’s certificate confirming the absence of forbidden diseases. The officials have ordered a review of weapons owners’ qualifications and a revocation of permits issued to disqualified gun owners. Interior Ministry Permanent Secretary Sutthipong Juljarern held a meeting with senior ministry officials to discuss the lessons learned from the Nong Bua Lamphu mass shooting. The officials agreed to review narcotics prevention efforts and re-examine individuals in risk groups, civil servants, and other state officials. More narcotic users will be brought in for rehabilitation. Community checkpoints will be intensified while provincial and district administrative organizations will give more support to anti-narcotic activities. Campaigning will also be jointly made with partner organizations to discourage people from associating with drugs. The meeting stressed a re-examination of gun owners’ qualifications. If qualifications are lacking, gun permits will be revoked immediately. Officials also agreed to consider increasing security at childcare centers run by local administrative bodies. This may take the form of posting guards at the centers and installation of CCTV cameras. Bangkok police deputy chief Nithithon Chintakanon said 90% of police officers need a permit to carry a gun for work. He said police commanders will now be asked to check whether their subordinates qualify for gun carriage. Meetings will also be held to determine whether discharged police officers will be allowed to continue owning their guns. Pol. Maj. Gen. Nithithon said the perpetrator of Thursday’s incident was screened normally when he was enrolled into the police force. He said the man’s duties related to narcotics and this may have caused him to use drugs. Metropolitan Police Bureau superintendents will now inspect their subordinates for narcotic use. If drug use is found, the officer in question will be fired and their behavior will be monitored to prevent a recurrence of this week’s tragedy. Using CCTV footage taken along the route of Lapid to his broadcast studio before he was shot and dashboard camera video from the broadcaster’s vehicle, police presented at a news conference an image of the alleged gunman. The supposed gunman was first seen in footage walking near the city hall of Las Piñas wearing a pink jacket. Another man, who police identified as the driver of the motorcycle that carried the gunman, was seen sitting on the sidewalk along the road before he stood up when Lapid’s vehicle passed by.
