I always fly.
But, I have 2 very experienced pilot friends who will never fly any of the intercountry airlines. They take the train.
They claim the Thai pilots are way undertrained and a major air disaster is just waiting to happen due to their incompetence.

I would just walk the street.
There are many places with prices advertised out front.
Also, Soi Lengkee which is just off Soi B.
And some of the smaller Soi's off Soi B.
Many places and that is all pretty central.
If you rent in Jomtien, you will be coming to central everyday I bet.
For a one month to have a good time, I would never recommend Jomtien.
Or Naklua.
Central is where you will have the most opportunities and you can walk everywhere.
I have had free before also, but would rather pay now.
I suggest you walk around central mall for a couple hours in the afternoons.
Go up and down the escalators, walk around.
There are so many girls there just browsing and making eye contact with a smile pretty unreal on some days. Or, start up a conversation with the many girls working in the shops.

Most of them want to go out. A bowl of noodles probably won't cut it.
They will see immediately you are a young guy with little money staying in a cheap hotel.
Why would an attractive girl in Pattaya go with you for free when she can get paid?
I actually think you would have better luck with this in Bangkok.
But, that city will cost you more.

I was back in the US for a few weeks recently.
Several things the OP say are true.
But, for me I am still sexually active and do not want to boom boom 65 year old smelly elephant ear looking private part old ladies. Or, the option of watching porn everyday.
Thailand=lots of sex with attractive young girls. More then enough reason for me to stay.
I guess when I get my nuts chopped off from Prostate cancer I may consider going back.
Oh, to add the golf here is much cheaper then my US city.

I have not seen one at those locations.
I believe the reference I gave you will keep them overnight if that helps.
Probably will have to wait until the mall opens though.
You may try a hotel and offer to pay for the storage. Low season you never know.
