It's quite obvious that this thief will never cease his one man crime spree, Obviously the threat of jail doesn't worry him. He is too old to learn a new profession and we are already top heavy with the profession that would best suit him, a Thai politician. The best that could be done in this situation is to monitor the guy. Give him a European passport then they can keep tracks on his criminal activities with their carefully thought out TM37, TM30 & BMW systems.
