A man who fled to Thailand to try and escape justice has been sentenced to eight years in jail. Michael Foster’s trial went ahead in his absence in September and a jury found him guilty with a unanimous verdict. He was yesterday (Monday, November 7th) sentenced, again in his absence, at Preston Crown Court. He was given eight years in prison and ordered to sign the sex offenders’ register for life. Foster, 35, formerly of Fishwick Parade, Preston, raped his victim in a Preston flat in July 2020. He was arrested and charged and was due to appear at Preston Crown Court in December last year, but he failed to turn up. Police enquiries suggest he has fled the country to Thailand and has not returned since. International efforts are underway to find Foster and to get him back to the UK. The victim, a woman in her 20s, described in an impact statement to the court how the attack had almost destroyed her life. She said the rape had set in motion a chain of events that would alter the course of her life taking her to the very depths of despair. She lost her friends, job, and self-esteem and gained nothing but the wish to end her life. She said it was little short of a miracle, that she was still alive. Det Con Sue Wilson, of Lancashire Police, said: “Michael Foster’s attack on this vulnerable woman has had an absolutely devastating effect on her life and it is a violation from which she has said she will never fully recover. To compound his crime Foster has failed to take any responsibility for his actions and has fled the country to try and evade justice. “The substantial custodial sentence imposed by the court today reflects the gravity of the offending and we will now do all we can to find Foster and ensure he is returned to the UK to serve his sentence.” Source: https://lancashire.police.uk/news/2022/november/man-sentenced-for-rape/ --2022-11-09

Police carry out month-long crime eradication drive ahead of APEC Economic Leaders’ Meeting by Namo Vananupong BANGKOK (NNT) - The 2022 APEC Economic Leaders’ Week is drawing near and host Thailand has made the appropriate preparations in all aspects. Of special attention is the provision of security for APEC leaders and APEC meeting attendees. In support of this cause and to foster confidence, the Royal Thai Police has been conducting a large-scale crime eradication drive. Royal Thai Police Commissioner Damrongsak Kittipraphat announced the result of crime eradication efforts from October 10 to November 8. The police drive was initiated to promote safety and confidence ahead of the APEC Economic Leaders’ Week next week. According to Pol. Gen. Damrongsak, the police processed 11,811 cases involving guns, for which there were 10,450 suspects. 36 war weapons were confiscated, along with 5,345 unregistered guns and 936 licensed guns. 37,045 rounds of ammunition were confiscated and 4,342 explosive items were seized. 41,809 drug cases were processed, for which there were 43,027 suspects and about 49 million seized meth pills. 9,465 persons were arrested in accordance with outstanding criminal case warrants. The police chief highlighted the arrests of sellers of BB guns modified to shoot real ammunition. The guns were sold online. About 100 guns and 13,000 rounds of ammunition were seized from these sellers. 11 explosive ordinances were also seized. The police commissioner asserted there is no imminent security threat in particular at the moment. Nonetheless, officials are not remaining idle and have been conducting searches at various spots to ensure security. Checkpoints were erected along the border and on routes leading into Bangkok. Security escort drills for convoys of APEC meeting attendees have also been held. Another drill will take place on the 10th with a full drill scheduled on November 12. An anti-terrorism exercise will take place at Queen Sirikit National Convention Center – the venue for the APEC Economic Leaders’ Meeting – on November 11. Deputy Prime Minister Gen. Prawit Wongsuwon will inspect the exercise in person. Cabinet withdraws draft ministerial regulation for foreign land ownership by Namo Vananupong BANGKOK (NNT) - Many parties have expressed their concerns in response to the October 25th Cabinet endorsement, in principle, of a draft foreign land ownership bill. To address said concerns, the interior ministry will be withdrawing the draft ministerial regulation in favor of conducting public hearings and gathering input from relevant parties. Government spokesman Anucha Burapachaisri revealed Cabinet meeting endorsed the interior ministry’s proposed withdrawal of an October 25th Cabinet resolution. The previous resolution endorsed a draft interior ministry regulation that would enable foreigners to own a maximum of 1 rai of land. The prior move was made in favor of stimulating the economy and investments by attracting foreign persons of high potential to Thailand. The proposal was for 40 million baht of investment to be made and held for 3 years in exchange for the right to purchase land. The government spokesman said the withdrawal was made in favor of thoroughly gathering public input and opinions of all relevant parties. Prime Minister Gen. Prayut Chan-o-cha said after today’s Cabinet meeting that issues causing disagreement will be discussed. He noted the draft ministerial regulation was, in fact, still in the opinions-gathering phase and was not about to be enforced. Interior Minister Gen. Anupong Paojinda said he requested the withdrawal due to the sensitive nature of the affair. He said the pros and cons for the economy and society needed to be prudently determined. by Namo Vananupong BANGKOK (NNT) - With Covid restrictions having been mostly lifted in many parts of the world, the number of passengers using airports in Thailand has noticeably increased. The Airports of Thailand Plc. (AOT) now expects Thailand’s top 6 airports to service 96 million passengers next year. To better accommodate travelers, the company is now making the ‘Sawasdee by AOT’ app available. AOT President Nitinai Sirismatthakarn expects the combined passenger handling figure at 6 airports to rise to 96 million next year. This would represent an expansion of 68%. The 6 airports include Suvarnabhumi, Don Mueang, Chiang Mai, Chiang Rai, Phuket, and Hat Yai airports. The AOT predicts there will be 142 million passengers in 2024 when air travel is expected to recover to pre-pandemic levels. To best serve tourists, the AOT has been bringing in digital technology to improve services. The AOT and partners have developed the ‘Sawasdee by AOT’ mobile application that it hopes will become a travel ‘super app’ in Thailand. Users are now able to check flight schedules, find the statuses of arrival and departure flights and get alerts for flight changes. Users can also get information on wait times at check-in counters, security checkpoints, and passport control points. This information will make it less likely for travelers to miss their flights. The app also comes with a taxi booking function. It is available in Thai, English, Chinese, Hindi, Japanese, Korean, Spanish, and Russian. The app integrates a digital wallet developed in collaboration with Krung Thai bank under the name ‘Sawasdee Pay’. This function enables a user to make payments from Visa and MasterCard debit and credit cards. Payments via the wallet will earn the user ‘AOT points’ when making purchases at partner stores. The points may then be exchanged for rewards with AOT partners. Sawasdee by AOT is available on the App Store and Play Store. The Digital Economy Promotion Agency has introduced a new system that aims to prevent these incidents, using sensors and AI technology to ensure no children are on school buses at the end of service. The Digital Economy Promotion Agency (DEPA) has introduced a new system for school buses and vans that helps schools and parents track the status of students onboard, providing an additional layer of safety protection against cases of children being left alone inside vehicles. Called Smart School Bus, the system features a GPS system to track the vehicle’s location, student tracking devices, and an artificial intelligence (AI) system to process and report information such as the vehicle speed, conditions, and the status of children onboard. Information provided by vehicles equipped with this system will be sent to parents via a companion app, and will be accessible by schools online. Parents will receive a notification once the vehicle is close to home, when their children get off the vehicle at school, and when their children reach home. The Smart School Bus system is also equipped with motion sensors, which work together with tracking devices to detect any children left inside a vehicle. Schools can make a direct call to such vehicle, allowing them to talk to the trapped children. The project, which has received sponsorship from the Ministry of Digital Economy and Society, will be piloted first in Bangkok, Chiang Mai, Khon Kaen, Phuket, Chonburi, Rayong, and Chachoengsao. There are so far some 3,000 school vans and buses equipped with the system across some 300 public schools, with a plan to install the system on some 500 vehicles operated by private schools. Speaking at the Amazing Thailand press conference held yesterday (7 November), H.E. Mr. Phiphat Ratchakitprakarn, Thailand’s Minister of Tourism and Sports, said, “After the pandemic, sustainable and inclusive growth have become the focus in Thailand’s tourism sector. So we promote and adopt the Thai government’s Bio-Circular-Green or BCG Economy Model to engage the community and use its strength to create value-added products and shape out experiences. This is to help reduce the impact on the environment and promotes responsible practices among all.” The WTM has long been an important stage that Thailand first launches new global marketing campaigns. For 2023, TAT will continue with the ‘Visit Thailand 2022-2023: Amazing New Chapters’ campaign to invite tourists from around the world to come discover both existing and new travel possibilities in Thailand, and in doing so to ‘write their own chapters’ which they can share with family and friends and also encourage them to visit. Mr. Chattan Kunjara Na Ayudhya, TAT Deputy Governor for Marketing Communications, said, “We wish to deliver fresh travel experiences through new segments like sustainable and responsible tourism, health and wellness and remote workers, while highlighting Thailand’s strength in nature, food and Thainess. We aim to create a meaningful travel experience that will not only be meaningful for travellers, but also for the local communities and the environment.” As the strategic leader in driving Thailand towards this goal, TAT is focusing on getting sustainable and responsible tourism to be embraced by all involved – from the travellers and the communities to the entrepreneurs and the suppliers. These have been done through various ongoing initiatives, including the Seven Greens Concept, and promotions of emerging destinations and weekday travel to decongest popular destinations and low-carbon destinations, such as Ko Mak in Trat, which has been recognised as Thailand’s first low-carbon destination. TAT is also working with the Thai Organic Consumer Association to drive sustainability in gastronomy tourism through organic tourism. WTM 2022 marks the first time ever TAT is using sustainability as the criteria when selecting sellers to participate in its B2B marketing events. TAT will be using this model with all future events to select sellers based on sustainability related projects, such as waste management, energy consumption management, or if they have received recognition relating to green or sustainable tourism. Thailand is also being promoted as a world-class wellness destination, with a wide range of health and wellbeing experiences on offer, from fitness and anti-aging programmes to holistic and traditional treatments by professional specialists, and spas, resorts and other facilities throughout the kingdom that are known worldwide and have global standard accreditation. The Thai government is also planning to promote Thailand’s beautiful Andaman coastline as the ‘Andaman Wellness Corridor’ – with Phuket already well established as a wellness destination, and the other Andaman coastal provinces like Krabi and Phang-nga planning to develop a public healthcare system, a medical community, a senior care centre and patient care centre. Phuket is bidding to host the Specialised Expo in 2028. Mr. Chattan said, “To boost the high season, TAT is launching the “Always Warm” winter campaign to drive sales and increase flights and seating capacity during the peak or winter season, as tourists are looking for a place to escape the cold. We want to invite travellers to Thailand, a place that is always warm. Thailand is well-known for its warm and sunny weather, and warm Thai hospitality.” Strategic marketing campaigns will be launched to bring more visitors from existing markets like the UK and Europe, as well as new markets like Saudi Arabia and large secondary cities in the USA through partnerships with airlines. As part of the campaign, the TAT London Office is carrying out joint marketing with partner tour operators and charter tour operators like Trailfinders and the Flight Centre, and also launching advertisements promoting the “Always Warm” campaign. In addition, the TAT Frankfurt Office is working with EVA Airlines to launch a new Munich-Taipei-Bangkok route in November, to help boost European arrivals. Thailand has now fully reopened to international tourism, and since 1 October, 2022, visitors are no longer required to show proof of vaccination or ATK test results. Mr. Pakphum Dejhassadin, a medical technologist who runs the popular Panda Lab Doctor page, said he saw a picture of this woman eating bats and then traced it to her video clip where she ate one of them with delight, dipping it in sauce and also enjoying the soup. He warned that bats are a source of germs and carry over 60 types of viruses and people should stop messing around with them and learn from the global Covid-19 pandemic. According to the COVID-19 Information Centre of the Public Relations Department, there were 2,759 cases hospitalized and 40 deaths between October 30th and November 5th. Since January 1st, there have been 2,471,772 infections which required treatment in hospitals and 11,297 fatalities. Meanwhile, Dr. Manoon Leechawengwongs, an expert in respiratory diseases at Vichaiyut Hospital, said Monday that they have been monitoring respiratory diseases resulting from COVID-19, influenza, respiratory syncytial virus (RSV) and human metapneumovirus (hMPV) and found that COVID-19 infections, identified using rapid antigen and RT-PCR tests, appeared to be on the rise in October.
