After today, September 30th, the emergency decree in place to control Covid-19, which came into effect in March of 2020, will be eliminated. Additionally, the Center for Covid-19 Situation Administration or CCSA that handled the rules and regulations during the Covid era and centralized all administration will be dissolved. Nearly all remaining Covid measures, such as random checks to see if someone is vaccinated or has covid on entering Thailand are dropped. Yes, masks are still being recommended and some venues and services based on the business may still require them but the mandate has been dropped for months and it’s mostly a personal decision now if someone wishes to wear a mask. The duties of the CCSA will be moved to the Ministry of Public Health which has also downgraded Covid-19 to a disease being monitored, similar to many regularly occuring sicknesses and diseases in Thailand. In a sign of changing times even some Thai media has stopped publishing daily Covid-19 statistics, English language media, including us, in Thailand mostly stopped months ago after continued negative feedback from readers. PHOTO: Thairath By Nop Meechukhun Nakhon Panom – An unidentified female body, aged between 25-30 years old, was found stuffed in luggage floating along the Mekong River and stuck near a line of patrol boats in the That Phanom District of Nakhon Phanom on Wednesday, September 28th. According to the initial examination, the body was 160 centimeters tall and reportedly brutally murdered before being stuffed in a black suitcase. She was reportedly wearing luxurious brand-named clothing, so the police estimated that she was somewhat wealthy. Her body was sent for autopsy to Khon Kaen’s forensic institute. By Tanakorn Panyadee Hotel clerks have told local Thai media that the American father of a 10-year-old Chinese-American girl who tried to trudge from Chonburi to Bangkok to see her mother, who is apparently in China, was strict but fair and never showed any signs of domestic or physical abuse. Pattaya Tourist Police went to check on the girl who was found walking alone on a dimly-lit road on September 28th by a Thai Good Samaritan. Tourist Police said they went to visit the girl and her family following numerous concerns from netizens asking for law enforcement to discover why the girl tried to leave her father. Pol. Lt. Col. Pitchaya Khewplueng, head of the Tourist Police at the Pattaya Police station, told The Pattaya News that he went to an undisclosed longstay hotel and apartment building in the Jomtien area in Pattaya to try to investigate deeper. He said: “The American father was not so cooperative, and the girl was at school. We tried talking with the hotel clerks, who notified us that the father and his daughter had stayed at the hotel for more than three years. The largest opposition party issued a statement to cast doubts over the righteousness of the Constitutional Court’s ruling with respect to relevant sections of the current constitution and Prayut’s eight years in power maximumly provided under the charter. The Constitutional Court has ruled that Prayut has not as yet completed his eight-year tenure and that his “premiership” began in 2017, the year in which the constitution was promulgated, and not in 2014, the year in which he rose to power by way of a coup which he himself had orchestrated as army chief earlier that year. The name “Annum” is the Vietnamese pronunciation and terminology meaning “to pacify the south” referring Vietnam. Violent Noru came ashore but rapidly weakened. Why did Noru die?, the answer is that ‘Annum’ once again proved to be a virtual shield for Thailand. Annum isn’t even in Thailand, but. It is the natural phenomenon that has protected Thailand many times. Every time there is a typhoon or major storm coming from the east, Annam stops the wind, despite the rain, the wind is much lighter. Annum is also a biodiversity hub. The rainforest to the key mountain forest in Indochina. This mountain range means a lot to Thailand and it will be even more important because of global warming, when extreme weather conditions intensify. Thai Prime Minister Prayuth Can Continue In Office, Court Rules By Editor Thailand’s Constitutional Court has ruled that Prime Minister Prayuth Chan-ocha can continue in office and that he had not surpassed his maximum eight-year term limit as premier. The court, in a 25-minute reading of the 6-3 verdict on Friday (30TH October), said Prayuth’s tenure as prime minister should be counted from 2017, when a new constitution was promulgated. The Office of the Election Commission of Thailand (EC) had already tentatively scheduled the day of the next general election for May 7th next year, but if re-elected after next general elections Prayuth could serve no more than two more years. The decision will be a boost for Prayuth, a staunch royalist whose premiership has been beset by attempts to unseat him, including four house censure motions, a conflict of interest case and major protests challenging his leadership and the monarchy. Prayuth, 68, had been suspended from office while the court deliberated the case. Prayuth’s critics had argued that his time in office should be calculated from 2014, when he took power as army commander in the aftermath of a coup that removed Thailand’s elected Pheu Thai party government. Supporters of Prayuth had maintained that his term in office should be calculated from at least 2017, or from when Prayuth took office after his election as a civilian prime minister in 2019. In a surprise move, Prayuth was suspended as Prime Minister in August by the Constitutional Court, which had accepted a petition from Thailand’s political opposition calling for it to rule on whether the premier had exhausted his time in office. Although suspended from his role as premier, Prayuth has remained in the cabinet as Thailand’s defence minister. Prayuth went to work at the Defence Ministry on Friday morning, according to reports, and was expected to return to his residence to hear the court’s ruling in the afternoon. Constitutional Court rules that PM Prayut’s 8-year term in office has not expired Thailand’s Constitutional Court has ruled by a majority that, in accordance with the 2017 Constitution, Prime Minister Prayut Chan-o-cha’s 8-year term in office did not expire on August 24th. The court reasoned that the prime minister’s term should be calculated from the promulgation of that Constitution on April 6th, 2017. The court took less than 30 minutes to read theirruling, which was broadcast live nationwide. As a result of this afternoon’s ruling, Prime Minister Prayut, who was suspended from active duty by the court on August 23rd, will resume his position immediately and will be back in the premiere’s office in Government House on Monday. Win or lose, Prayut is a proxy. Like Thaksin Shinawatra, Thanathorn Juangroongruangkit or Piyabutr Saengkannokkul, he just represents one side in the ideological showdown which began when Thailand ended the absolute monarchy nearly a century ago. When all of them are gone, new faces will take the centre stage. In many ways, Thai politics is like Jerusalem during its long chaotic, musical-chair period. In hindsight, Prayut always had the logical advantage in the tenure debate, as any law shall not retroactively affect people, or chaos can reign supreme. His opponents relied pretty much on unclear parts of the Constitution and perhaps what it “forgot” to say. But, having said that, the eight-year limit makes perfect sense because it is supposed to prevent anyone from getting too addicted to power and foster the democratic spirit of passing on the torch. In other words, those saying that Prayut had overstayed his welcome are sensible, too. The meeting also expressed support for country reopening, the BCG economy drive, and the hosting of APEC 2022. Deputy Prime Minister Gen. Prawit Wongsuwon chaired the meeting, which was also attended by Distat Hotrakit, Secretary-General to the Prime Minister. Senior officials from the Secretariat of the Prime Minister were also in attendance. This year, 14 top officials are retiring due to their civil service terms coming to an end. The meeting went over key work results of the Secretariat of the Prime Minister. During the 2022 fiscal year, the office contributed to preparations for country reopening and supported the work of the prime minister while adhering to New Normal practices. It also supported the government’s socio-economic development initiatives in various dimensions. The pursuit of the Bio-Circular-Green (BCG) economic model and the hosting of 2022 APEC meetings were among the prime agendas in the fiscal year 2022. Greenhouse gas reduction, improving the diversity and quality of tourist destinations, and facilitating convenience for tourists entering Thailand were also among the top agendas. The research center said that the damage of the first rice crop would happen from August to October and would cause rice prices to increase for the time being.
