Rakesh Saxena and the Thai banking scandal that triggered Asia’s financial crisis By Thai PBS World’s Business Desk Once known as a “financial wizard”, Indian-born Rakesh Saxena now faces decades in jail for a Thai banking scandal that triggered the 1997 Asian financial crisis. By Thai PBS World’s Business Desk Once known as a “financial wizard”, Indian-born Rakesh Saxena now faces decades in jail for a Thai banking scandal that triggered the 1997 Asian financial crisis. Following a legal battle that dragged on for 26 years, the Supreme Court on September 12 finally sentenced Saxena to 335 years in jail over three lawsuits stemming from the Bangkok Bank of Commerce (BBC) embezzlement scandal. Although the jail sentence of over three centuries was upheld, the 70-year-old will serve only 20 years behind bars, the maximum term under the Thai Penal Code. Working his way up the ladder From 1974 to 1985, Saxena worked as a foreign exchange dealer and money market broker in India, Singapore, Hong Kong, and London. He later moved to Thailand to work as a newspaper financial columnist and consultant to financial institutions. In 1989, while living in Bangkok, he met and befriended Krirkkiat Jalichandra, who had just been appointed as the BBC’s senior vice-president. In 1992, Saxena became a personal advisor to Krirkkiat, who had since been promoted to BBC president. The bank at that time was owned by the family of Krirkkiat’s mother. In his book “BBC Truth”, Krirkkiat wrote that his maternal grandfather, the late former prime minister MR Kukrit Pramoj, had told him: “You have to help with Granddad’s work at the bank.” Krirkkiat had earlier worked at the Bank of Thailand for over a decade. Natthaphon Sangpolsit BANGKOK (NNT) - Authorities have conducted an investigation into a chemical leak incident at a factory in Nakhon Pathom province to determine its impact on the environment. The Pollution Control Department (PCD) said no dangerous contaminants were detected in the air or soil around the incident site. The Pollution Control Department (PCD) has been inspecting areas around an Indorama Polyester Industries factory in Nakhon Pathom that suffered a chemical leak last week. The leaked chemicals were later identified as diphenyl oxide and biphenyl. In the aftermath, inspections by PCD officials found no trace of these chemicals in the air or soil within a 20-kilometer radius of the factory. More inspections will be performed to gauge the level of chemicals in water and sewer lines. PCD Director General Athapol Charoenshunsa said the leaked chemicals were in volumes so small that they are unlikely to have a significant environmental impact, adding that the chemicals themselves do not cause severe health complications like cancer. Thailand Reiterates Importance of Reforming Global Health Architecture by Natthaphon Sangpolsit NEW YORK (NNT) - Thailand has reiterated the importance of reforming the Global Health Architecture at the COVID-19 Global Action Plan (GAP) for Enhanced Partnership Ministerial Meeting in New York. Full story: https://aseannow.com/topic/1272887-thailand-reiterates-importance-of-reforming-global-health-architecture/ -
by Natthaphon Sangpolsit NEW YORK (NNT) - Thailand has reiterated the importance of reforming the Global Health Architecture at the COVID-19 Global Action Plan (GAP) for Enhanced Partnership Ministerial Meeting in New York. Deputy Prime Minister and Foreign Affairs Minister Don Pradmudwinai attended the COVID-19 Global Action Plan (GAP) for Enhanced Partnership Ministerial Meeting co-hosted by the US, Spain, Botswana and Bangladesh. The event brought together over 20 nations and international organizations that have worked as partners to enhance international coordination in ending the acute phase of the COVID pandemic and strengthen preparedness and response for future health threats. Through three key messages, the Foreign Affairs Minister shared thoughts on how Thailand has contributed to global collaboration to strengthen SDG3 in order to promote global health security and solidarity: (1) Thailand has worked to improve health equity through Universal Health Coverage (UHC) scheme to protect everyone’s health in a non-discriminatory manner and ensure equitable access to health services. (2) Thailand has utilized its resources to train and motivate relevant stakeholders to engage in the pandemic containment process, thus contributing to addressing the global shortfall of health workforce. The Deputy Prime Minister highlighted two main initiatives, the first of which is collaboration with neighboring countries through training new epidemiologists and migrant worker volunteers to help control the pandemic. The second initiative is the recent establishment of the ASEAN Center for Public Health Emergencies and Emerging Diseases (ACPHEED) as the center of excellence and regional hub to strengthen regional capabilities to prevent, prepare, detect and respond to emerging health emergencies. (3) Thailand reiterates its commitment to bolster supply chain resilience while continuing its efforts to get its sustainable development goals (SDGs) back on track. The foreign affairs minister underscored the development of stockpiles of health products, with an emphasis on sustainability through the use of renewable energy and waste recycling. This event provided an opportunity for Thailand to emphasize the importance of reforming the Global Health Architecture for more equity, inclusivity and coherence, specifically by finalizing a new treaty on pandemic prevention, preparedness and response under the World Health Organization (WHO). Article by Silada Rojratanakiat Everything appears to be calm on the Covid front in Thailand. Even though the virus is still spreading, the number of weekly cases has dropped below 10,000, and the number of deaths last week was less than 100. Furthermore, the Thai Public Health Ministry has already declared that Covid-19 will be downgraded from a dangerous communicable disease to "communicable under surveillance" beginning October 1. Centre for Covid-19 Situation Administration will likewise discontinue its function, and the country will lift a Covid-19 state of emergency that has been in effect for two and a half years. The urgency around Covid-19 had waned as fatalities and infections fell to lower levels. As a result, the news regarding a new and different booster did not get around. The new booster, approved by the US Food and Drug Administration in August, is a bivalent vaccine. It is designed to protect against both the circulating omicron subvariants and the original strain of the virus. The expectation is that by better matching the vaccine booster to the circulating strain, people will have longer-lasting protection. Those who receive the bivalent booster are expected to have greater levels of virus-fighting antibodies than those who receive the original booster. The antibodies produced can better bind to and neutralize not just the original and BA.1 viruses but also almost all the other known variants, including Alpha, Beta, Gamma, Delta, and Omicron BA.4 and BA.5. Thailand should receive the latest generation of vaccines next year. Meanwhile, pandemic-related news has faded into the background, and local vaccination efforts have quietly terminated. Expect little pomp and circumstance when the Omicron-specific vaccine finally arrives. Even now, the news of the bivalent booster is so downplayed that some Thais looking to get boosted are unaware of the new shot. What is the current standing with boosters in Thailand? Most vaccinated people never received a boost because they assumed they were immune enough from earlier doses or diseases. There are many who did not receive the last booster, and there are those who do not intend to receive the latest one. Most common complaint is Omicron has caused many breakthrough infections among the vaccinated; therefore, any booster would not be beneficial. Some vaccinated adults cannot afford to miss work or deal with another booster’s inconvenience or adverse effects. The bivalent booster dose is predicted to have the same adverse effects as the existing vaccines, including redness and swelling where the shot was provided, weariness, headache, and muscular pain on occasion. The general rate of current immunization has slowed. Around 77% of Thais are completely vaccinated with the first two doses, but just 46% have received any booster shot. No region in Thailand has a third dose vaccination rate of more than 50%. Most of the booster receivers are in Bangkok. Currently, the work of identifying and scheduling jabs has mainly been left to people. Many mass vaccination stations are now closed. Some initiatives that delivered immunizations directly to communities via vans or door-to-door nurses have been scaled back or discontinued entirely. Why get a new booster? Even if one is not afraid of developing a severe case of Covid-19, the risk of long covid must be considered. While healthy persons vaccinated and experienced an uncomplicated breakthrough infection are at considerably lower risk of severe disease even without a booster, they should avoid becoming ill or limit their risk of long Covid. The most excellent defense against long covid is to prevent contracting Covid because there is currently no specific cure for long Covid symptoms. Indeed, variants can cause breakthroughs, but vaccines still prevent significant illnesses and death even more so. Variants developed to avoid the initial layer of antibody protection created by previous shots or infections, even though protection against severe illness remained relatively high. The bivalent vaccine can significantly reduce evasion. Beyond the personal advantages, boosters can assist prevent disease transmission by lowering infections in the first place and so help protect the most vulnerable. Exposure to multiple forms of boosters strengthens and broadens the types of antibodies produced, including those that can operate against future strains. This bivalent character will give a superior response not just to today’s most dangerous variants but also to future variants since when the immune system encounters several types of the same virus, it creates broader defenses overall. The new boosters are expected to do even more in the future, such as providing more robust protection against future versions by better training antibodies and memory cells, two separate immune system components. What can Thai government do? Establishing trust, being honest and upfront, and making immunization simpler are all things the government can do. Everyone should be told about the benefits of boosters, and elderly and medically weaker persons should be cautioned of the ongoing dangers posed by Covid-19. The Omicron-specific booster should not be introduced slowly or quietly next year. When the time comes, Thai authorities should relaunch incentives and mass vaccination campaigns to urge the public to get a jab. The bivalent booster will be one of the final weapons in Thailand’s armory against Covid-19, as the country has dropped most restrictions for masking, quarantining, or distancing, as the smoldering pandemic has gone into the background for many. The new booster will put Thailand to the test after the panic about Covid has subsided. Opposition parties lose majority support since June although Paetongtarn Shinawatra still leads by Joseph O' Connor A National Institute of Development Administration (NIDA) opinion poll published on Sunday, September 25th still shows the daughter of former premier Thaksin Shinawatra as the most popular choice for prime minister after the next General Election. A National Institute of Development Administration (NIDA) opinion poll published on Sunday, September 25th still shows the daughter of former premier Thaksin Shinawatra as the most popular choice for prime minister after the next General Election. Paetongtarn Shinawatra (centre) maintained the support of 21.6% of respondents down from 25.28% in June with opposition parties off by over 12% since then also. However, the key coalition parties including the Bhumjaithai Party did not seem to have gained from this shift with the party of Deputy Prime Minister Anutin Charnvirakul (inset left) commanding only 2.3% support. by Joseph O' Connor In the last week, there have been several disturbing references by senior political figures on the government side to the possibility of further extra-constitutional outcomes or a coup d’état in the country particularly linked to the return of the Thaksin family to power in Thailand or the use of street protests by members of the public in response to Constitutional Court decisions with a verdict due on the fate of suspended Prime Minister Prayut Chan ocha on September 30th and also a decision on the legal basis for conducting the country’s next General Election as the court, last week, unanimously took up a case challenging the electoral laws controversially passed by parliament in August. The latest National Institute of Development Administration (NIDA) poll shows the opposition parties still on target to win the next General Election although, in the last three months, the combined vote of the leading parties has dropped substantially while support for the governing coalition parties has not improved with the Bhumjaithai Party of Deputy Prime Minister Anutin Charnvirakul significantly down to only 2.3% or less than a quarter of what the party polled in 2019. The polls still show the daughter of Thaksin Shinawatra, Paetongtarn Shinawatra as the public’s favourite choice for prime minister after the election which is due to be held between January 2023 and May 7th 2023 at the latest. The daughter of former Thai premier Thaksin Shinawatra remains the country’s first choice for prime minister after the next election which will take place on May 7th next or possibly up to four months earlier in January 2023 if the House of Representatives is dissolved later this year after the Asia-Pacific Economic Cooperation (APEC) Summit in Bangkok. By Thai Newsroom Reporters IT REMAINS TO BE SEEN whether colossal vote-wooing signs spotted along the road in some provinces ostensibly featuring caretaker Prime Minister-cum-Palang Pracharath party leader Prawit Wongsuwan will ever be removed at any time from now, commented Pheu Thai party leader Chonlanan Srikaew Saturday (Sept. 24). Under the laws pertaining to a general election for MPs, any roadside billboards set up by any parties with intent to contest the nationwide race to parliament need to be removed during a 180-day period ahead of March 24, the final date on which a four-year term for the current House of Representatives is scheduled to end unless the House is dissolved in the meantime, thus necessitating the election to be held in a 60-day time, according to the Election Commission. Chonlanan said those gigantic roadside signs featuring Prawit and his ruling party’s logo alongside the government’s economic and social measures for the impoverished people are evidently tantamount to an act of wooing votes from among those constituents in undue fashion, thus yet to be immediately and completely removed.
