You can get the Thai price if you present a Thai driver's licence. At the Sanctuary of Truth, the Thai people were charged the same as foreigners - 500 baht. I think expats and tourists are looking at this the wrong way around. The locals should get a discount when visiting tourist attractions, as they do in many international tourist locations.

I've been here for 20 years, and haven't noticed any difference at all... in fact, there have been people on here who have been whining about the decline of the Thai smile for the last 20 years I've been on this forum. Having said that, worrying about how much people are smiling at you is quite weird. I prefer no smile to fake smiles, and don't care too much if people smile or not.
