Is it LEGAL for the owner to take a deposit without a written agreement? And then keep his money like that?

Why didn't they have the right to go to the Capitol? It was a planned march, actually. They were permitted to march there. They did have that right.
It's amazing how people can have such disregard for lives of people supporting a different political party or with different social values.
It's also a phenomenon how the good middle-class people of Germany were capable of atrocities they never imagined.
