When a country is inovolved in a an armed conflict and has it within its power to cease the armed conflict but fails to do so, foreign assistance in all forms should cease until it complies with orders of the ICJ. The UN only acts on the will of its member nations and is completely democratic. All conflicts should be resolved by the ICJ.
