DWP requires proof that you are living in PI. Pension would not be "permanently updated" in any way from the Thailand level except that annual increases would then apply, but not backdated. If conning the DWP by those that DWP knows were living in Thailand and suddenly claim to be living in PI was that easy everyone would be doing it.
