I don't know if it's a crime in Thailand. It is a felony in the United States: 18 U.S.C. § 550 2(a). Section 2(b).
This is a country where Thai laws apply, not US laws.

Just did a search on Vorayuth Yoovidhya..at Interpool Red notice web site, guess what..NOTHING.Maybe someone else can find him...And what about giving "60 min"a call/e-mail,sure they can find him..my personal bet...Dubai..
So what if they find him? He's not wanted in, say, Dubai, or the UK, or anywhere apart from Thailand.

"he has been seen in London and at Formula One events around the world."
So why hasn't Interpol or the Police in those particular countries "detained" him?
Simple, he's not wanted in London or at any F1 events around the world.
Interpol doesn't detain anyone and their notices are only advisory to member police forces. It's up to those countries to decide if there are grounds to arrest him in that country where he has not committed any offences.

When does the Statute of Limitations run out in this case - after all it's nearly 9 years since the offence?
Ten years after he was charged, so it is valid until 2027.

Just checked the Interpol website
he's not on it
Just because it's not on their website doesn't mean that he's not subject to a notice.

Offer a reward for his whereabouts and he'll be located for transport home by Monday morning...
How would knowing his whereabouts mean he'd be on his way home? If he's not in Thailand what authority do you think that the RTP have in other countries where he has not committed any offences? None, is the answer.

He never been on the red notices i been looking many times over the 2-3 years https://www.interpol.int/en/How-we-work/Notices/View-Red-Notices
Just because you can't see it published on their website doesn't mean that notices haven't been issued as not all of them appear on the website and it's not necessary for them to be there. Member police forces do not just get Interpol advices from a website!

This red notice how red is it just a bit pinkish otherwise the Met would have banged up year's ago ????
Interpol Red Notices don't compel any member country's police force to arrest anyone, even the Met, they're advisory notices, that's all.

Red Bull ownership, 51% Chalerm Yoovidhya and 49% Dietrich Mateschitz, throw them both in the pokey for aiding and abetting a fugitive !!
Vorayuth is not connected with the ownership of Red Bull. He's a nephew and doesn't work for the company

Here's an idea: charge family with "aiding and abetting a fugitive".
Even if there was such an offence under Thai law, what would you base it on? Is it an offence to provide your family members with money, even if he is a fugitive? No, it isn't

That's not true now, non-EU residents can only open an account at a UK HSBC branch. This message appears when completing an application online as a Thailand resident and won't let you proceed any further...

I don't think you're talking about an HSBC Premier account? You would arrange that via your relationship manager.
Yes, I am, I just tried to apply online...

That's a result of over-cooking, thigh can stand longer cooking, breast can't.

Eligibility
Available in many countries but not all and other criteria applies, please see below
If you live in the EU (excluding the UK), we are unable to offer you an account.
The eligibility checker doesn't seem to have a problem with Thailand.
Yes, you're right, now found the International accounts bit.

As you say, UK residents only qualify.

HSBC personal Premier accounts can be opened around the world by anyone who is prepared to keep a minimum balance in one country (used to be usd 200k), or have a mortgage with one branch. I have accounts in 4 countries, was 5 but closed Malaysia. Seamless and chargeless banking and transfers between them. Unfortunately though they only have business banking in Thailand, not personal, but I use Krungsri here and HSBC around the world. Dollar transfers are often just 24 hours into Krungsri.

Even that lower amount is infinitely higher than the zero protection offered by Wise!

Held Currency Money Market and Fixed Term Deposit Contract accounts with them for 15 years. (Joint, with Thai wife). Two years ago also opened Lloyds Premier International Current Account, with debit card for us both. Thai address and contact details. Other than quite stringent identity checks, no problems.
There is a minimum deposit / income threshold, however.
I know, I had LBI and Singer & Friedlander accounts some years ago.
Currently, though, on Lloyds Intl website in the description of every account is a requirement is that new account holders need to be IOM residents. I'm not arguing about it, neither am I disputing that some people will have accounts that were opened in the past, I'm simply quoting what LBI says on it's own website.

If "back home" is the UK, a "driving without due care and attention" charge would be highly unlikely.
Why ??
You do realise that I'm referring to the pickup driver with the lights in her favour, not the driver of the truck careering through the red light, yes?

Not for new customers with addresses in Thailand, it doesn't!
Lloyds International in the Isle of Man will. I applied last week but the documents certification process is exceedingly tedious.
Must've been me then!
Which account did you apply for? All LBI's personal accounts now show on their website as requiring IOM or CI residency.

Your comment reeks of intellectual dishonesty! ... I did not state or imply that I had no concern for the well-being of others.
I didn't use the phrase "well-being of" either, your intellectual dishonesty just introduced it now! You did say that it was "no concern of mine" (yours)...reasonably interpreted as having no concern for them.
Car number plates with coconut trees, are they official ? and it seems that many cars do not have the official car plates, is it accepted by cops ?
