Not just in Pattaya (i live in Bkk, for 13 years now. It is day and night compared to 2012). The world and definitly Thailand has changed quite a bit in the past 10 years, COVID accelerated the whole movement. General prices have gone up - people/tourists coming in are definitly more broke - quality has gone down (reference to the old fugglies and younger ones who ask crazy prices, though the latter are increasingly skipping the aging bar-scene and moving online where they make waaay more dough..), and that is a bad mix. The "good fun" is kind of gone in more than one way. Times are changing and moving forward, it won't get back to what it was, nothing really does.

my oh my...This city/cesspool (Can add Patong too quite soon) is turning like a sort of Island of Doctor Moreau or The hills have eyes kind of place. with some inbred mutants crawling on the asphalt saying things like "AArg", "Urgg", "Arff" . -

I think smoking it in public (like walking down the street as you say etc...) is actually prohibited and so is cannabis containing more than 0.2% THC. But walk into any C.Shop and they would sell 20% thc or even more cannabis products (which i think is insane), without any legal consequences or police involvement etc...So not sure how prohibiting something that is already illegal would change anything in terms of legal supervision and prosecution. -

Well, Pattaya will probably change in a not so distant future i would say. It's done its time and it's getting worn out. And, as Bob once said, "the times they are changing". And they are. Well. with the current visa scheme, an increasing number of broke-a*s tourists are coming in and do not hesitate to steal in xyz ways to make ends meet (stealing or breaking into weed shops also, pretty common move now..) and by literally mugging other tourists in the street (a daily occurrence in places like Patong and Pattaya). The whole thing is just effed up really.
