I thought that cannabis never led to fighting?

Smoking cannabis is now unavoidable, as a visit to bar will regularly involve inhaling second hand cannabis smoke. When will the 20 year old law banning smoking in indoor locations be enforced? Carcinogenic second hand tobacco smoke was bad enough, now we have to contend with the stink of cannabis.

Perhaps enforcing the 2002 no smoking law would reduce the risk of fires?

What's the second best option?
