A shooting occurred in the Om Noi area of Krathum Baen District, Samut Sakhon at around 00.30 on October 24. A lone gunman followed and shot a motorcycle repairman while he was riding home on his motorbike. The incident took place at a three-way junction in Soi Phetkasem 97, near the Liap Khlong Om Noi Road. Local police, led by Pol. Col. Theeradej Athipakkul, Deputy Superintendent of Samut Sakhon Provincial Police, and other authorities quickly responded to the scene. The victim was identified as Mr. Chanchai Noicharoen, 43, a resident of Om Noi. He was found lying in a pool of blood, his helmet nearby, along with his black Honda motorbike. Police discovered three 9mm bullet casings on the ground, and an examination of the body revealed gunshot wounds to the head, left chest, and back. A woman who had been riding as a passenger on Mr. Chanchai’s motorcycle at the time of the shooting was unharmed. Police took her for questioning in hopes of gaining leads on the attacker. Witnesses reported seeing Mr. Chanchai’s motorbike being followed by another motorcycle just before the shooting. They initially paid little attention, as the area typically sees a lot of motorbike traffic. However, at the three-way junction, both bikes slowed down, and a brief conversation occurred between Mr. Chanchai and the shooter. Suddenly, the attacker, who had not covered his face, drew a gun and fired three shots, causing Mr. Chanchai to collapse. The female passenger jumped off the bike at the first shot but stayed close to witness the scene. Startled bystanders scattered after the shots rang out, and none saw the full sequence of events. After the assailant fled, locals called the police, but when rescue workers arrived, it was too late to save Mr. Chanchai’s life. The victim’s parents said their son worked as a motorcycle mechanic in the Phutthamonthon Sai 5 area and returned home late every night. Recently, he had been picking up his girlfriend after work. They expressed shock and confusion, as their son had never mentioned any conflicts or threats. Pol. Col. Theeradej ordered investigators to review CCTV footage to trace the gunman’s route and identify his escape. Witnesses and the female passenger are being questioned as part of the ongoing investigation. Mr. Chanchai’s body has been sent for further examination at Siriraj Hospital’s Forensic Institute. Police from Nong Prue Station, along with rescue workers from Sawang Boriboon Foundation, responded to reports of a newborn baby abandoned at house number 133/15, Moo 6, Nong Prue Subdistrict, Bang Lamung District, Chonburi Province. The homeowner, Mrs. Saifon Khuras, 51, said she heard the cries of a baby early morning on October 24. Upon checking, she discovered a newborn baby girl lying face down outside her house, without any clothes and up against the wall of the premises. Mrs. Saifon quickly brought the baby inside and informed the authorities. Her son also mentioned that he heard strange noises earlier at around 01:00, but he dismissed them, thinking they came from goats kept by nearby villagers. Police have arranged for the baby to be transferred to Bang Lamung Hospital for care and have contacted Chonburi Child Welfare for long-term assistance. Preliminary investigations indicate that the baby was abandoned and left on the roadside shortly after birth. Fortunately, she was discovered in time, preventing a potentially tragic outcome. A fatal collision occurred in the early hours of October 23 in Chanthaburi, when a motorcyclist driving against traffic was struck by an SUV, leading to the rider’s death and causing injuries to the SUV driver after the vehicle overturned. The incident took place on Raksak Chamuon Road, as the motorcyclist, identified as 30-year-old Suradet (surname withheld), was riding in the wrong direction. The SUV, a white Toyota Fortuner with Bangkok plates, lost control after the collision, flipped over the median, and came to rest on the opposite side of the road. The driver of the SUV, a man who sustained leg injuries, was trapped in the wreckage. Rescue workers used specialised equipment to free him and rushed him to Phra Pokklao Hospital. Suradet was found dead approximately 30 metres from the collision site, lying near a streetlight in the road’s median. His motorcycle, severely damaged and broken in half, was located in the left lane of the outbound road. Initial investigations by local police revealed that Suradet was riding his motorcycle against the flow of traffic after leaving a convenience store near Sirikarn Temple. He was likely attempting to make a U-turn when the speeding SUV, heading in the correct direction, collided with him. The impact threw both Suradet and his motorcycle in different directions, killing him instantly. Police are currently reviewing CCTV footage and dash-cam recordings from the area to determine the exact cause of the incident and gather more evidence to complete the investigation. Local authorities and rescue workers from the Sawang Katanyu Chanthaburi Foundation were alerted to the scene at 08:00. Upon arrival, they discovered the woman, identified as Ms. Walaiporn (surname withheld), lying unresponsive on the floor. In a high-profile operation, authorities arrested the head of the land survey division in Chonburi for allegedly demanding under-the-table payments from contractors. The arrest, carried out at the Chonburi Provincial Land Office, revealed a system of bribes where every housing project had to pay kickbacks ranging from 100,000 to 200,000 baht per house. At 15:15 on October 23, Mr. Phumvisal Kasemsuk, Secretary-General of the Public Sector Anti-Corruption Commission (PACC), led a joint operation with various government officials, including Pol. Lt. Col. Siripong Sritula, Deputy Secretary-General of PACC, Ms. Arpornnee Semrasut, Director of the Public Sector Corruption Suppression Division 1, and several high-ranking police officers. They apprehended the suspect under a warrant issued by the Region 2 Criminal Court for Corruption and Misconduct. The suspect faces four charges: 1. Demanding or accepting bribes or other benefits in exchange for performing or not performing official duties. 2. Abusing official power to cause damage to others or acting corruptly. 3. Misuse of official authority for personal gain. 4. Demanding illegal payments as a government official. The arrest followed a complaint from a housing developer in Mueang Chonburi District, who claimed the suspect demanded 50,000 baht for surveying and issuing land titles for 25 plots of land at a rate of 2,000 baht per plot. After receiving this tip-off, the PACC coordinated with the Anti-Corruption Police (ACPD) and the National Anti-Corruption Commission (NACC) to gather evidence, leading to the court-issued arrest warrant. During the arrest, the suspect allegedly defended the payments as “standard fees” applied to all land subdivisions. Officials are now expanding their investigation, seeking evidence of similar bribes from other developers. Several other developers have confirmed that it is common practice to pay bribes to officials for project approvals, significantly increasing the cost of homes by as much as 100,000 to 200,000 baht. These additional costs are often passed on to homebuyers. The PACC is now considering proactive measures to prevent such widespread corruption in the housing industry. Authorities will continue their investigation, with further charges possible as more evidence is uncovered. Picture courtesy of PACC -- 2024-10-23

The Sawang Boriboon Thammasathan Rescue Radio Centre in Pattaya received a report at approximately 01.15 October 23, of a car crash involving an overturned vehicle. The incident occurred on the Laem Bali Hai overpass in Pattaya, Chonburi Province. Authorities immediately dispatched rescue volunteers, special operations officers from Pattaya City, and local police to the scene. Upon arrival, officials found a severely damaged blue Honda Brio, license plate from Bangkok, overturned in the middle of the road. The driver, Ms. Phanthip, 29, was heavily intoxicated and sustained minor injuries, including abrasions on her body. When rescue workers asked her if she was hurt, Ms. Phanthip, looking them straight in the eyes, replied, “I’m heartbroken, as I’m confident I was good at driving.” Her unexpected response left the rescue team both embarrassed and amused as they proceeded to administer first aid. When questioned further, Ms. Phanthip, clearly disoriented due to her intoxication, admitted to drinking alcohol. Despite her condition, she insisted that she usually drove well and couldn’t understand how she ended up in the crash. Mr. Noppakhun Songcharoen, a special operations officer in the area, explained that earlier, authorities had noticed Ms. Phanthip stumbling while heavily intoxicated. Concerned for her safety, they offered to escort her in a golf cart and asked how she planned to get home. She informed them she would take public transport, so they felt reassured. Shortly after, however, they received a report of a car crash and were shocked to discover that Ms. Phanthip, who had promised to take public transport, was behind the wheel of the overturned vehicle. Authorities have taken Ms. Phanthip into custody to measure her blood alcohol level and proceed with legal action. Pictures from responders. -- 2024-10-23

The Thai Meteorological Department has issued an update on Typhoon “Trami,” , known locally as Kristine, which is currently intensifying in the Western Pacific Ocean. As of 04:00 on October 22, the storm has strengthened from a tropical depression into a tropical storm and is expected to impact weather conditions in parts of Thailand’s northeastern region between October 26 and 27. “Trami,” named after a flower in the rose family, is the 20th storm to be tracked by the Tokyo-based Regional Specialised Meteorological Center (RSMC). The storm is currently moving westward and is forecast to pass over the island of Luzon in the Philippines on October 24-25 before moving into the northern South China Sea. It is expected to approach southern China, Hainan Island, and the coast of Vietnam. While Typhoon “Trami” is still far from Thailand, the Meteorological Department warns that its trajectory could bring strong winds to the eastern part of Thailand’s northeastern region due to a cold air mass pushing southwards in front of the storm. Travelers planning to visit the Philippines are advised to monitor weather conditions closely during this period. Further updates will be provided by the department, as the situation develops, and the public is encouraged to stay informed about possible changes in weather forecasts. In a shocking incident, 12 skulls were stolen from a cemetery in Chonburi, where bodies of the unclaimed dead had been buried. The grisly discovery was made on October 22, around 18:30, when rescue workers from Sawanghet Thung Hiang reported the theft to Pol. Lt. Thawatchai Lapanthu, Deputy Investigator of Phanat Nikhom Police Station. Upon receiving the report, police officers and rescue teams arrived at the Sawanghet Thung Hiang Cemetery, located near Panat Nikhom, Nong Samed Road in Moo 4, Mon Nang Subdistrict, Panat Nikhom District, Chonburi Province, to investigate the scene. The cemetery, adjacent to a tapioca plantation, was found with 12 graves tampered with. Concrete covers had been pried open. After inspection, authorities discovered that skulls had been stolen from all 12 graves. Nearby grass showed clear signs of foot traffic, and fresh trails were visible. Mr. Prawet Sawaetsri, 39, a rescue worker in charge of the area, said a concerned citizen had earlier alerted him about a car spotted parked inside the cemetery. However, when he arrived, the car had already left. Upon further inspection, he noticed that the concrete slabs covering the graves had been opened. Mr. Prawet recounted, “I was shocked to see that the skulls had been stolen. The vegetation covering the graves had been recently disturbed, suggesting the crime took place not long before I arrived.” This was not the first such incident. On September 24, 2024, 15 skulls were stolen from the same cemetery, from graves close to the roadside. Including this recent theft, a total of 27 graves have been desecrated, and 27 skulls stolen. Authorities suspect the skulls may have been taken for use in occult rituals, though the exact motive remains unknown. One local resident, Ms. Sawitree, 40, expressed disbelief over the incident, saying, “It’s hard to imagine anyone desecrating the graves of the unclaimed dead. I hope the police find the culprits and bring them to justice.” Police have recorded the crime scene and are reviewing nearby CCTV footage to identify the perpetrators and proceed with legal action.
