Personally if you are just working in a city I would recommend using the driver apps. Works out cheaper and you don't have to worry about accidents. Cars are great in Thailand for holidays but really not needed for most types of work.
I haven't seen yearly rates, only monthly rates. In Chiang Mai and Udon Thani you can get some good deals. I'm sure if you signed up for 12 months they would give you the best rate.
It's not a normal conversation. At a table you say 5 to 20 words then the other person speaks. Someone typing up 400 words is just a rant. They are trying to act superior.
Cambodia seems best. Can hop over border. Philippines seems too much hassle with islands and flights.
Their are regular buses between Siem Reap and Koh Chang.
