If your CPU is compatible then your problems are likely coming from the previous Windows installation. You could try backing up your data and doing a clean install if you feel confident enough to have a go at it.
I formatted and reinstalled Windows 10 last week (been using since March/April) via a bootable USB 3.0 flash-drive. Was done and finished in under 10 minutes (don't expect a time like that if you're not using a SSD).
Another great thing about this version is you don't need any special tools to create a bootable drive. Just copy the ISO files directly and you're good to go.

Please keep in mind this thread is about latency / ping. Having good bandwidth is only one part of the whole and mostly irrelevant for online gaming.

I don't give a ... on these ISP provided tests.
And not better when you use them from another ISPs network.
What I can tell you, the following three addresses are garantueed to be in Singapore (Cyberghost VPN):
119.81.84.251, 119.81.84.252, 119.81.84.253
When I do a ping from my ToT connection in upcountry I get a mean value for roundtrip of 65 ms.
Nothing unusal.
I don't give a lot of credit to these speed test sites either. I used them simply because it is easy to demonstrate latency for the use of forum discussion. If I want to do a speedtest I use testmy.net but that was irrelevant in this case because their test does not show latency / ping values.
65 ms may not seem unusual to you but I can guarantee from years of experience, mostly to do with online gaming that it is 20-30 ms higher than was normal in the past. The easiest way for me to check latency is simply to browse game servers on the Steam platform

Just a quick question for those who already use one of those "Fiber2U" package: Do you now have a static (permanent) IP, or still a dynamic one (usually changing every 24 hours)?
Still dynamic. Static IP is available is you're willing to sell a kidney (ie: expensive).

It seems that everyone except Pib and Tywais are experiencing higher than normal pings to Singapore but ToT is ridiculously over. I used to consistently ping 140-160 ms on Australian servers (monitoring several times a day EVERY day) but now both of my ISPs are over 200 ms. Will do more testing when I get home from work today using "tracert" and router diagnostics. It's interesting to note that the jump in pings happened at my home and my workplace (10km away) which both use TRUE on exactly the same day, which was the same day my ToT went to poopytown. I'm in Nonthaburi if it makes any difference.

So far it seems to be the same from all ISPs. If I remember correctly, pings to Singapore using the TRUE speed test used to be as low as 30-40 ms.

I would remove Kodi.
Go to tvaddons.ag
Follow the instructions to install TVMC for Windows, which is a preconfigured Kodi. Follow the instructions and it will install addons for you.
Then do some reading.
Do some playing with it, and once you're up and running, you'll have a better idea of how to install Kodi and choose/install other addons of your choice.

Thanks robblok, that is interesting. I'm mainly interested in seeing the latency at this point and it seems that my adsl is the best of the 3 so far. I'll continue to see what happens in this thread before I call ToT regarding the issue because last time I contacted them about it they wanted to send a 'technician' around, even though there's obviously nothing wrong with my bandwidth.

Using the TRUE speed test http://speedtest.trueinternet.co.th/ to the Singapore server these are my results on ToT Fiber2U (20 down / 7 up).

Download Speed: 7966 kbps (995.8 KB/sec transfer rate)
Upload Speed: 1010 kbps (126.3 KB/sec transfer rate)

ToT was very good for pings/latency but now it's absolutely rubbish. Funny thing is that most things work pretty great ie: youtube, torrents, downloads etc. but online gaming is impossible now. Anyone else using ToT care to share their results from the TRUE speed test?

The internet here has taken a very bad turn in the last 3-4 weeks. Some say it's the single gateway in action but there hasn't really been any confirmation on that. Bandwidth is still good but latency is ridiculous, causing a lot of timeouts and websites not loading properly. This country is going ways I don't like and I feel a great deal has to do with the 'great leader' who seems to be doing everything he can to hold on to his position of power.

It would be fine as long as you don't have another Antivirus installed already, as you should only use one. Windows defender is also installed by default and is usually enough on its own but some prefer to use a third party option such as avg

You'll be surprised how much crap on your machine is.
Then go to your browser settings and check extensions.( On the upper right corner) You might have some Chinese guests.
Disable them. Good luck !!
If the OP already has a third party antivirus solution then they definitely should not install the free trial of Kaspersky, at least without uninstalling their current solution first.
Also it would be helpful OP if you could list your system specs here so we have a better idea what you're dealing with.

You could go for a mechanical keyboard but it will cost you a lot more. I only use mechanical switches now but that's just personal preference. You can buy many decent rubber dome keyboards for as little as 200 baht which will likely last at least a couple years. Switching to mechanical ups the price to a minimum of probably 2000 baht.

Three weeks already, no change on both of my connections. Bandwidth seems unaffected, only PINGS are the issue. Really annoyed.

There is definitely something going on and I'm still looking for answers. If I only had 1 connection then it wouldn't be so clear but the fact is I have 2 internet connections from 2 different ISPs and they both crapped out on the same day and both have not returned to normal since. Really frustrating that we can't get a straight answer as to why it's happening.

I've had Fiber2U for over a year now and have been fairly happy overall with it. It's certainly better than my TRUE adsl connection. As for the ipTV: it's absolutely terrible. I played around with it for about 5 minutes on installation day as it was a 'new toy' but quickly discovered it's next to useless and have not used it since.

Been trying to figure this out myself. My ToT and TRUE at home both took a dive on the same day. Same happened on the same day at my workplace which also uses TRUE and is about 10km from my home. Things have not returned to normal since that day, approx 2 weeks ago. Speeds within Thailand unsurprisingly are normal. All 3 of the connections I use have still worked fairly well with the exception of ping/latency. Today however internet at my workplace is barely functioning but that could be due to some muppet torrenting on the network. Will have to wait until I get home before I can investigate more.

Bought a HTC One M7 because it had slightly better specs than the iphone 5 and Galaxy S5 for less money. It's still going strong after 2 years but unfortunately the camera has crapped out and now all my photos come out purple. Next phone will depend on what's available at the time but I've been checking out offerings from Oppo and Huawei. They're not quite as good as the flagship models from apple and samsung but they're around half the price!

I have switched to TVMC http://www.tvaddons.ag/tvmc-windows/ as suggested by Chicog and so far it's been great. Lots of content and also has good subtitle features. I got my subs working well but haven't figured out how to add "opensubtitles.org" to the list so I can only find English and Chinese subs. Would love to get Thai subs working for my wife.
