The guy wasn't just holding a skateboard, he was using it as a weapon to keep the police at bay, I would call that, attempted assault, the police on the ground, treated it as attempted assault..... ????

But a tool to impose injury was, even the China man thought it was, the police thought it was.... What about the families watching it, thinking the worst, the bloke should be cuffed and dealt with. If, the implement/weapon did make contact, this would be a different type of thread....????
