Yes, I have a multi O from HCMC. I also found Savannakhet to be boring! The young staff running the counter at the embassy were very nice and efficient.

HCMC is another good option for a non o based on marriage. See the HCMC embassies website for their requirements.

Air Asia drop guests at a nice hotel on the river front, think it's called the Riverview or something similar. 

Savannakhet's is pretty boring I hope HCMC is a better option. Will try this option next month.

Take the Club Andaman boat it's 950 THB. I did it last week and it's safe at this time of the year! Taking the long tail during the monsoon can be interesting...

Hope this helps someone! The requirements maybe different at another office I applied for this visa on Monday at Phuket Immigration. As well as the standard docs required(see attachment).

You will also need,

1. Register your house address in the downstairs office of Phuket Imm

2. A Thai witness and a copy of their Thai ID and Tabian Baan both signed.

3. If you have kids you will also need pictures of your wife, yourself and the children inside/outside the house

4. Copy of the Tabian Baan showing your kids name and also their birth certificate
