    Sadly that will be your problem not theirs. With Immigration if you can't provide what they ask in the form they ask they do not process your extension. If that means you have to leave the country, maybe after many years here, that is not their problem.

    I get the impression that someone has bought the master franchise to operate all street business in that area. Very few Thais are operating street businesses in The Lower Sukhumvit Free Trade Zone.

I was asked by an African gentleman in the area if he should carry his passport and I replied yes, because unfortunately people from some African countries overstayed and so Africans were more likely to be asked for their passport. rather than call me a racist, he said, ah, OK thanks.

    My poor wording maybe, I was suggesting the only tax they would collect was the airport tax from people leaving Thailand in response. It can't be ruled out It may be enforced at extension time for other 1 year visa classes by requiring some form of proof of filing or payment. They would not assess your tax, just require proof from RD as they do now for 1 year work for work permit.
