so anyone who is due to do a 90 day border run, but can't, can extend for 60 days based on visiting thai spouse or child. Correct or not?

You can apply for a 60 day extension of any 90 day entry from a NON O visa based on visiting your Thai wife or child. This has nothing to do with COVID.

Why dont you just extend your current 90 day permission to stay by 60 days when or just before it expires. Any entry of a 90 day permission to stay can be extended by 60 DAYS

I currently have a non OA with no re-entry permit, and planned to let it expire and then apply for non O using tourist visa.
I was going to wait until OA has less than 30 days remaining, then do single day out/in border crossing and return visa exempt to buy time for non O application process.
I don't want to return to USA right now thru 4 international airports, etc. But if I can't cross land borders I'm out of luck.
Are you saying I could get a 60 day extension of my OA Permission to Stay which expires May 22?
If true that would allow me to wait until July 22 to do a border run or a return to USA after (hopefully) the virus scare has diminished.

A SE you can still apply for a 60 day extension when or just before your 90 day SE entry expires. The only issue i see with what you have suggested, is the availability of doing a border cross to enter with a VE as no one knows when certain borders will re-open. Currently also, ALL Nationalities are required to produce a health cert, and insurance covering COVID to be able to enter Thailand.
The second part of your post seems more viable

IMO if you have the option under your normal visa conditions to extend either by 60 days due to not being able to do a borders run, they do that, or extend for a year. Those options are available anyway regardless of the situation with COVID

A previous post regarding getting extensions in Phuket stated the embassy letter must specifically state that applicant must be unable to return to home country.
So even if you could obtain (and pay for) said appointment it seems unlikely that they would produce such a letter as long as flights to USA are available albeit with a possible 2 week free stay in a government hotel (read military base quarantine).
For folks with non O visas this is an unworkable restriction that will prove useless.
It's up to the IO to now simply grant 30 day extensions for ALL visas via an online site.
Surely if a NON O ME holder has a visa which is still valid, and they cant leave to a border to do a run to get another 90 days, then they simply extend by 60 days as per normal circumstances?

there would be no need to get a 30 day extension now if you can get a 60 day extension the day before your visa expires.
NON ED im not sure if its the same as NON O regarding extensions
Theres a difference too between your visa expiring, and your current permission to stay ending
Thats my take on it, maybe Ubon Joe or another admin may be able to clarify

you can get a 30 day extension of any 90 day entry, so get it before your visa expires,,,,after the 60 days expires, providing you have the financial requirements, you can then extend for a year based on marriage. The financials required however have to be ina Thai bank 2 or 3 months prior to the application

The way i see it, a NON O holder would only need a letter if they had exhausted all their extension options which they could get under normal circumstances, (60 day extension after any 90 day period to stay, or 1 year extension), and their visa had expired.

Anyone on a Multi Entry NON O can apply for a 60 day extension based on visiting their wife or child at the end of any 90 day entry. That's nothing to do with COVID-19.

Plenty of options for insurance as has already been posted on here. So back to my original question, where would i get the health certificate from?

Multi entry NON O's are only available at 2 places now as far as i am aware, everywhere else are only giving single entry 3 months.
