It makes perfect sense - they have you shut in a hotel room when your test is returned. They can choose to detain you and march you off to a quarantine hospitel at great expense even if you are asymptomatic and you picked up the virus during the previous 3 days. It is a tempting option to give you a "positive" result and screw you over....
