I will need to get a passport copy legalized soon, but it looks like you now need to make an online appointment to submit your documents. However, there are no available times for Khlong Toi, but there are many free times at Chaeng Wattana. Is it no longer possible to just turn up? I had this problem before. The bearing was gummed up. Hold the blade with a towel and grab the base. Turn anticlockwise and it should unscrew. Wash with hot water and see if it will turn. As i remember it was a plastic/rubber bush and i added a bad of silicone grease.
