That may be true, but I am not so sure. I thought that the school's budget was based on how many kids attend. If the headcount drops - so does the budget. Meaning less money available for corrupt officials to cream off the top. I hope that I am wrong but.....

Personally, I have found the Thai police/legal system to be fair and reasonable. I have been involved in a number of court cases and a few local incidents with the police. Bangkok (murder case), Bangkok (libel) Hua Hin (vehicle accident), Samui (thefts and my wife's estate was intestate after she died). All resolved fairly. No bribes were paid on my side in any of the cases. With the murder case, the corruption started after the hitman and the paymaster were gaoled.

I was always told that Phuket and Samui have different climates and different tourist seasons. Rain in Phuket - sun (and drought?) in Samui and vice versa.

It is a real pain that the world these days makes change for changes sake. There are a number of items that I have needed to replace but the shop does not sell them any more. When I first came to Thailand back in 2000, we had the same problem. The hotel put bottled water in the bathroom for use there. If you move to another hotel in Chaweng, you are likely to get the same problem. Most places on the major roads are government water supplied. You would have to move to the less populated areas eg Choengmon. The problem with your hotel may not be 'not paying' but rather that they are not a 'regular' customer. The water trucks cannot service everyone. Most of the more expensive 4 and 5r star hotels have a regular supplier of water trucks as they are not on government water.

We have a water shortage most years. No real rainfall last year, nor this year. People on the government water supply often have rationing. Places not on government water use wells or buy water from water trucks. Many hotels also buy their water from trucks.

Wifey died in her sleep, in bed next to me a few years back. I called emergency numbers but no one was really awake (04:00) and spoke little English.
