In this day and age where a single person whines about something and an hour later it's "news" around the world, Thailand can't seems to co-ordinate anything within it's various bureaucrasies.
One would think if the Minister in charge of Immigration makes a decision, it would be sent to every border crossing/airport/Immigration Office in the country within minutes so that they all are on the same page - of the same book.
One would think if the Minister in charge of the Department of Land Transport sets down rules about Driver Testing that within minutes every single DLT office around the country would have the new rules - and be expected to follow them.
If the Minister in charge of the Royal Thai Police (or the General or whoever controls them, if anyone) makes a new rule about how to conduct roadside safety checks, you'd think that every Police Station in the country would have those rules within minutes. And be expected to follow them.
But so often it seems that each Immigration checkpoint and each Police Station and each DLT office all work on their own set of rules that may, or may not, quite be the same as the "big boss" has said they should be.
You'd think of the Minister of Foreign Affairs set out new Visa rules and conditions, within minutes every Embassy and Consulate around the world would have the exact same information.
And be expected to update their websites accordingly.
(Canada went the way of having all Embassy/Consulate "websites" on one gov't site so they will all have the same (general) information and format and any substantive changes can be made once instead of once per individual site.)
But perhap's the various Thai Embassy's and Consulates are waiting for the inevitable changes and amendments that are sure to follow in the near future so they don't have to keep changing, editing, amending and re-changing, re-editing and re-amending their sites every 2-4 weeks.
Or - and this almost seems to be the most likely case - they simply haven't been sent the information through "official channels" yet. Seeing an article in a newspaper about some changes happening isn't "official notification".
Maybe someone simply forgot to send an email through "official channels" to pass on the information. Or missed a few addresses.
Or decided that it wasn't that important and just didn't bother sending any emails at all.Wishful thinking if ever there was. How are all these 'Top Men' supposed to find the time to do things properly when there are other more pressing factors to take care of; like playing Golf, taking one or more Concubines out for Lunch, figuring out when the next Overseas Trip paid for by the Tax Payer is coming up, how to get ones finger in the pie of the next Corrupt 'share out' etc etc....it's a busy life for these Guys !

You never know what kind of day, week or month they've had, which is just like people driving fast on the road trying to pass you. They could have a wife, girlfriend or ex that made their life miserable, at least for the time being. They could have brought this on themselves, treating their partners like crap and expecting them to be sex slaves. They could have treated their partners great, but picked crazy, narcissistic, liars ,cheaters or overly greedy ones, and their life here hasn't been a bed of roses. If they don't want to talk, I let them go on their way. If they do, we see if we can relate about shared interests. Walk a mile in their shoes or you never know.
Ah; so we all need to be Shrinks if we expect a return smile in a Supermarket !

Just walk around any Supermarket and see all the unhappy Farang faces. Don't expect them to smile back or acknowledge your existance; i just can't understand the attitude of many of them but hey, each to his own happy or miserable World eh !

New Power Plant 'approved'; now all that needs to be sorted is how much each Official is pocketing out of the Project before a sod is turned and once that's decided it will probably be at least another 5-10 years before the thing is working...if it works at all !

Seems to me that Americans are either in one camp or the other and no matter who leads that camp they will vote for them like sheeple if they are a good person or bad.
I am not American but i would not vote for Trump if i were as he is basically a Man that only cares about himself and every time i hear him say 'America First' i always think what he really means is 'Trump First' !

Seems to me that this is just another way for the Immigration Boss asking to bolster his staff numbers to cope with all the extra work.
Never mind about the overcrowded Immigration Offices wher we Expat 'Customers' have to wait sometimes for hours to get our Extensions etc sorted, they just don't give a Fig for those of us who support the Economy year in and year out !

According to my Thai Wife the majority of Thai's only use about half or less of the Language. She used to say even Yingluck couldn't speak Thai properly !

Thailands Bravest will 'Investigate' and this will end with a few Wai's, a 500 Baht Fine and another 500 for disturbing the Cops slumber !

Even without war in this part of the world, people are going crazy... Why can they think that everything they want, can arrive at them immediately... No logic, no education...
Your last two words lead to horrific problems here.

I have Thai people living around me with truck loads of 'Degree's' according to them but the majority of them and a lot of other Thai's i meet are actually well behind others in this part of The World.
General Knowledge...Zero, Common Sense....Zero, Accountability....Zero, Responsibility....Zero, very few seems to be aware of what's happening around them and just seem to live in their own Little World where they are Legends in their own minds !

How about getting neither and putting some money into the education sector?
You can put in as much money as you like but nothing will change other than certain people's wallets getting thicker !

Seatbelts ? We will never know but what i do know is that every Thai that gets into my Car has no intention of putting on a Seatbelt until i tell them that if they don't wear one they will not be travelling in my Car !

Perhaps this instruction from my agent will be of help.
Residential photographs of you and wife:-
- showing address
- kitchen
- bedroom
- dining room
Best of luck.
Bedroom is not a requirement in Chiang Mai; Garden will do !
Is a different adhesive other than cement required for larger floor and wall tiles
