    Life vests to be mandatory on boats

    In the wake of a recent fatal accident off Koh Samui, the Interior Ministry will issue new laws requiring passengers to wear life vests aboard boats and have their photo taken as a record before boarding vessels.

    “The Interior Ministry is going to regulate boat-safety practice,” Government Spokesman Jakrapob Penkair said yesterday.

    New regulations require that all passengers be issued life vests upon boarding vessels and that their photos be taken as a record in case of an accident during which passengers go missing, he explained.

    “Before boats leave piers, an official must check to ensure that the boats are not overloaded and that all passengers have their life vests on,” he said. Piers will also be required to maintain separate entry and exit lanes for embarking and disembarking passengers, he added.

    He said boat operators would be encouraged to form an association with a view to helping one another introduce better safety standards industry-wide.

    An overloaded passenger boat off Koh Samui capsized late last month, killing 15 people on board and injuring eight others. The high number of casualties was attributed to a complete lack of life vests aboard the commercial vessel. Both the boat’s operator and its driver are facing prosecution for manslaughter through negligence, he said.

    Jakrapob added that an insurance firm would pay Bt5,000 in funeral assistance and as much as Bt250,000 in compensation to the families of each passenger who died in the accident. Injured passengers in turn are set to receive a maximum of Bt15,000 as well as reimbursement for medical bills, not exceeding Bt100,000 a person.

    Tsunami victims will band together after the election to petition the government for assistance money promised to them but never paid, villagers said yesterday, complaining that the government has only helped big-business operators while ignoring regular citizens.

    Prathan Banpeung, from Ban Nam Khem village in Phang Nga’s Takua Pa district, said villagers had not yet received any government money, even though claim forms and related documents have been submitted.

    “We don’t know why the delay in payment. Villagers have not received money needed to buy tools with which to make a living,” said Prathan. Another Ban Nam Khem resident, Daeng Phatthalung, said villagers would form a group to lobby the relevant government agencies, because it has been almost a month since paperwork was submitted and still no assistance had been received. Only large businesses have received any mention of financial help during government meetings.

    “Villagers need help too, not just the large businesses that the government is trying hard to help,” Daeng said.

    But the villager said they would wait until the election was over, so as to avoid accusations of being politically motivated.

    Fisherman Pornthep Thongpenchan, from Phang Nga’s Thai Muang district, said that about 70 fishing families had not received sufficient assistance from the government. Half of their fishing boats were completely destroyed, and claims for compensation had been submitted.

    “We want to rebuild and repair the boats and tools to support our families.”

    So far, the Tambon Thap Lamu administration has given them Bt2,500 per boat, and local temples Bt1,000 per family. Also, the Nakhon Si Thammarat Industrial and Shipbuilding College has helped make repairs and cover expenses.

    Ip Kiedsang, a fisherman in Ranong’s Suk Samran sub-district, said he had received Bt66,000 but needed more to build a new boat to replace the old one. “A boat engine alone costs Bt30,000 to Bt40,000, excluding shipbuilding expenses, so with this money, I must choose between an engine and a boat. Either way, I still can’t go to sea.”

    Ranong fisheries official Sunthorn Anekmetheepreuksa said the Fisheries Department has set asideBt900 million to help fishermen. Additional funds for boat repairs will be considered on a case-by-case basis. He urged boat owners to tell his department what else was needed, although he believed only a few were affected.

    Ranong Governor Winai Mongkolthan said compensation would be paid to both licensed and unlicensed fishermen, divided into two groups: up to Bt30,000 would be paid for damaged boats and Bt66,000 for sunk or missing boats, on a case-by-case basis.

  3. yes indeed... ALL are involved now. I was especially happy to see Thaksin's son has the company awarded the advertising contract in the subways. It must be a very lucrative contract at that. I'm so glad he got it because I was beginning to worry that their family's net worth was dropping below their previous 1 trillion baht mark.

  4. a) i got a dtac prepaid card and since long time i use happy time (sign up fee= 50 baht, some other dtac cards 100baht) where i choosed the happy zone '9am to 3pm' (out of 4 time zones to choose from) and pay 2.50 baht a minute. in october to december 2004 i could have signed up a promotion for 100 baht to pay 1 baht a minute for that period, promotion ending dec. 31st.

    like you, I had initially bought happy dtac SIM...and just successfully converted it to their 1 baht/minute for 18 hours a day... and that's the 18 waking hours for most people. I imagine you can do the same just as well. As I have mentioned, I don't think this deal can be beat. No minutes to track and virtually no time limitations for that rate (when most people sleep). Orange is in second place, because of their limited coverage area, which excludes many areas around here and many other places in Thailand.

  5. 1-2-Call never sends me these kinds of kind sms! The only sms they send me at EVERY call or sms I make as from 55 Baht credit left, is: 'Sorry, your balance is getting low, you SHOULD refill your account soon'

    And as if we can't read, they even SAY it before each call!

    I HATE that voice by now!

    first i would like to thanks Mr. Sriracha John for condolences.

    now. 9:20 "thailand cult. center" station - lots of ppl are waiting for the train to bangkok's center ( Sukhumwit, Silom and so)-15mins-  but wierdly enough - almost empty trains are coming back to Bang Sue.

    At the station itself there were lots of stray dogs with strange smiles on the scouts/stouts/smouths (sorry for my english) - they looked like vultures ...

    Security staff increased two folds, no guys in brown though, everybody looking at each other with understanding face :" Are you the next ?"

    At each stop felt kinda nervous, but still peaceful.

    16:20 same direction.

    Less dogs, less security - more ppl to center of the city and again less (!) back. Looks like they couldn't get it back

    19:50 same station. lots of ppl from buses and just a bit from subway.

    didn't worth photo shoot, everything as it was.

    YEAH!!!.... you made it!

    Despicable!!!!  Insist on a total ban of all web camera sales!!!!

  12. Why didn't you do the honest and honorable thing when you "noticed it right away" ? What kind of person does it show you to be? You were okay with taking the money that wasn't yours and forcing the teller to repay her honest mistake from her crappy little salary- or maybe get fired, weren't you?

    Agree and that's certainly WHY they showed up at 10:30pm.... someone's employment was very likely on the line.

    The Mass Rapid Transit Authority of Thailand (MRTA) yesterday demanded a substantial amendment to the subway concession contract signed with private operator Bangkok Metro Plc (BMCL) in return for the latter to reopen the service.

    The state agency, which awarded the contract to BMCL to operate the subway service, would not allow the private firm to resume its operation unless it agreed to the contract amendment.

    The contract amendment would require BMCL to overhaul its system-operating plan and appoint MRTA representatives on its operation and maintenance committees as well as its safety committee.

    Second, both parties are required to hold joint meetings on public safety at least once a month.

    Third, MRTA officials must be appointed as co-chief controllers on train services, and Siemens, which supplied the train system, must provide additional training to MRTA and BMCL personnel at the latter firm’s expense.

    Fourth, BMCL must hire foreign experts on subway operations as consultants for an entire year one month after service is resumed.

    Fifth, BMCL must reorganise the management of its subway service to ensure maximum safety for the public.

    Sixth, all personnel operating the trains, the signalling system and train maintenance services will be required to pass technical tests to qualify for licences to be issued by the MRTA.

    I once paid a "private eye" to let me know if my Thai gf went home for Songkran a few years ago. He took the job and I had to send him 5,000 baht up front. He then told me he wouldn't actually be in BKK for Songkran.

    The "Investigation Report" basically said he had gone to her bar after Songkran and she told him she had gone home and "played water" with her family.

    What a load of f****ing bullshit. She actually told me herself that she had not been able to go home because she was short of money. Her boss had cut her wages because she had an eye problem and wasn't able to work for a couple of weeks. She told him she had gone home just to make conversation, she also told him she was 26 and actually she was 31. The silly <deleted> believed her, and put that in his report also

    So I was ripped off big time by this "private eye". He lives in BKK so his travelling expenses were no more than 100 baht to ask her questions. There was no actual verification carried out by him.

    I won't tell you his name because he's pretty well known, and perhaps needless to say, his main job is not a private eye. He still advertises his services.

    I think I used the same private eye as you *****.

    only it was to locate a bar girl who was rumored to be carrying my baby. I told the guy of several different bars she could be working in and the jack ass only went to one of them.

    i then complained to him about his shitty services and he never replied back.

    don't trust these one man shows, you definitely have to go with the professionals. people who know basic investigative and surveillance principals. say, the PI you used he doesn't happen to also operate an unrelated website does he?

    oh well. turned out the rumor was just that, a rumor but she was pregnant with some other dude. but i found out from a bar girl friend of mine, for free.

    it's probably easier to just make a network of friends you trust who are will to peek on your girl every now and then.

  15. SMS text messages are the way in which a telecom company could become involved in the mass distribution of warning information.

    Thaksin is just AIS though, so it would require rivals Orange and DTAC to kneel before him, and suckle on his proverbial teat.

    I would envision a "monthly program service".... where customers pay AIS an excessive fee for the privilege of being on the SMS Tsunami Alert List. Say, 100 baht extra per month... and when the next tsunami hits in 50 years, the 60,000 baht people have paid into it will have their payoff. And in the meantime, AIS will have had accumulated an extra 900 BILLION baht for their vault from their 15 million customers.

    Great idea.

  17. The 1-2-Call pre-paid phone service offered by Advanced Info Service Plc (AIS) will today introduce heavily discounted tariffs.

    1-2-Call would charge Bt4 per minute as usual in the first minute, but the rate would drop to Bt3 per minute in the second minute and Bt2 per minute after that.

    DTAC fired a new salvo in the ongoing mobile-phone price war last week when it lowered call rates for its Happy pre-paid service.

    The promotion allows subscribers to make calls for Bt1 per minute from 11pm-5pm, with only the only exception being the first minute, which will be charged at Bt3.

    The promotion is identical to that of No 3 cell-phone operator TA Orange, which began offering its discounted rates last year.

    Using the rates above:

    a typical 3 minute call on AIS: 9 baht

    a typical 3 minute call on DTAC/Orange: 5 baht

    If AIS thinks charging almost double is competing, they need to look at their math.

    They must be using pseudo-PhD Thaksin's figuring. :o

  18. In a very topical news article, I would NOT consume ANY animal, if it is endangered as below. I have been offered pangolin to eat in Thailand, but turned down the offer.

    Malaysian authorities seized 294 pangolins, an endangered scaly ant-eating animal, that were bound for cooking pots in Thailand, news reports said Sunday.

    Customs officers found the live animals in cages hidden beneath vegetables and fruits while inspecting a truck at a border checkpoint in northern Perlis state Saturday, said Rooslan Radzi, head of the state's anti-smuggling division.

    "Pangolins are in great demand across the border," Rooslan was quoted as saying by the Sunday Star newspaper. "They are made into soup and are said to have high nutritional value."

    Officials arrested a 37-year-old Malaysian truck driver, who is expected to be charged with trafficking in endangered wildlife, which is punishable by up to two years in prison and a 3,000 ringgit (US$790; ย€586) fine.

  19. Really we shouldn't be picky as to what we eat, if it is meat and we like it we should eat it, but it is the method of slaughter which is the problem with dog meat. The dogs are beaten to death with a club, this is done in full view of the waiting victims, as mentioned in an earlier post this is to get the adrenalin flowing...  This should be the talking point... :o

    It's certainly a valid issue, Peter. I agree that the method you cited is inhumane. The large restaurant where I regularly ate dog at in the Philippines did it in a much preferred method in my opinioin. They solemnly slit their throats, including the vocal cords which silenced them as well, in a back area away from the customer. Of course the method might not be pleasant to some readers (is any form of any animal slaughter pleasant?), but it certainly seemed better than clubbing.

  20. I think if you eat regularly from food stalls on the streets of Asia that you've probably eaten many things that you didn't realize you were eating. Its not just Asia either. I've heard of restraunts in Canada and the US getting busted over this too.

    I can't see myself knowingly eating dog, but I also can't say that one animal has any more right to live than an other. People always moan about dolphins in tuna nets without asking the tuna how they feel about them. *Save The Tuna!*

    Many civilized people (muslims, jews) won't eat pork either. Doesn't mean the rest of us are sick.

    Crocodile, rattlesnake, and from what I hear, Iguana are delicious. Maybe we're ignoring the rptiles too much?  :o

    You're right about that. I've had various reptiles including crocodile, snakes, and large lizards (they weren't Iguanas though). The meat is very tasty and nutriously low in fat.
